Madikwe, Pilanesberg and Sun City may be the North-West Province’s heavyweight at- tractions, but there are more here than the province’s ‘Big Three’.

    SIBU and the crisis of water service delivery in Sannieshof, North West Province C GOUWS, I MOEKETSI, S MOTLOUNG, J TEMPELHOFF, G VAN GREUNING AND L VAN ZYL* Abstract In 2007 the residents of the town of Sannieshof in North West Province declared a dispute with the Tswaing Local Municipality on the grounds that the state of local service delivery left much to be desired. The ratepayers then formed the Sannieshof Inwoners Belastingbetalers Unie (SIBU) which literally took over the functions of local government of the town, functioning as a local government within a local government. This article provides a historical narrative of the conflict between SIBU and Tswaing Local Municipality, a dispute which was taken as far as the provincial High Court. Then follows an outline of conditions in Sannieshof and the townships of Agisanang and Phelindaba. Attention is given to the perceptions of local residents on the prevalent conditions, specifically in respect of water supply and sanitation service delivery. In the third section there are some theoretical perspectives on political culture, socialisation and happiness. A debate is provided on how these phenomena manifest under existing conditions in Sannieshof, and more particularly, in its adjacent townships of Agisanang and Phelindaba.     Renewable Energy Strategy for the North West Province Department of Economic Development, Environment, Conservation and Tourism December 2012 Foreword “Foreword to be requested and inserted, either from the Premier of the NWP, Hon Thandi Modise, or a suitable representative from the NWPG: DEDECT.” i EXECUTIVE SUMMARY The renewable energy strategy for the North West Province was developed in response to the need of the North West Provinces to participate meaningfully within the renewable energy sector of South Africa. The Premier of the North West Provinces, Hon Thandi Modise, has consequently made a declaration that North West Provinces will develop a Provincial Renewable Energy Strategy that will provide guidance to stakeholders and assign roles and responsibilities for the development and production of renewable energy in a sustainable manner across the North West Province. The renewable energy strategy aims to improve the North West Province’s environment, reduce the North West Province’s contribution to climate change, and alleviate energy poverty, whilst promoting economic development and job creation in the province whilst developing its green economy. There are a number of international, national and provincial mandates and driving forces that play a pivotal role in the development of this renewable energy strategy for the North West Provinces. These include the fact that South Africa was ranked the 12th largest emitter of CO2 emissions in 2009 and has committed to reduce its greenhouse gas emissions by 34% by 2020. The North West is rated as the fourth largest electricity consuming province in South Africa and consumes approximately 12% of the available electricity. This is mainly due to the high demand of the electrical energy-intensive mining and related industrial sector.

The Independent Communications Authority of South Africa (“the Authority”) hereby gives notice, in terms of the provisions of section 11 read with section 93(10)(a) of the Electronic Communications Act 36 of 2005, that it has received an application from Lichtenburg Gemeenskapsradio for the renewal of its community sound broadcasting licence. The details of the application are contained in the schedule below. 2. The application is available and open for inspection by interested persons in the Authority’s library during the Authority’s normal office hours. 3. Interested persons are invited to lodge written representations in relation to the application by no later than 28 April 2007.
