For your calendar, I want to give you a heads up that we will recommending to the Rules Commiee next week that we move the City Council Study Session entled Diridon Staon Area Plan/Google Downtown West Mixed-Use Development from September 24, 2020 9:00 a.m-1:00 p.m. to Monday, November 16, 2020 from 1:00 p.m. – 5:00 p.m.

The Study Session date is being changed because the release date for the Downtown West Dra Environmental Impact Report and Design Standards and Guidelines is moving from early September to later in the fall. Release of these documents in advance of the Study Session is important for staff to be able to provide Council with a comprehensive progress update.

We will be nofying the Staon Area Advisory Group and other interested pares of this change later today and tomorrow.

The next virtual SAAG meeng will be September 16 at 6:00. Between now and the Nov 16 Study Session date, we are planning a series of public meengs and engagement acvies.

Everyone at Sharks Sports & Entertainment (SSE) and SAP Center at San Jose continues to shelter in place as directed. The arena, along with all Sharks Ice facilities, remain closed during this time.

As requested, we are passing along the latest updates regarding the planned developments for the Diridon area of , which surrounds SAP Center.

Page 8 of 53 On April 14, the City of San Jose announced that several project updates would be delayed due to the coronavirus pandemic, including:

The City Council’s consideration of Google’s Downtown West mixed-use plan has been postponed from the end of 2020 to early 2021.

The release of the city’s draft amendments to the Diridon Station Area Plan (DSAP) are now expected in fall 2020. Revisions to the DSAP will include Google's proposed project and the extension of BART to downtown San Jose.

The draft Environmental Impact Report (EIR), along with the full development plan for Google’s project (which was expected in April), will likely not be released until mid-summer.

As part of these announcements, the City of San Jose has launched a website, titled Planning for the Diridon Station Area. This website includes video presentations outlining potential modifications to the Diridon region in three key areas, including transportation.

This presentation has increased SSE’s concerns in relation to the city’s commitment to the future sustainability of SAP Center, including:

Reduction of the street capacity surrounding SAP Center, including the potential closure of the northbound Highway 87 off-ramp at Santa Clara Street. This off-ramp provides direct access to a majority of the arena’s parking locations and is critical to the building’s continued success.

A disproportionate emphasis on pedestrians, bicycles and mass transit in the downtown core. This will severely limit the ability of downtown employees, transit riders intending to reach Diridon Station and SAP Center guests trying to arrive and depart the area by automobile when most will have few, if any, other options for the foreseeable future.

The continued absence of a comprehensive plan to address the substantial parking needed for the expansion of Diridon Station, the addition of BART, and SAP Center’s guests. These shortfalls, coupled with Google’s development proposal (which is anticipated to include a Transportation Demand Management plan that calls for a substantially reduced parking supply), will leave parking resources in the Diridon area severely impacted.

Be assured, we will continue to communicate our concerns to local leaders and project planners over the next several months.

As part of last week’s announcement, the City of San Jose reaffirmed its commitment to engage with and listen to community members on the Diridon area projects. To solicit feedback from local businesses and constituents, a public survey has been created.

If you are interested in sharing your thoughts with city staff on the planned developments, you can access the survey here.

We understand that, as regular guests of SAP Center, you want to ensure that the facility remains the safe, convenient, world-class venue you have come to expect. Please know that we are working hard to protect your guest experience.

Small parks and no play for Diridon? Hear all about proposals for Diridon Station Area Plan from Parks staff at our joint meeting with DANG--a coalition of four neighborhoods surrounding Diridon Station Area. Monday June 8 at 7 pm via ZOOM

The draft Diridon Station Area Plan is moving towards completion and staff released a video and confusing survey last month. The survey questions focused on service preferences for a community center and nothing about parks. The presentation listed all the things planned for the big community center, but where will the City get money to pay to operate it? Or will it be only for those who can "pay to play?"

The map Google submitted shows some green space, but eliminates the 5-acre park and "green fingers" of the earlier Diridon Area Plan. The route on the map is abandoned for an on-street alternative. The park in front of the train station is gone with the new Caltrain Station.

Who will own the green spaces? Who will be allowed to visit? Will it be private like eBay's soccer fields on North First? Or will open space be only for those who can afford to eat in the adjacent restaurants? What if Google abandons the project? Will the green spaces disappear under a new owner's high rise?

The Diridon Station Area plan covers all of the area around the station, not just Google's land. But it seems Google is driving the design. Will there be anywhere OUTSIDE in fresh air that people who live and work there can have

Even if you don't live near Diridon Station, you'll want to give feedback on this trend. Higher density housing and office buildings are coming throughout the city. Will this serve as a template? No active outdoor space? No public parks?

For each day you work, can you send news clips to the whole team? This will make sure everyone is well read on the current events and general "arena" that we are all playing in. It will also help to "de- silo" the office. Below is an example of what a clip might look like. And here is the process I'd like you to follow.

1. Research relevant news in San Jose, California, and the United States that might impact our Office - a. Find 3 Stories relang to San Jose public policy news, polical news, current events, etc. b. Find 2 stories relang to California policy news, polical news, current events, etc. c. Find 1 United States policy news, polical news, current events, etc. d. Find 1 story that is generally interesng or something that went viral today or recently (maybe it's relang to technology or science or finance or ps on producvity or maybe it's an online debate about the true color of a piece of clothing). Brownie points if it's "memeable" or if you can insert the photo or topic or tweet or pro-p creavely into the email somehow. e. Below are some websites you might consider browsing through. Please note some of these do have paywalls, but others will not, and somemes you can get around the paywall or at least view the first 50 words or so. i. The Mercury News ii. San Jose Inside iii. Our next training has been set for February 28th at 6:30PM! Come out Come try out their delicious selections! and learn how you can help make a difference in the lives of homeless youth!

Programs include...street outreach, drop-in center staff, and one-on- mentoring!

The outreach center is open M-Th 5:30 PM - 8 PM and Sat. 12-3 PM. Street outreach currently goes out once a month, usually a Saturday 9 AM - 11 AM. If you have a few hours to give back during these days and times they would love to have you as a volunteer!

The San Jose Police Department (SJPD) is proud to host a Women's Boot Camp Series during the month of March for any women with general interest in pursuing a career in law enforcement. Sessions will combine classroom instruction and customized workouts to improve strength, endurance, and overall fitness, and will cover unique topics and workouts with the goal of helping participants pass the Work Sample Test Battery (WSTB) physical agility test that is part of the Police Academy. This series is being offered at no cost and multiple sessions are available here.

The City of San José developed a Safe Parking Ordinance that allows private property owners to designate their parking areas in places of assembly for safe parking.

The ordinance approved by City Council in February 2019 included amendments to the Municipal Code, specifically to Title 20 of the San José Municipal Code (Zoning Code). The property owner does not need to obtain a permit and may design operations from hours, type of vehicles, and target population.

Or, did you buy a property with an unpermitted ADU? Insurance companies will NOT cover a fire, damages, or injuries relating to an unpermitted unit. Protect both occupants and yourself by legalizing your unit. The City’s new ADU Amnesty Program waives penalties and may help you save more than $10,000 in fees while you take the steps to legalize your unit, improve the unit’s safety for occupants, and reduce your liability. The program allows for using the building codes from the year the unit was built, and provides 5 years to complete items not relating to immediate health and safety issues. Santa Clara County voters will join more than half the voters across the state when they cast a ballot in March using an exciting new voting model that makes it easier than ever to cast a ballot.

Page 41 of 53 It’s called the Voter’s Choice Act, and it emphasizes convenience for the modern voter. Everyone will get a ballot that they can return postage-paid by mail, which is by far the most popular way to vote, or they can place it in one of 99 conveniently located and secure drop- boxes. Voters who prefer to vote in person can still do so at any of the more than 110 Vote Centers that will be open throughout Santa Clara County – some for up to 11 days. Remember, now it is Election Day every day between February 22nd and March 3rd!

People can vote near where they work, go to school or while running errands! The Vote Centers will offer a full spectrum of services, from language and accessibility assistance to ballots printed on demand for any voter, with all the contests that apply to any residential address in the County. There are electronic poll books to keep track of who has voted, and even voter registration all the way up through Election Day.

Take advantage of the extra time and convenience afforded by the new Voter’s Choice Act, which starts with the March 3, 2020, Presidential Primary Election. It’s a positive change that offers voters a choice: Choose when, where and how to vote.

Google Downtown West Design Workshop #2

Following the submission of Google's Downtown West Mixed-Use development applicaon to the City of San Jose in October 2019, we launched a series of workshops intended to gather community feedback on priories for the Design Standards and Guidelines and acvies in public spaces.

Our first workshop was held on December 7, and we are hosng our next workshop on Saturday, January 25. This workshop will focus on the physical character and experiences in public areas, parks and open spaces and surrounding streetscapes. If you aended our first workshop, we encourage you to come. We will be focusing on other areas within the plan.

We hope you will join us for one of the 90-minute sessions listed below. If you know others who would be interested in parcipang, we appreciate you forwarding this invitaon to them.
