The fisheries sector engaged in the production, growing, harvesting, processing, marketing, developing, conserving and managing of aquatic resources and fishing areas. All activities relating to the act or business of fishing, culturing, preserving, processing, marketing, developing, conserving and managing aquatic resources and the fishery areas including the privilege to fish or take aquatic resources thereof (RA 8550) is known as fisheries.

Data on volume of unloadings and price per kilogram by species were gathered through interviews of key informants who could be a fisherman, operator, fish broker, barangay official or anyone who could give information on the total unloadings of species at the landing center for commercial and municipal fisheries production.

Commercial fishing is the catching of fish with the use of fishing boats with a capacity of more than three gross tons for trade, business or profit beyond subsistence or sports fishing while municipal fishing covers fishing operation carried out with or without the use of a boat weighing three gross tons or less.

Inland Municipal Fishing is the catching of fish, crustaceans, mollusks and all other aquatic animals and plants in inland water like lakes, rivers, dams, marshes, etc. using simple gears and fishing boats some of which are non-motorized with a capacity of three gross tons or less; or fishing not requiring the use of fishing boats.

Aquaculture is a fishery operation involving all forms of raising and culturing of fish and other fishery species in marine, brackish and fresh water environment. Examples are fishponds, fishpens, fish cages, mussel, oyster, seaweed farms and hatcheries. FISHERY 127

The total fisheries volume of production was registered at around 12.5 thousand metric tons in 2018. It was 5.8 percent higher than in 2017. The increment was traced in all the two subsectors namely, municipal fisheries and aquaculture. Of the major species, uptrends were noted on round herring (1,005.3 percent), indo-pacific mackerel (420.1 percent), crevalle (467.4 percent), and eastern little tuna (101.0 percent). Siganid and seaweed came out with better output by 500.0 percent and 47.8 percent, respectively.

A total of 4.3 thousand metric tons was accounted to commercial fisheries which went down by 12.2 percent. The drop was attributed to less fishing trips due to rough seas brought about by weather disturbances such as typhoon and low pressure areas (LPAs) that prevailed during the period.

Marine municipal fisheries production of 5.1 thousand metric tons increased by 15.6 percent compared last year. Relative to last year’s production, inland fisheries production of 51.2 metric tons increased by 14.9 percent in 2018. Fish species increased by 14.6 percent while crustaceans increased by 19.3 percent. Frequent gale warnings related to northeast monsoon (“Amihan”) hampered fishing operations.

Aquaculture recorded a total of 3.0 thousand metric tons output in 2018. It was 24.1 percent higher of the previous year’s mark. Uptrend was influenced mostly by the increased production of seaweeds with 945.1 metric tons harvest, 305.7 metric tons higher than the production of 639.5 metric tons in 2017. An increase of 37.0 was also noted in tiger prawn while oyster harvested 603.2 metric tons this year, 31.9 percent higher the production of 457.4 metric tons last year. 128 FISHERY

Top three unloading in municipal fisheries during the year are the following species: Big-eyed scad, fimbrated sardines and squid with unloading of 804.8 metric tons, 794.0 metric tons, and 670.7 metric tons, respectively.

In commercial fisheries, big-eyed scad had the largest volume of fish unloading with 536.7 metric tons in 2018. Second in rank was the unloading of 496.5 metric tons of roundscad. This was followed by the fish catch of frigate tuna with 444.2 metric tons.

Sardines fish catch in inland fishing recorded 13.7 metric tons in 2018. This was followed by tilapia fish catch of 8.5 metric tons. About 7.6 metric tons fish catch was noted in other fishes species.

Aquaculture production had an increase of 24.1 percent in 2018 compared with its output in 2017. This was attributed to the increased production in brackishwater fishpond with 14.5 percent increase over last year. In the brackishwater environment where a mixture of seawater and freshwater with salinity that varies with the tide, harvests in tiger prawn at 100.0 metric tons and 688.9 metric tons in milkfish was noted.

In freshwater fishpond environment where water is without salt or marine origin, such as generally found in lakes, rivers, canals, dams, reservoirs, paddy fields and swamps, the decrease in production of tilapia with only 26.6 metric tons harvest this year had influenced the decline of 3.0 percent.

In the marine fish cage environement, production decreased by 34.8 percent this year due to the decline in the output of milkfish which only harvested 70.9 metric tons in the current period. FISHERY 129

The second quarter of 2018 had the largest fish unloading compared with the rest of the quarters. Total output reached 4.4 thousand metric tons or 35.4 percent of the total. Top five outputs recorded were the following: big-eyed scad (12.8 percent) at 564.3 metric tons, seaweeds (11.1 percent) at 490.4 metric tons, fimbriated sardines (10.3 percent) at 456.5 metric tons, other marine fisheries (9.0 percent) at 397.4 metric tons, and roundscad (5.8 percent) at 256.8 metric tons.

The first quarter in 2018 ranked second with 3.3 thousand metric tons output or 25.9 percent to total. Other marine species topped the unloading with 710.3 metric tons catch. This was followed by seaweeds with 426.3 metric tons, frigate tuna with 225.1 metric tons, milkfish with 206.2 metric tons, and roundscad with 194.6 metric tons output.

The fourth quarter came in third in the production with 2.6 thousand metric tons or 21.2 percent to total. Fimbrated sardines (10.7 percent) with 282.6 metric tons, big-eyed scad (10.1 percent) with 266.2 metric tons, other marine fisheries (8.1 percent) with 214.4 metric tons, roundscad (8.0 percent) with 211.8 metric tons, and milkfish (7.9 percent) with 209.5 metric tons, still dominated the output this quarter.

The third quarter which had the least production managed to have an output of 2.2 thousand metric tons. Big-eyed scad topped the production with 336.3 metric tons, followed by squid with 279.8 metric tons, fimbriated sardines with 208.5 metric tons, milkfish with 181.4 metric tons, and other aquaculture production with 180.5 metric tons output. 130 LIVESTOCK and POULTRY

Manifestation of maintaining the market for livestock was seen over the year 2018 as the production of carabao and cattle posted a minimal increase of 5.18 percent and 3.14 percent, respectively against that of 2017. These are all attributed to the escalating demand of live animals from , Manila, Negros Occidental and other neighbouring provinces. It had been a rewarding year for livestock growers especially backyard farms which dominates most of the supply as the liveweight proce of these animals also gained momentum due to the increasing demand.

Carabao production in 2018 was at 2.82 thousand metric tons compared with 2017 which was 2.69 thousand metric tons. In addition, cattle production registered at 6.01 thousand metric tons in 2018 as compared with 2017 production of 5.82 thousand metric tons. Goat production also showed a positive growth of 4.50 percent from 3.05 thousand metric tons in 2017 to 3.18 thousand metric tons in 2018. This was attributed to the strong market demand of live animals from Cebu, Negros Occidental and Manila.

On the other hand, hog showed a slight decline as exhibited by the production of only 40.27 thousand metric tons in 2018 as compared with 40.89 thousand metric tons in 2017 or a 1.50 percent decrease as supply from both commercial and backyard farms declined. It is somewhat a calling for hog growers to engage more in raising hogs especially in backyard farms which controls most of the supply due to insistent demand of live hogs from neighbouring provinces. The live weight buying price per kilogram of hog also catapulted due to increasing demand. 134 LIVESTOCK and POULTRY

Chicken posted an upward trend in 2018 which was at 16.10 thousand metric tons compared with 14.41 thousand metric tons in 2017 or an 11.72 percent increase which was attributed to more supply of day-old-chicks for broilers at loading period and more disposal in backyard farms to sustain demand from other provinces.

Duck production also improved slightly in 2018 which tallied at 203 metric tons compared with 2017 production at 186 metric tons or a 9.14 percent increase due to demand from Negros Occidental.

More supply of chicken and duck eggs was noted in 2018 at a rate of 24.47 percent and 7.60 percent, respectively. Chicken egg produce was at 2.71 thousand metric tons in 2018 against 2.18 thousand metric tons in 2017. On the other hand, duck eggs slightly recovered and registered an increase of 269 metric tons in 2018 versus the 250 metric tons production in 2017. VITAL STATISTICS 135
