This material was printed in accordance with standards for printing by state agencies established in R.S. 43.31. INTRODUCTION 1. R.S. 48:229, 230 states that each year “the Department shall provide the Legislature a program of construction to be commenced in the ensuing fiscal year, which shall be based upon anticipated revenues to be appropriated by the Legislature…” The Department shall also provide the Legislature a list of projects “which are in various stages of planning and preparation”. 2. In compliance with this statute, the attached Highway Program identifies the projects that are scheduled for construction letting in FY 2015-16. These are denoted as being in Stage 4. Projects being developed in the other stages are also included in the document. 3. There are many projects remaining to be let prior to the end of the current fiscal year, FY 2014-15. For informational purposes, these projects are also listed in this document. In the event any of these projects cannot be let as planned, they will become part of the FY 2015-16 construction program, and will be let as soon as practicable in that fiscal year. 4. The one year construction program and the list of other projects in various stages are combined into this document which is called the Highway Priority Program or Highway Program. These projects are also submitted to the Federal Highway Administration along with the Transit Program. The two programs together are referred to as the State Transportation Improvement Program (STIP). The Public Hearings held each year in each Highway District fulfill both the State and Federal requirements for public involvement regarding these programs. 5. At this point in time, future funding levels are uncertain. DOTD has based this preliminary Highway Program on previous allocations of funding. If funding above the expected amount is made available, funding may be used on projects listed in Stages 0, 1, 2, or 3. 6. In the event all of the projects listed for letting in FY 2015-16 cannot be let to construction due to funding issues or unforeseen problems encountered in the pre-construction process, the affected project(s) will be let as soon as practicable in the following year and other projects listed in Stages 0, 1, 2, or 3 may be advanced into FY 2015-16. 7. Construction estimates are for informational purposes only and are subject to change.
