Pursuant to Section 25-307 of the Administrative Code of the City of New York, the Landmarks Preservation Commission, at the Public Meeting of September 5, 2017, following the Public Hearing and Public Meeting of August 15, 2017, voted to grant a Certificate of Appropriateness for the proposed work at the subject premises, as put forth in your application completed on July 19, 2017, and as you were notified in Status Update Letter 19-09600 (LPC 19-09600), issued on September 7, 2017.

The proposal, as approved, consists of exterior alterations at the front façade, including enlarging the basement level masonry openings by removing a portion of limestone above the openings, in conjunction with replacing a single light window and a louver with black painted metal-framed display windows; replacing one-over-one, double-hung windows at the first floor, and the paired wood and glass central entrance doors, with black painted metal-framed glass display windows and paired doors; installing a marquee featuring black painted decorative metal scrollwork and 16” high metal signage letters, anchored within the masonry opening of the central entrance, with tie backs attached to the stonework above. The proposal, as initially presented, included removing all of the masonry between the basement and first floor windows, installing a larger marquee, and replacing the historic transoms, sidelights, and framing of the central entrance, including decorative metal pilasters, with new infill. The proposal, as approved, was shown in a digital presentation, titled "Jamaica Savings Bank Storefront Alterations," dated August 15, 2017 (revised), and including 13 slides. The proposal, as initially presented, was shown in a digital presentation, titled "Jamaica Savings Bank Storefront Alterations,” dated August 15, 2017, and including 12 slides. Both presentations were prepared by Sherida Paulsen of PKSB Architects, and consisted of photographs, drawings, and renderings.

In reviewing this proposal, the Commission noted that the (former) Jamaica Savings Bank Designation Report describes 161-02 Jamaica Avenue as a Beaux-Arts style bank building designed by Hough & Duell, and built in 1897-98. The Commission also noted that Certificate of Appropriateness 16-5226 was issued on November 24, 2014, Miscellaneous/Amendment 18-1689 was issued on January 29, 2016, and Miscellaneous/Amendment 18-7676 was issued on June 22, 2016 approving proposals to construct additions, replace infill, install awnings, modify a gate, remove steps at the entrance, demolish party walls, reconstruct a side wall, and interior alterations at the subject premises.

With regard to this proposal, the Commission found that the proposed alterations will help to support the adaptive reuse of the main floor of the building for retail use; that the modest enlargement of the basement level window openings, removal of relatively simply carved masonry, and replacement of the one-over-one, double-hung windows with single light fixed windows will be discreet changes, within the context of this ornate façade, which will not alter the overall character of the building; that the enlargement of the window openings and the proposed marquee and signage will be well scaled and proportioned to the façade and supportive of its historic hierarchical organization; that the placement, shape, design and details of the marquee will be in keeping with such aspects of marquees sometimes found at Beaux Arts style buildings of this type and age and will be well related to the design details of the historic ironwork and masonry at the building; that the open metalwork design of the marquee and use of individual signage letters will help minimize obstructions and maintain prominent views of the historic architectural features; that the materials of the windows, doors, marquee and signage will be compatible with the historic materials palette of the building; that the dimensions and profiles of the window framing will closely replicate such aspects of the historic windows; that the finish of the windows and marquee will match the finish of windows and metalwork throughout the façade, supporting a unified composition; that the doors will be simply designed and harmoniously proportioned to the entrance and will feature a configuration and finish typical of entrances at buildings of this type, style and age; and that the cumulative effect of the signage at the marquee and existing flagpole will not overwhelm the building. Based on these findings, the Commission determined the work to be appropriate to the building and voted to approve the application.

However, in voting to grant this approval, the Commission stipulated that two (2) final signed and sealed Department of Buildings filing drawings showing the approved proposal be submitted to the Landmarks Preservation Commission for review and approval.

Subsequently, on October 24, 2017, the Landmarks Preservation Commission received final drawings T000.00, E001.001, V001.00, V101.00, V102.00, A200.00, A-202.00, A203.00, A205.00, A300.00, A301.00, A302.00, A303.00, and A304.00, dated August 15, 2017, and prepared by Sherida E. Paulsen, RA.

Accordingly, the staff of the Commission reviewed the drawings and found that the proposal approved by the Commission has been maintained. Additionally, staff noted that these materials include additional work at the one story extension at the side of the building, consisting of enlarging a masonry opening by removing brickwork in conjunction with replacing a single light metal window with a black painted glass and metal door with transom.

With regard to this additional work, the Commission finds, in accordance with the provisions of Title 63 of the Rules of the City of New York, Section 3-04, that the window to be removed is at a secondary façade, and is not a special window as defined by Section 3 or Appendix C of the Rules; that the alteration to the masonry opening will not alter or destroy any significant, protected features; that the door will be screened Page 2 Issued: 12/06/17 DOCKET #: LPC-19-19650 from view by a metal gate, and will be simply designed with a neutral painted finish, thereby not drawing undue attention to the installation. Based on this and the above findings, the drawings have been marked approved with a perforated seal, and Certificate of Appropriateness 19-19650 (LPC 19-19650) is being issued.

PLEASE NOTE: This permit is being issued contingent upon the Commission's subsequent review and approval of the specific signage text for the marquee prior to the commencement or manufacture of the signage. Promptly submit an application for signage conforming to the Commission’s approval to the Landmarks Preservation Commission as soon as this becomes available.

This permit is issued on the basis of the building and site conditions described in the application and disclosed during the review process. By accepting this permit, the applicant agrees to notify the Commission if the actual building or site conditions vary or if original or historic building fabric is discovered. The Commission reserves the right to amend or revoke this permit, upon written notice to the applicant, in the event that the actual building or site conditions are materially different from those described in the application or disclosed during the review process.

All approved drawings are marked approved by the Commission with a perforated seal indicating the date of the approval. The work is limited to what is contained in the perforated document. Other work or amendments to this filing must be reviewed and approved separately. The applicant is hereby put on notice that performing or maintaining any work not explicitly authorized by this permit may make the applicant liable for criminal and/or civil penalties, including imprisonment and fine.
