KY welcomed everyone to the meeting and explained protocols for MS Teams meetings. JS updated that Bill Forbes is no longer the representative for St Agnes Parish Council on the St Agnes and Perranporth community network panel. Cllr Bill Forbes remains a member of St Agnes parish council. KY asked that a thank you is passed onto Bill Forbes for work he has done on the JS committee over the years. 2 Notes of last Community Network Panel meeting (15 September 2020) To agree the notes as a correct record (copy circulated with the agenda)

3 A30 Update; Introduction to Costain Community Relations Team, Jeff Mapps Community Relations & Stakeholder Manager and Dave James, Community Relations Officer – followed by Q&A/discussion

JM thanked KY for the welcome and began with a presentation. Please see attached. Costain appointed to run the A30 project on 31st March 2020, work is due to start in January 2021.

Questions, Comments and Answers KY offered to circulate the link to the website. There was a discussion about GDPR EA and whether existing circulation list had transferred to Costain. JM confirmed that ALL to continue receiving updates, please register again: https://a30c2cc.info/emailsignup

Q - WR – original presentation/designs used computer modelling to predict where there might be traffic build up etc. Grass roots feeling with a lot of people is that there might still be problems with some junctions on the old A30. Is there a facility for this local knowledge to be factored into the design? A – JM - We weren’t involved in consultation when opportunity to feed in concerns at consultation took place, however I’m sure computer models and the route will have been factored in this feedback.

Q - JMc – As Chair of St Allen parish council I’ve been informed of two road closures for Zelah and surrounding area. One lasting over 12 months and the second lasting nearly 12 months, is there any way these times can be shortened? A – JM – 12 months is a worst-case scenario. We have individual plans in place with resident farmers affected to allow them to continue to access these roads. DJ and I have contacted local farmers to discuss this and Highways have already agreed access with some farmers.

Q - JMc – We have staggeringly high roe deer population in the area, is the wildlife proof fence chest high/farm animal proof? A -DJ to my knowledge it’s designed to direct otters and badgers to crossings and is not specifically for deer.

Q – JMc – Additional badger setts being built are probably unnecessary, many natural setts are already redundant due to the badger population dropping substantially as a result of the badger cull. Savings could be made by not building new setts as badger numbers are only going to drop further with the next stage of the badger cull.

Q - AH – From Box Heater to Allet underpass what’s happening to the A30? There was talk of it being made into a single carriageway road. AH to send JM details. AH

JM - Please take away to your parish councils how you’d like to interact in the ALL future, we’re happy to come to meetings or attend meetings online.

RG added he’s now having regular meetings with JM/DJ. Planning to arrange bigger cluster meetings for all parishes on or around the A30 in the future, all parishes will be invited to participate. JM thanked RG for his help so far and the information provided. KY added Highways England had already carried out consultations so there is an existing format which can be built on.

4 Update on Covid 19 Response & Recovery (Roger Gates)

RG explained that national lockdown ends next week and we’ll get some information about what tier we will be in on Thursday 26th November. RG to send RG link to interactive map. The map works on middle layer super output areas i.e. population areas of 7,000, there is a 6 day time lag but you can view how many cases in your area. Want to reiterate, as you have been doing with your parish councils, please carry on following all the rules. RG to recirculate contact list. RG

5 Update on Highways Scheme (Roger Gates).

RG reported expressions of interest have now been converted into client briefs and sent to Adrian Drake who is working through the details. AD/RG will contact you if there are any questions.

JS asked are we looking at any new schemes. RG confirmed any new schemes that ALL you would like considered please send them through.

JMc reported Zelah had some bad news about streetscaping scheme by Highways England. 6 Items from Community Network Panel members

JMc reported he has met with Cherilyn Mackrory MP (CM) to give an update on the A30 widening. He mentioned the Trevemper to Box Heater scheme and CM is happy to receive some costings, so the scheme is ‘shovel ready’ if Highways England have RG/KY/EA

budget remaining. AP agreed and it was proposed to add this as a future Agenda item for further consideration.

WR reported lots of people have questioned the Saints Trail stopping at Perranporth, we want it to link up to St Agnes. PM proposed the route passed close to Mithian School to encourage biking to school.
