 Prime Minister Gen Prayut Chan-o-cha yesterday gave the cold shoulder to journalists’ questioning about the procurement of 429 large air-conditioned coaches by the Army Transportation Department, worth more than 2.25 billion baht.

 During an interview with the press after the first meeting of his new cabinet, Gen Prayut was asked by journalists about the army’s procurement plan. He refused to reveal information about procurements of 429 air-conditioned coaches under the expenditure budgets for fiscal 2018 and 2018-2020. According to journalists, the Army Transportation Department undertook 7 procurements to obtain 429 coaches, at a value of around 2.250 billion baht.

 Gen Prayut told reporters to go and study the Public Procurement Act themselves to find out if the procurement was accurate or in line with procurement regulations. He said he already explained the issue but journalists always come back and ask him about the same issue.

 Progressive Movement co-leader Thanathorn Juangroongruangkit was charged with defaming the monarchy after he questioned the government’s alleged over-reliance on coronavirus vaccines from a company linked to the royal family.

 Police yesterday charged Thanathorn with lese majeste and a computer crime over the video. Thanathorn will have to report to police again on May 7.

 Two groups of protesters rallied near Government House yesterday afternoon. The 1st group is protesters associated with the now-dismantled “Mu Ban Thalu Fah” (Through the Sky) Village originally located in front of the Government House. They gathered on the Chamaimaruchet Bridge at about 15:30 hrs and then formed a line to confront crowd control police deployed to prevent the protesters from moving nearer to Government House.

 Some protesters held pictures of Ratsadon leaders being held on remand on lese majeste charges. A protest leader read a statement, repeating their demands, which are the release of all Ratsadon leaders and members held on remand, the drafting of a new Constitution, abolition the lese majeste law and the resignation of Prime Minister Prayut Chan-o-cha.

 This group ended their rally at about 16:00 hrs.

 The 2nd group are mostly active and former vocational students and Thanadet Srisongkhram, a leader of the so-called Vocational Students Protecting the People for Democracy. The group attacked the government of Gen Prayut Chan-o-cha for alleged mismanagement of national administration.

 This group’s rally ended at 21:00 hrs.

 In what is being considered as a possible indication of which way the winds are blowing from the once Red Shirt leaders, a statement by one of the core leaders of United front for Democracy against Dictatorship (UDD) - Nattawut Saikua, vowed to stand firm in fight for democracy following reports that he received permission from the Department of Probation to have an electronic monitoring bracelet (EM) removed from his wrist after

completing his sentence for a 2006 protest at the Si Sao Thewes residence of late Privy Council president Gen .

 At a press conference Nattawut said his political ideology remains the same. He voiced support for youth-led pro-democracy movements.

 Nattawut, however, said student activists and young protesters should be in classrooms, not prison. It is time to release them and allow them to join a peaceful dialogue to address problems like adults.

 He said that one needs to sort out the problems of the country because this is a never-ending story and if it does not end then it may be me running around trying to get a bail for my son who would be of Penguin’s age.

 It has to be us who have to take charge, we have to be the ones to do it.

 “Can we as parents allow it to happen and allow this to continue for the time to come?” “We cannot allow it remain like this”

Apart from Nattawut, the press conference was joined by Dr Weng Tojirakarn, former UDD chair Tida Tawornseth and Korkaew Pikulthong.

 Meanwhile UDD chairman Jatuporn Promphan has come out to call for a rally on April 4 to oust 2014 coup leader and incumbent Prime Minister Prayut Chan-o-cha.

 The ‘public forum’ on April 4 at Santiporn Park on Ratchadamnoen Klang Avenue to call for the resignation of Prime Minister Gen Prayut.

 Jatuporn said he plans to adopt the “May 1992 model” in a bid to find ways to topple the government of Gen Prayut. The forum is organised by a support group for relatives of the Black May 1992 victims and they hope to kick-start a campaign to find ways to end Gen Prayut’s prolonged stay in power.

 It is clear that Jatuporn’s move was an attempt to reunite political activists who took part in the 1992 Black May uprising against dictatorship.

 A group of 30 activists led by Pansak Srithep, of the self-styled “Resistant Citizen” anti- coup group, staged a symbolic protest by standing still for 112 minutes for 9 consecutive days in front of the Supreme Court at 17:00 hrs yesterday to demand the release of all the Ratsadon core leaders detained for violation of the lese majeste law.

 The group lined up before the court and held signs that read, “Free Our Friends” in both English and Thai, “Ploi Rung Pheun Rao” (Free our friend “Rung”), “Ploi Arnon Pheun Rao” (Free our frieng Arnon), etc.

 Court of Justice spokesman Suriyan Hongwilai came out to dismiss reports that 1 of 245 Supreme Court judges flashed a 3-finger salute to protest against the resolution by the Supreme Court President not to grant bails to the defendants charged with insulting the monarchy in violation of Section 112. The report said the incident took place during a meeting of Supreme Court judges last week.

 Suriyan, however, dismissed the report as fake news. He said the meeting did not raise or discuss the issue regards bail applications for temporary releases of those accused of committing lese majeste.

 Former prime minister appeared in a Clubhouse chatroom at 20:00 hrs yesterday under the pseudonym of Tony Woodsome to urge protesters to fight for their cause through a non-violent means.

 Thaksin warned protesters not to resort to violence because violence is an excuse for the government to resort to violent methods against them. He said the international community is watching every move.

 “The Biden Administration emphasized Democratic Values, there is a high chance that foreign countries will impose sanctions if we resort to violence. Then it will be hard for them to give their support,” Thaksin said.

 Pol Lt Gen Surachate “Big Joke” Hakparn reportedly travelled to Royal Thai Police (RTP) Office headquarters yesterday morning to report to National police chief Pol Gen Suwat Jangyodsuk before taking up an active duty with the RTP.

 It is said that Pol Lt Gen Surachate is given a new office and a VIP parking space.

 Pol Gen Suwat later came out to say that Pol Lt Gen Surachate was assigned the post of “strategic adviser”.

 Prime Minister Gen Prayut Chan-o-cha led his new cabinet during a photo session at Government House yesterday to welcome 4 new ministers after the new members were sworn in before His Majesty the King on March 27.

 All cabinet members, except Foreign Minister Don Pramudwinai, showed up for the photoshoot. The Foreign Minister reportedly informed Gen Prayut about his absence due to an illness.

 Pro-democracy protesters belonging to the “Mu Ban Thalu Fah” (Through the Sky) Village yesterday held a photo session to mock the new cabinet of Prime Minister Gen Prayut.

 Protest leader Lertsak Khamkongsak said today the group held a photo session of the 1st “Ratsadon cabinet”. He plans to turn Government House into “Mu ban Thalu Fah” Village. Lertsak called on the public to keep a close eye on the group’s next move, pledging to change the name of the village to “Thalu Fah” Movement to carry out more activities in various forms.

 Another report said Gen Prayut had another unpleasant encounter with a journalist with a female journalist during the same interview with the media.

 He asked the female reporter who sat cross-legged before him to put her legs down.

 Gen Prayut reportedly said, “Can you put your legs down? Sitting cross-legged in front of me!” before he took a deep breath and gave a displeasure look towards reporters.

 The previous pictures of Gen Prayut sitting in the same posture was seen circulating on social media after Prayut’s statement to the journalist.

Economic News

 The cabinet yesterday discussed special ways to boost state revenue after the government’s revenue collection dwindled as a result of the Covid-19 outbreak.

 During the cabinet’s meeting, Prime Minister Gen Prayut Chan-o-cha told cabinet ministers to discuss ways to improve the government’s financial situation following the Ministry of Finance’s report that its tax revenue target missed the mark, for example, revenue collections from the rate of value-added tax (VAT) stands at merely 7 per cent at present.

 Development and Human Security (SDHS) Minister Juti Krairiksh is concerned by plans to raise tax rates during the pandemic and suggested that the government could do so in a straightforward manner but it should use tax increment revenues to boost social welfare for the public.

 Gen Prayut agreed with Juti’s idea and instructed the Finance Ministry to study the idea in details and forward the result to the cabinet.

 Car and beer sales are recovering vigorously, resulting in a surge of excise tax revenue collection by the Excise Department from the two products for the first 5-months of fiscal 2021.

 Lavaron Sangsnit, director-general of the Excise Department, said the overall economy has gradually recovered as reflected by the department's tax revenue collection in the first five months of fiscal 2021 (October 2020-February 2021) which tallied 233 billion baht.

 Despite a 9.44% year-on-year decrease from the same period of the previous fiscal year, Mr Lavaron said the department's tax revenue collection remained 1.12% higher than the revised target.

 The largest sources of excise tax as a percentage of the total excise revenue in fiscal 2020 were fuel (41%), automobiles (15.5%), beer (14.5%), liquor (11%), tobacco (11%) and beverage (4.5%).

 The cabinet approved in principle a new national retirement plan to support an aging population that will add about 1 million new retirees annually starting in 2023.

 The program will be mandatory for all employees who aren’t participating in other retirement plans, according to Deputy Government Spokesperson Ratchada Thanadirek.

 Under the new retirement program, both employers and employees will contribute, with minimum inputs ranging from 3 per cent-10 per cent of salaries depending on employment tenure. The plan, pending parliamentary approval, is the latest initiative by the government to prepare for an aging society.

 People who are over 60 accounted for 17.5 per cent of the Thai population in 2019, or about 11.6 million people. That group is expected to grow to 28 per cent by 2033, Rachada said, adding that Thailand’s birth rate is declining, with just 610,000 additions in 2019.

 The cabinet yesterday approved the Centre for Covid-19 Situation Administration (CCSA)’s proposal to reopen the country with 7-day quarantine for foreign travellers.

 The plan reduces the quarantine period to seven days for fully vaccinated tourists in Phuket, Krabi, Phang Nga, Pattaya and Chiang Mai, said government spokesman Anucha Burapachaisri.

 Under the approved plan, vaccinated tourists are allowed to visit Phuket without undergoing quarantine from July 1 this year.

 The quarantine measure will also be lifted in Krabi, Phang Nga, Pattaya and Chiang Mai from October 1 this year.

 SET-listed Osotspa Plc (OSP) implemented a major restructuring of its major shareholders with changes among shareholders in Orizon Group.

 OSP President Wannipa Bhakdibutr said the company was informed by its major shareholders the Orizon Group comprising 1) Orizon Limited and 2) Petch Osathanugrah who sold 12.69 per cent of ordinary shares to Private Placement while Niti Osathanugrah has purchased additional 7.16 per cent ordinary shares among other investors 5.53 per cent of paid-up capital.

 The Orizon Group comprises 7 shareholders including Orizon Limited and other shareholders led by Petch.

 OSP saw 13 big-lot transactions of 762,718,000 shares yesterday at 33 baht apiece worth 25.169 billion. OSP share price peaked at 35 baht at the end of trading session yesterday, up 1 baht or 2.94 per cent, in trade worth 26.393 billion baht.

 CP All Plc (CPALL) has come out to say that it was looking to replace as many as 7,000 delivery trucks for its servicing of 7-Eleven stores across the country to be electric vehicle and that Energy Absolute Plc (EA) has in the past proposed this concept but no conclusion has been reached on this issue yet.

 Thai Airways International Plc (THAI) is awaiting the Finance Ministry’s final say on whether it will inject liquidity to shore up its operations.

 Pantip Sripimol, director-general of the State Enterprise Policy Office (Sepo), said the ailing national flag carrier’s plight rests with the ministry as well as the airline’s creditors’ decision on the rehabilitation plan at a meeting scheduled on May 12.

 The Finance Ministry has yet to reach a decision on whether to beef up liquidity for the airline, Pantip said, adding that the airline will be declared “bankrupt” and will head towards liquidation if a majority of creditors vote no.

 Meanwhile, Finance Minister Arkhom Termpittayapaisith is expected to appoint the Public Debt management Office to act on behalf of the ministry to vote on THAI’s rehab plan. The Finance Ministry is THAI’s major creditor with 13 billion baht debt.

 THAI is currently undergoing organisational restructuring with plans to cut down the number of employees, according to a source with the ministry. The airline

must look for ways to sustain liquidity and push through operations until May 2021.

 Line Man Wongnai, the operator of food delivery service Line Man, has defended its recent move to reduce delivery service payments for rider partners from 62 baht over a distance of the first 3 kilometres to 50 baht, saying the new rate remains higher than those offered by rivals in the industry.

 The new rate, which came into effect on March 22, has sparked outcry among the riders. It affects food delivery riders in and surrounding provinces. Also, the riders are still subject to a 15% management fee deduction by the firm. This means for 50 baht in delivery service, the riders will get 42.5 baht.

 On March 26, hundreds of riders rallied outside T-One Building in Klong Toey district where Line Man Wongnai is located, demanding the company return to the previous payment rate.

 Thailand confirmed 48 cases of coronavirus infection discovered in 3 provinces in the past 24 hours, according to a report of the Centre for the COVID-19 Situation Administration (CCSA).  Of the new cases, 27 were domestic infections while 21 others referred to imported cases, the CCSA report said.

 Of those domestic cases, 17 were confirmed in Bangkok, 8 in Samut Sakhon and 2 in Nakhon Pathom, the report said.

 Thailand has so far confirmed a total of 28,821 cases, 25,742 of which were reported as domestic while 3,079 others were imported cases. So far, 27,379

patients have fully recovered and been released from hospitals while 1,348 others are currently hospitalized and 94 fatalities have been reported.

 The Department of Fisheries will prohibit fishing in the Andaman Sea off Phuket, Phangnga, Krabi and Trang from April to June in order to allow marine animal populations to recover.

 Meesak Pakdeekong, the department's deputy director-general, said that the department will close 5,000 square kilometers of the Andaman Sea in Phuket, Phangnga, Krabi and Trang from April 1 to June 30, which coincides with the marine breeding season. The closure will affect waters from Panwa Cape, Phuket's Mueang district all the way to Yong Star Cape in Trang's Palian district.

 The move is in line with the directives of Agriculture and Cooperatives Minister, Chalermchai Sri-on, who has pledged to reserve marine resources in order to ensure fishermen's livelihoods, he said.
