SPEAKER: Presenting Petitions Reading and Receiving Petitions Presenting Reports by Standing and Special Committees Notices of Motion Introduction of Bills Before the Orders of the Day I'd like to introduce our young guests here today. We have 60 students of Grade 8 standing of the Robert Smith School. These students are under the direction of Mr. Hollinger, Mr. Bedak and Mrs. Darewianchuk. This school is located in the constituency of the Honourable Member for Selkirk. We als o have 27 students of Grade 5 standing of the Agazzis Drive School. These students are under the direction of Mrs. Marlene Maykut. This school is located in the constituency of the Honourable the Attorney-General/ We also have with us today 32 students of Grade 8 standing of the Niverville School. These students are under the direction of Mr. Jacob Bergen. This school is loaated in the constituency of the Honourable Member for La Verendrye. On behalf of all the honourable members of the Legislative Assembly, I welcome you all here today. Orders of the Day. MR . GILDAS MOLGAT (Leader of the Opposition)(Ste. Rose): Mr. Speaker, before the Orders of the Day, I'd like to address a question to the House Leader. The House is now eater ing its fourth week in session. I think 15 bills so far have been introduced for first reading but the House has only received one printed bill. Can the Minister indicate when the government proposes to get to work on bills? HON. STERLING R. LYON, Q. C. (Attorney-General) (Fort Garry): Well, Mr. Speaker, the government has been at work on bills for some time. The House will see the product of that work soon. MR . MOLGAT: Mr. Speaker, I'd like to ask a subsequent question of the Minister of Health. Is he definitely going to proceed with the medicare bill tomorrow? HON. GEORGE JOHNSON (Minister of Health and Social Services) (Gimli): Yes, it'll have first reading tomorrow, I believe. That's my intention. MR . MOLGAT: Could the Minister indicate if the bill is printed and whether the members will have it soon, because the deadline date is barely a week away. MR . JOHNSON: Mr. Speaker, I hope to have the bill distributed. It's at the printer's at the moment, I believe. MR . RUSSELL PAULLEY (Leader of the New Democratic Party) (Radisson): Mr. Speaker, if I may, and on the same general subject of the medicare services, have the regulations per taining to the present bill on the operation of the plan been finalized and approved by Order-in Council, and if so, are copies available to members of the House now? MR . JOHNSON: Well, M:. Speaker, the regulations concerning the billing and premium collection have been passed by Order-in-Council. The regulations concerning the insured services portion, that is the regulations governing the schedule of benefits, is something which has taken longer than expected, and the general provision of these regulations had been indi., cated to the physicians by circ:1lar letter from the corporation. As soon as these regulations are in printed form I'll certainly make them available. MR . PAULLEY: Mr. Speaker, may I address a question to the Honourable the Minister of Transportation. The other day I raised the question of a number of employees at 10 Midla..'ld Avenue having their cars inspected for some reason or other. The Honourable Minister indi cated, in reply to me raising the matter, that he was aware of it, the matter was under investi gation. I wonder if the Minister can indicate to the House the reasons for the investigation and what were the results thereof. HON. STEWART E. McLEAN, Q.C. (Minister of Transportation) (Dauphin): Mr. Speaker, I am unable to make a report on it at this time. MR . PAULLEY: May I ask my honourable friend , Mr. Speaker, when we might receive a report, because o the apprehension of many of the employees of the government as to whether or not they may be subject to the same tactics, even members of this House? 554 March 20, 1969 MR . McLEAN: I take some exception, Mr. Speaker, to the use of the word "tactics". We're conducting the administration of the department in what I believe is a proper and co:-rect manner and I'm not at all certain that this would be a matter on which a report would be made to the House. It's an internal matter of management within the department. If there is any information that comes within the sphere of proper report to the Legislature, naturally that report will be made. MR . PAULLEY: A subsequent question then. Do I take it from my honourable friend the Minister of Transport that such treatment of employees as not being aware of the reasons for investigation into their personal property is a proper function of government? MR . McLEAN: Mr. Speaker, I'm quite certain that the employees concerned are well aware of what investigation was made and why. Mr. Speaker, I wonder if I might take this opportunity of advising the members that the Dauphin King's Hockey Club, by defeating the St. Boniface Saints last evening, have won the championship of the Manitoba Junior Hockey League and will represent Manitoba in the Western Canada playdowns. MR. SPEAKER: The Honourable Minister of Mines and Natural Resources. HON. HARRY J. ENNS (Minister of Mines and Natural Resources) (Rockwood-Iberville): Mr. Speaker, I wonder if I may table with the House a Return to an Order of the House No. 15, al so a Return to an Order of the House No. 17, and a Return to an Order of the House No, 16. Thank you. MR . MOLGAT: Mr. Speaker, I'd like to address a question to the Minister, -- it would either be Agriculture or the previous Minister of Agriculture, regarding the flooding question. If I remember correctly, the Minister indicated earlier that on the 20th of March there would be a meeting and that he would have further information. Does he have that information now? MR . ENNS: Mr. Speaker, I'm pleased to inform the House that the Flood Forecasting Committee is meeting at this moment and I have not had a report delivered to me.

Operational and Policy Governance are clearly understood. The Board of Directors and Members have adapted well. Again, I stress how pleased I am to work with a team striving to improve our organization and game. The Board recognizes that hockey is a passion with high expectations from our country. The mandatory Initiation Program is experiencing some concern in a few areas; however, I have been impressed with the progress and attitude of the Members actively involved in promoting the value of this program. It is pleasant to receive compliments supporting the Board for this initiative. It is difficult to be critical of a program that works on improvement and develops skills as well as incorporating fun in the game.

Statement of Votes for the 38th Provincial General Election June 3, 2003 Relevé des suffrages pour la 38e élection générale provinciale le 3 juin 2003 Historical Summaries/ Comptes rendus d’élection précédentes Summary of Election Procedures in Manitoba 1870 to 1999 In examining historical election results it is important to be aware of the legislation that existed at the time the elections were held. What follows is a summary of the evolution of electoral law in Manitoba designed to accompany the Historical Summary that follows. Many of the dates given are for the year the new procedures were first used. In many cases, however, the legislation was passed in the years preceding the election. 1870 • The standard voting procedure was public declaration of one's preference at a constituency meeting. The electoral officer recorded the votes, and the simple plurality (or 'first-past-the-post') system was used to elect members for the 24 seats in the Legislative Assembly. • Only males owning property were eligible to vote. 1888 • The property qualification was eliminated. • The secret ballot was used for the first time. • Residence requirement raised to six months in province and one month in the electoral division. 1892 • Growth in population and territorial expansion were reflected by an increase in the Assembly's seats. By 1892, there were 40 seats in the Assembly. • Persons receiving a government salary of $350 or more annually could not vote. • Fee to file nomination papers is $200. 1894 • Residency requirements changed to three months in electoral division and one year in province. 1900 • Persons receiving government salary could vote.
