I just want to say, inadequacy of funds compromises delivery of justice. There is a serious shortage of Court Reporters in the Administration of Justice. This compromises people’s rights under the Constitution, because under the Constitution, once you are convicted, you are entitled to apply for bail pending appeal in a criminal case, but the court because of insufficiency of the number of Court Reporters, the cases get piled and piled before the courts because there is no capacity or adequate capacity to transcribe records and forward them to the High Court, hence the cases pile and pile before the High Court. That compromises people’s rights under the Constitution.

Another issue is the inadequacy of funds that are given to the Administration of Justice in relation to witnesses. The Administration of Justice on some occasion are unable to pay witnesses, because of lack of funds. That compromises the right of people who appear before the courts, and it compromises the delivery of justice. I thank you Mr Chairperson.
