Minutes of meeting held in Barsham and Houghton Village Hall

1. Welcome The Chairman welcomed everyone to the meeting 2. Apologies These were received and accepted from Mr James Shilling and Mrs Sheena White

The meeting was adjourned at this point to hear from Cllr Dr Marie Strong. There was a waste survey, the closing date of which had been extended to 24th March regarding recycling centres. www..gov.uk/wasteandrecyling. Update on the Yes to Broadband campaign. This was running until the end of the month. At the last meeting she attended last week figures of people signed up was 10,000 and rising. There was a fund to be made available to community groups and Parish Councils to allow older people to remain living independently. Further details available on www.norfolk.gov.uk/liviingwell. Update on the monies invested in the collapsed Icelandic Bank, of £35 million invested by NCC at total of £32.1 million was due to be recovered, to date actually received £17 million. Jubilee Beacon’s could be registered with NCC which would help with publicity for such events.

Councillor Mr Tom Fitzpatrick then spoke. Confirmed that at NNDC there was to be a cut of staff at middle management level from 16 to 9. It had been agreed that NNDC would not increase their precept under Council Tax (only Police had asked for more money ) The Dudgeoness cable burial had now been settled. There was rejuvenation planned at Egmere and surrounding area, concerning the construction of SCIRA headquarters at Egmere. Under the umbrella of ‘Big Society’ there was a fund of £500,000 to be made available from April for good causes to bid for. NCP car parks were to be free to use on 5th June

To reconvene to continue the meeting 3. To approve minutes of meeting on 16th January 2012 Minutes approved with no amendments and signed by Andrew Ross To discuss matters arising from minutes - Yes to Broadband Campaign. Leaflet had been handed out with Newsletters and there have been a generally positive response - Queens Jubilee. Ian Foreman to look into purchasing 4 oak trees with guards/stakes. All in favour of this. Locations suggested for , playing field (to join a tree planted for the millennium) on triangle, , Ian Foreman had made contact with Susanna Soames and she was keen for something in the village. There was no obvious location in Houghton St Giles and so further thought needed for this. Jubilee Beacon mentioned. Felt did not want a formal beacon but a bonfire was considered. Lynette Sutton to see if Barsham Village Hall available for refreshments and James Goodley to be contacted to see if he would permit a bonfire on corner of field to the rear. A leaflet to be sent round to gauge interest/request help. Date of Sunday 3rd June settled on, 7.00pm onwards. - Pavement around the Manor. Barry Sampson reported no problem and so there was to be no further action at this time. - Patch Lane. Ian Foreman had done no further works since last meeting. Barry Sampson confirming that this was passable. - Goalposts – James Shilling had sent message via the Clerk that the ones at Toys R Us were not good value for money so this was an on going project. - New Swing – James Shilling had sent message via the Clerk that he had emailed his contact at Swanton Morley Parish Council but had heard nothing. Would chase this up. - Parish Ranger Visit. Copy of report circulated at meeting and to be included in the correspondence to be circulated. - Pot hole at Houghton St Giles. Robert Fletcher confirming that this had been repaired last week. - Signage/works on bend of B1105. Ian Foreman confirming that this works had been completed. 4. Planning application No. PF/12/0116. The Old Buck Houghton St Giles Plans and application circulated and discussed. Andrew Ross and Ian Foreman had seen these previously and a response had been made that the Parish Council had no objection/comment. Nothing had been heard further from NNDC following this. 5. To consider reports from circulated correspondence Nothing to report 6. To consider any correspondence Items to be circulated, CPRE planning guide, NRCC Norfolk Link, Norfolk Playing Fields Association The Playing Field, Clerks & Councillors Direct Newsletter, RWE Npower Renewables Triton Knoll Update, NALC Affordable Housing Seminar (previously emailed), Field In Trust Queens Jubilee email, Parish Rangers Visit, Anglian Water Drought Advice. Discussed but not circulated, letter from NNDC re: proposed development off Rudham Stile Lane in . There was to be a drop in session at the Community Centre in Fakenham on 29th March 3-7pm. Email from Mark R (and Claire) re: litter. Clerk to respond and look into obtaining a litter bin to be located near bus shelter in East Barsham. Trade Waste Bags available and handed to Clerk. 7. To approve any financial matters Payments Made Clerks Salary & Expenses £138.87 NRCC Subscription £15.00

No payments made since last meeting 8. Any other business - Lynette Sutton handed to new Clerk Electoral Register. Prior to meeting two boxes of documents as catalogued had been handed to new Clerk. There would be further items to follow between now and Meeting in May. - Barry Sampson confirming that he had a car parked on allotment. This was a temporary arrangement - Ian Foreman to look into purchase of trees, ideally these needed to be planted fairly soon rather than wait until actual Jubilee in June. Clerk to look into getting plaques to accompany these (including one for the tree already planted at East Barsham for the millennium) 9. Date of next meeting 21st May 2012 at 7.30pm
