For over a decade, the CPCC has represented copyright holders before the Copyright Board of Canada. The Board establishes the levies that may be collected after trial-like hearings where experts, representing music rights holders and organizations that represent consumers and businesses that sell leviable blank media, present evidence and are cross-examined. The private copying levy has been an important part of the Canadian copyright regime since 1999, when the first private copying tariff was certified by the Copyright Board, following amendments made to the Copyright Act (the “Act”) in 1997 to allow for a levy to be placed on blank audio recording media. Currently, the levy only applies to blank CDs and MiniDiscs, at a rate of 29 cents per unit, and is paid by manufacturers and importers of these blank media to the CPCC for distribution to rights holders. The private copying levy has provided an effective mechanism whereby consumers are allowed to make copies of music for their personal use without infringing copyright and, in exchange, music creators receive royalties that recognize the value of private copies of their work.

    The Office of Premier of Ontario 1945-2010: Who Really Advises? Patrice Dutil and Peter P. Constantinou This article focuses on the composition of the Ontario Premier’s office and uses an institutionalist approach to put the influence of advisors in context. It looks at expenditures attributed in the Public Accounts to the Premier’s Office and staffing. It assumes that the number of advisors and their placement in the decision-making hierarchy should have a material impact on the quantity and quality of the advice being received by the Premier. Among other things the articles 2013 CanLIIDocs 388 shows that the classic policy/administration divide was not clearly defined in Ontario. Instead it exhibits a back-and-forth habit of experimentation that depended on the personality of the prime minister, the capacities of political and bureaucratic advisors, and the stages of the governmental cycle. There have been discernible cycles in the hiring of political staff and in the growth of expenditures that would indicate the Premier’s Office was more concerned with campaign preparations and externalities than it was in rivaling bureaucratic influence. SHORT SYNOPSIS As in many Native families, Lena Mahikan (Cara Gee) grew up in the cycle of abuse. Her father, a residential school survivor, was an alcoholic until he killed himself when Lena was 10. Her mother, only 14 years her senior, turned to the slots and was consumed. By the time Lena was 15, she was pregnant and, before giving birth, was kicked to the curb by her mom. For 13 years Lena has been living, poverty stricken in Toronto, struggling to make ends meet, being chased by her own demons.

Abstract This thesis uses Barthes’ Mythologies as a framework to examine the ways in which the Canadian nation has been mythologized, exploring how this mythologization affects our sense of national identity. Because, as Barthes says, the ultimate goal of myth is to transform history into nature, it is necessary to delve into Canada’s past in order to understand when, why, and how it has become the nation it is today. This will involve tracing some key aspects of Canadian history, society, and pop culture from Canada’s earliest days to current times to uncover the “true origins” of the naturalized, taken-for-granted elements of our identity.
