APX - 4 U.S. FISH AND WILDLIFE SERVICE iii TABLE OF CONTENTS FY 2020 BUDGET JUSTIFICATION This page intentionally left blank. iv U.S. FISH AND WILDLIFE SERVICE Executive Summary FY 2020 BUDGET JUSTIFICATION EXECUTIVE SUMMARY Conserving the Nature of America The U.S. Fish and Wildlife Service The U.S. Fish and Wildlife Service (Service) is the oldest Federal conservation agency, tracing its lineage back to 1871, and the only agency in the Federal government whose primary responsibility is management of fish and wildlife for the American public. The Service helps ensure a healthy environment for people by providing opportunities for Americans to enjoy the outdoors and our shared natural heritage. The first predecessor of the Service was the U.S. Fish Commission, which was established on February 9, 1871 under the Department of Commerce, and renamed the Bureau of Fisheries on July 1, 1903. The second predecessor bureau was the Office of Economic Ornithology and Mammalogy established in 1885 under the Department of Agriculture. In 1896, it was renamed the Division of Biological Survey and in 1905 renamed again the Bureau of Biological Survey. The Biological Survey was responsible for the protection of all non-fish species in the U.S. In 1900, the Biological Survey pioneered

    1 2020 Federal Duck Stamp After-Contest Guide Thank you for your interest in the 2020 Federal Duck Stamp Contest and your support for conservation. Our artists and your support of them are paramount to keeping the Duck Stamp Program unique and thriving. 2020 has been a very strange year with a lot of disrupted plans. We were originally scheduled to meet at Drake University in Des Moines, Iowa. Health, security, and safety issues kept the contest in the DC area and without a live audience. We plan to pick up where we left off and have the Contest back on the road in 2021. A docent guide is usually prepared for our volunteers to help them answer your questions during the Contest. We have modified it a bit this year. An earlier guide provided information for during the Contest; it is now updated to provide some more information we would have shared in person.
