Cross Party Group on the Active Travel Act Minutes of the meeting held at 10.30am December 9th 2020 Meeting conducted through Microsoft Teams

Present & Apologies: see attached lists. Welcome and Introductions: Huw Irranca-Davies MS (Chair) welcomed participants to the meeting and explained how to use the various Teams facilities. Annual Meeting Business Chair’s Report: The Chair reported on an unusual year with all meetings having to be conducted virtually because of the Covid pandemic. However, the Group had increased in strength with higher attendances than had been seen in the previous year’s meetings held in the Senedd. He explained that the planned launch of the Active Travel to Schools Toolkit had also been delayed by the pandemic, it was now hoped to launch a version taking account of the challenges of Covid in spring/summer of 2021. He was pleased to report that the officers of the Group had continued to hold regular meeting with the Deputy Minister for Economy and Transport and steady progress had been made on a number of technical issues, in particular the provisions in the Active Travel Act concerning provision for walkers and cyclists when maintaining or improving roads. He also thanked Julie James MS, the Minister for Housing and Local Government for her presentation to the July meeting and her department’s continuing engagement with the Group, helping to further embed active travel in Planning Policy Wales and the National Development Framework. He concluded his report by thanking the Secretary and all the members of the Group who had worked so hard to support improved facilities for active travel in Wales. Election of Chair: Huw Irranca-Davies AM was nominated by Jenny Rathbone MS and seconded by Phil Snaith. There being no further nominations, he was re-elected unopposed.

Election of Secretary: Chris Roberts was nominated by Gwenda Owen and seconded by John Sayce. There being no further nominations, he was re-elected unopposed. Ordinary Meeting Business:

Putting in Place Effective Measures to Promote Active Travel Presentations were given by Rhiannon Hardiman of Living Streets and Nick Guy of Wheelrights. Rhiannon spoke of the importance of transforming the way we used our neighbourhoods and putting in place safe infrastructure. This needed to be supported by a positive national behaviour change campaign. She highlighted the success of low traffic neighbourhoods and school streets in bringing about behaviour change. Nick spoke of the new Bay Ways website: swanseabayways.co.uk, funded by Swansea Council, that provided advice on walking and and incorporated a route planner. The council would be launching a campaign to promote the site in 2021. He also spoke of Wheelright’s work with Love to Ride who organised cycle challenges aimed at getting more people to travel by bike. He reported on their success in engaging with organisations in a number of companies and their willingness to attend a future CPGATA meeting to discuss their services. The Chair thanked Nick and Rhiannon for their presentations. In the general discussion that followed, participants highlighted the importance of effective engagement with local communities to convince them of the benefits of new active travel infrastructure. This was particularly important with local businesses who were often sceptical of any measures to reduce facilities for cars. It was pointed out that there is ample evidence of walkers and cyclists generating more local trade than car drivers. A number of people spoke of the importance of ensuring that all capital spend on active travel was accompanied by a revenue stream to fund promotion of walking and cycling. Wales Transport Strategy - First Impressions of Welsh Government's New Consultation Document. Welsh Government had published a new transport strategy, the first since 2008, which set out a transport vision for the next twenty years. The Secretary gave a brief overview of the strategy. It was agreed to ask for volunteers to help put together a formal submission to the consultation which would close on January 25th. Minutes of Previous Meeting With the removal of Rhiannon Hardiman’s name from the list of apologies, the minutes of the meeting held on November 18th were accepted as a true and correct record.
