I was fully aware of this aphorism when the Minister of Urban Development, Mr. Kamal Nath, asked me to be the Chairman of the Urban Art Commission. I had three conditions before accepting the assignment and one of these was that DUAC should be allowed to carry out site specific studies for improving slums and unauthorized colonies. Subsequently, the Minister along with the then Lieutenant Governor of Delhi, Mr. Tejendra Khanna, and Secretary, Ministry of Urban Development, Dr. Sudhir Krishna, approved the proposal to carry out three dimensional studies for improving slums and unauthorized colonies.
