Minutes of the Regular Council Meeting held February 23, 2012 in the Village of McCreary Council Chambers.

Mayor Cripps called the meeting to order at 7:20 p.m.

Angela Blake, being the only person attending the hearing, was signed in and given the floor. Council received the verbal comments of Angela Blake for its consideration.

Draft Financial Statements as at December 31, 2011 – TABLED.

Outstanding Taxes as at February 21, 2012 total $56,067.82, with $18,576.22 owing for 2010 and the remainder for 2011.

Outstanding Utility Accounts as at February 21, 2012 total $3,313.36, all being past due with nine disconnection notices required.

The 2011 Audit has been booked for February 27, 28, 29, 2012.

2012 Tax Sale: Six properties qualify for tax sale. The second courtesy letter has been sent.

2012/2013 Financial Planning: A draft working document is to be available for the March 22, 2012 regular meeting.

BE IT RESOLVED THAT By-Law #4/2012 to authorize entering an Easement Agreement with 4476515 Manitoba Ltd. concerning an Encroachment onto First Avenue and Burrows Road be given third and final reading.

UNFINISHED BUSINESS:

Hosting Association of Manitoba Municipalities June, 2012 Parkland District Meeting: Nothing further at this time.

Disaster Financial Assistance Claim: Report has been received today confirming municipal funding approved.

Concern about Number of Car Accidents on PTH #5 near McCreary: A letter has been sent to the Rural Municipality of McCreary asking for consideration of the Village’s request for a General Speed Reduction on P.T.H. #5 between the curve North of the Village and the curve South of the Village.

Parks Canada – Riding Mountain National Park – Amendment of Management Plan: A meeting has been scheduled to take place in Dauphin, Manitoba as suggested.

MTS Request for Municipal Rights-of-Way: There has been no response to our letter of concern requesting an on-site meeting.

Petroleum Storage Tanks: A legal opinion has been requested.

Meetings for March 8, 2012 with McCreary & District Economic Development Board and McCreary & District Library: Letters of invitation have been sent.

#56/2012 Williment – Law

BE IT RESOLVED THAT Mayor Linda Cripps and Wendy Turko, Municipal Administrator be authorized to attend the Association of Manitoba Municipalities Mayors, Reeves and CAO’s Meeting for the Parkland District in Rorketon, Manitoba on March 19, 2012 on the understanding that mileage, meals not included and the registration fee be at the cost of the Village of McCreary.

Pesticide Use Permit Application and Weed Inspection: To be completed as soon as possible.

GENERAL BUSINESS:

BE IT RESOLVED THAT the Village of McCreary make application under the Edible Trees – Tree Canada Program for placement of edible trees within Fletcher Park, near Alpine Archie and near the McCreary sign, all being property owned by the Village of McCreary.

BE IT RESOLVED THAT a grant of $50.00 be made to the McCreary Fun Skate Club towards the annual ice carnival held on February 18, 2012.

BE IT RESOLVED THAT a grant of $50.00 be made to the McCreary Mustangs Novice Hockey Team towards trophies for its annual hockey tournament planned for March 17, 2012.

#60/2012 Law – Williment

BE IT RESOLVED THAT a large light beige/yellow colored dog owned by Kris Lewis Blake and Angela Dawn Blake and kept upon 411 Second Avenue within the Village of McCreary, in Manitoba, be hereby declared a dangerous animal in accordance with paragraph 12(5)(b) of Village of McCreary Animal Control By-Law #1/2011.

BE IT FURTHER RESOLVED THAT the Council of the Village of McCreary hereby directs that the said dangerous animal shall be released to and be the responsibility of the owners, namely Kris Lewis Blake and Angela Dawn Blake, subject to the conditions set out in Subsection 13(2), Paragraphs lettered (a) through (k), of the Village of McCreary Animal Control By-Law #1/2011.

Fletcher Park Electrical Upgrades: For inclusion in the 2012 financial plan.

Relocation of Fletcher Park Sign: To be completed as weather permits.

j) Water and Sewer Utility (Williment - Kohlman):

Rate Study: To be completed as soon as possible.

Water Utility Emergency Response Plan: Document completion is to be completed as soon as possible.

Subsidy Program Specific Financial Commitment – 2012 and 2013: We have not been advised whether our application has been approved or not.

457 Aline Drive Request to Replace Driveway and Curb: The survey has not yet been completed.

BE IT RESOLVED THAT Pat Blake, Municipal Emergency Coordinator, be authorized to attend the Manitoba Emergency Management Course being hosted by Manitoba Emergency Measures Organization in Souris, Manitoba on February 29 and March 1, 2012 on the understanding that accommodations if necessary, mileage, meals not included and any registration fee be at the cost of the Village of McCreary.

Implementing New Template and Emergency Planning and a Joint Meeting with R.M. of McCreary and Emergency Coordinator was discussed. March 6 or 7, 2012 has been suggested. It was agreed that March 7, 2012 at 7:30 p.m. in the R.M. of McCreary Council Chambers be arranged for a joint meeting.

d) Fire Department (Law - Kohlman): An invitation has been sent to the Fire Department to attend the March 8, 2012 Regular Meeting.

e) Nuisance Grounds and Recycling Programs (Deslauriers – Williment)

Shale on Travelled Areas: For discussion during financial planning.

Location of Gate: For discussion during financial planning.

Recycling Depot Condition and Cardboard Recycling: More supervision has improved the situation.

Committee of the Whole: Nothing.
