Even the advocates of these laws agree that none of these have anything to do with the coronavirus or the lockdown. ● These changes do not even pretend to address the demands or the acute needs of the farmers during this period of distress. So, its inclusion in the Covid ‘relief package’ was purely a distraction. There is nothing so urgent in any of these three laws that calls for bypassing Parliament through an ordinance. These measures have been debated for decades and could wait a few months for Parliament to reconvene. ● Besides, it is not clear what gives the Modi government the power to legislate upon agriculture and intra-state trade, which are state subjects. True, trade and commerce of ‘foodstuff’ is in the concurrent list, but if states have the right to pass APMC Acts, surely they have the jurisdiction to bypass APMCs. In any case, there is not even a constitutional fig-leaf that gives the central government the power to legislate on contract farming. Prima facie, the FAPAFS is unconstitutional.     REPORT OF THE THIRD STATE FINANCE COMMISSION RAJASTHAN (FOR 2005-2010) JAIPUR FEBRUARY, 2008 PREFACE Urban Local Bodies and PRIs have now acquired constitutional Status after the enactment of Constitution (Seventy third) Amendment Act' 1992 (which will be referred hereinafter as Amendment Act 1992).The Amendment Act' 92 in Part IX and IX 'A" of the Constitution of India has made mandatory provision in Article 243-I for constituting of a Finance Commission by the Government of the State to review the financial position of the Panchayats and to make recommendations to the Governor as to : (a) the principles which should govern - (i) the distribution between the State and the Panchayats of the net proceeds of the taxes, duties, tolls and fees leviable by the State which may be divided between them under this Part and the allocation between the Panchayats at all levels of their respective shares of such proceeds . (ii) the determination of the taxes, duties, tools and fees which may be assigned to, or appropriated by, the Panchayats. (iii) the grants-in-aid to the Panchayats from the Consolidated Fund for the State. (b) the measures needed to improve the financial position of the Panchayats. (c) any other matter referred to the Finance Commission by the Governor in the interests of sound finance of the Panchayats. Article 243 (y) also makes similar provisions analogous to Article 243-I for constituting a Finance Commission to review the financial position of the Municipalities and make recommendations to the Governor as in the case of Panchayats of the State. Under the above constitutional provisions, the Governor of Rajasthan has constituted the present Third State Finance Commission on 15th Sept., 2005.

    Hindi Roundtable Discussion In collaboration with the World Hindi Secretariat, Mauritius, The University of Fiji organized a Hindi Roundtable Discussion on 14 October 2020 on the theme "Progressive Future and Hindi." Speaking at the debate, the Acting Vice-Chancellor, Professor Shaista Shameem, said that language is an integral part of the culture. “Language and culture are indispensably related. We mustn’t be casual about our language because the language gives us an insight into the culture. Language and culture are about emotion and not necessarily about politics,” she said. Mrs. Manisha Ramrakha, the Chairperson of the Roundtable discussion, spoke about a true incident taken from “Kisaan Sangh Ka Itihaas” (1931), of Pundit Ayodhya Prasad Sharma’s life and sacrifice to promote Hindi and cultural values. Pundit Sharma sacrificed his teaching job but did not compromise the quality of Hindi and cultural values and ethics that he wanted to teach the students. She said the theme of the Roundtable was inspired by this incident to encourage the current generation to plan strategies for a progressive future of Hindi. Mr. Naresh Chand, Lecturer, Fiji National University, questioned on the dropouts in students studying Hindi Language. He said that we are not against the English Language. He impressed that we should not get so engrossed in English Language that we forget our Mother Tongue. Ms. Subashni Kumar, Lecturer, Fiji National University, said that the younger generation believed that speaking English was more impressive than Hindi, perhaps, because of the widespread presence of English education and job opportunities. “If we want our younger generation to use the Hindi language we need to make it more marketable and simple.
