UNIVERSITY OF IDAHO Moscow, Idaho Executive Director of Human Resources August 2012 - Present

Directing the human resources office and functions in Idaho’s flagship, land grant research institution. Functions include recruitment and hiring, employee relations, fringe benefits and retirement programs, staff compensation, job classifications, legal and regulatory compliance, training and leadership development.

• Direct an HR office of 21 staff. Reorganized HR’s organizational structure and work to maximize customer service and to meet the most critical institutional needs. Stabilized turnover. Currently focusing on HR staff learning and development.

• Oversee all fringe benefit plans including a self-insured health benefit program. The of Idaho is constitutionally separate from the State and allowed to operate independently for fringe benefits (not retirement) and compensation.

• Implemented PeopleAdmin replacing a homegrown and insufficient applicant tracking system. Streamlined hiring processes for speed and efficiency.

• Advise and counsel all employees on a broad range of issues including recruiting and hiring, classification, compensation, employee relations, legal, policy and benefits. Develop systems and policies to meet changing legal or regulatory changes.

• Current focus is on improving legal and regulatory compliance including hiring and selection, Fair Labor Standards Act, ACA, IRS regulatory requirements and other pay practices. Oversee FMLA, ADA administration for faculty and staff.

• Administer non-faculty compensation and classification programs. Completed a classification and compensation study of all staff positions. Restructured the classification system to incorporate exempt staff. Revised corollary policies and procedures. Currently developing a long-term staff compensation plan.

• In addition to the duties listed for the Senior HRA, supervised the payroll department, recruiting department and HR support staff. Provided direction and leadership for HR professional staff. Served as internal consultant taking the lead on the most challenging issues. Onboarded new staff. Served as an agency Appointing Authority. Reviewed and approved employment-related and disciplinary actions, grievances and exception requests. Represented agency in arbitrations and legal proceedings. Served on statewide collective bargaining teams. Served as the agency’s bill analyst for personnel-related bills during the Oregon legislative processes.

• Served as the HR Manager for assigned departments and divisions. Advised on all aspects of human resources including employee relations, classification, compensation, payroll, managing employees, staffing, recruiting and hiring, investigations and corrective actions. Directed all human resource functions at Oregon’s largest private college with 3250 FTE students, 1000 full and part-time employees and a six-member HR team. Functions included recruitment and hiring, employee relations, benefits, compensation, job classifications, labor relations and union negotiations, legal compliance, training and leadership development.

• Managed the Office of Human Resources including short- and long-range goal setting and planning. Supervised six employees. Participated on management teams focusing on institution-wide planning and implementation of strategic and operational objectives. Prepared and managed budgets for Human Resources.

• Serves as benefit administrator for all plans. Collaborated with six schools to develop Oregon’s first self-insured benefits trust, the Pioneer Educators Health Trust to costs while meeting employee health care needs.
