Information with Respect to the Sub Court, Kottayam Under Section 4(1)(B) of the Right to Information Act, 2005 Information with respect to the Sub Court, Kottayam under Section 4(1)(b) of the Right to information Act, 2005 1. Organisation, functions and duties Sub Court, Kottayam is a subordinate court of District Court, Kottayam. This establishment consists of two courts. The functions and duties of the Sub Court/ Assistant Sessions Court is primarily based on administration of Justice in its jurisdiction. The territorial jurisdiction of the Sub Court, Kottayam is available in Appendix A. The staff of this establishment consist of Sheristadar - 1, Junior Superintendents - 2, Confidential Assistants – 2, Bench Clerk Gr.II - 2, Clerks - 12, Fair Copy Superintendent – 1, Typists - 10, Attender - 1, Court Keeper - 1, and Office Attendants - 4. 2. The powers and duties of officers and employees Sub Court/ Assistant Sessions Court exercises jurisdiction both on original side and appellate side in civil and criminal matters. On the judicial side, its duty is to receive and dispose the cases and matters pertaining to the administration of justice and in the administrative side, that are as prescribed in the Manual of Office procedure, various Rules of Practices, Service Rules, etc. 3. The procedure followed in the decision making process, including channels of supervision and accountability In the judicial side, proceedings are channeled through Sheristadar → Court Fees/Inward Section Clerk → Bench Clerk →Judicial Officer. In the administrative side, files are channeled through Clerks/Junior Superintendents → Sheristadar → Judicial Officer. 4. The norms set for the discharge of functions The functions of these Courts are discharged in accordance with the various rules and regulations constituted for the purpose. Issues are dealt with on priority basis, expeditiously taking in to account, the various instructions issued from superior courts from time to time. 5. The rules, regulations, instructions, manuals and records held or under the control or used by the employees for discharging the functions. There is no arrangement to solicit the views of the members of the public in relation to the formulation of policies or implementation thereof. 8. No subsidy programmes are executed by this establishment and no amount has been allocated for the same. 13. Facilities available to citizens for obtaining information including the working hours of a library or reading room, in maintained for public use Public can directly access the Touch-Screen (E-Kiosk) facility or enquiry can be made at the counter for information on status of cases filed. Public can access the search facility in the District Court website to avail information in cases pending/disposed. IMD in its first stage forecast of the South-West monsoon issued on 26 th April predicted 47% probability of the monsoon rainfall to be normal (96 to 104 % of long period average). In its press release dated 27 July 2012 IMD has reported that Kerala as a whole has a rainfall deficit of 39% from its long period average for the period of 1 June - 25 July. Figure 1 shows the national rainfall map for the period from 1 June – 25 July, published by IMD (Weekly Press Release, IMD, 27 July 2012). Expected rainfall from 1 June to 25 July for Kerala was 1255.1 mm while actual rainfall was only 760.9 mm (cf. Figure 1). This demanded a detailed investigation of the rainfall characteristics of Kerala. IMD follows the following criteria for meteorological drought classification. • Severe Drought – >50% deficit from long period average rainfall. • Moderate Drought – 26-50% deficient from long period average . Mohamed Central Marine Fisheries Research Institute, Kochi Lime shells and live clams are distributed in large quantities in the backwaters and estuaries of Kerala. Vembanad, the largest lake of Kerala, also holds a vast resource of lime shells and live clam, comprising several species. The major species that account for the clam fishery of Vembanad Lake is the black clam Villorita cyprinoides. The lime shells that contribute to the fishery are broadly classified as the ‘white shells’ and the ‘black shells’. The so-called ‘white shells’ are sub-soil deposits of fossilized shells and are known to extend upto 7 feet below the lake bottom. The black shells are obtained from the living population of V. cyprinoides, which contribute more than 90% of the clams from this lake. The lime shell is mainly used for the manufacture of cement, calcium carbide and sand lime bricks. They are also used for lime burning, for construction, in paddy field / fish farms for neutralizing acid soil and as slaked lime. This is used as a raw material for the manufacture of distemper, glass, rayon, paper and sugar. The Department is taking various measures to contain the epidemic since the WHO declared COVID 19 as an emergency. It is an established practice in the medical science to do prevalence and incidence studies of any diseases. As the epidemic was growing and seeing the vulnerability of our state, as sizeable population is abroad and other parts of the country, the department at the outset has formulated the strategy of sentinel surveillance and submitted the proposal to ICMR.
