369. MINUTES of a Regular Meeting of the MUNICIPAL COUNCIL OF THE CITY OF KAMLOOPS, held in Council Chambers at 7 Victoria Street West, Kamloops, BC, on Tuesday, October 29, 2019, at 1:30 pm.

PRESENT: Mayor Christian, Councillors Bass, Dudy, Hunter, O'Reilly, Sarai, Sinclair, Singh, and Walsh.

Chief Administrative Officer Trawin; Corporate Officer Mazzotta; Civic Operations Director Fretz; Corporate Services Director Humphrey; Development, Engineering, and Sustainability Director Kwiatkowski; Community and Protective Services Director McCorkell; and Legislative Assistant Anderson.

The Corporate Officer gave a reading from the works of Graeme Gibson.

2. APPROVAL OF THE AGENDA

Council approved the agenda.

3. DELEGATIONS

Michael Young, CD Lt (Retd), Gerry Jones, CD Maj (Retd), and Lt. Col. Amadeo Vecchio, CD, CO; Regimental Association Re: Rocky Mountain Rangers Commemoration of the New Hill 70 WWII War Memorial in Lens, France

The Rocky Mountain Rangers delegation updated Council on its recent visit to the commemoration of the Hill 70 WWII Memorial in Lens, France. The journey included the Rocky Mountain Rangers marching through the Menin Gate war memorial in Ypres, Belgium, which is dedicated to British and Commonwealth soldiers who were killed in WWI. The Hill 70 Memorial, dedicated to Canadian soldiers, includes a Rocky Mountain Ranger Plaza and memorial bench. The principal walkway to the memorial’s summit is dedicated to Kamloops Rocky Mountain Ranger Frederick (Freddy) Lee.

4. RESPONSE TO DELEGATIONS

Moved by Councillor O’Reilly, seconded by Councillor Dudy, that Council send a letter of thanks to the Rocky Mountain Rangers who traveled to the Hill 70 WWII War Memorial commemoration in Lens, France.

5. REPORTS - CHIEF ADMINISTRATIVE OFFICER - REGULAR

The Chief Administrative Officer's Report was presented to Council as follows:

Request for a Closed Council Meeting

Moved by Councillor Sinclair, seconded by Councillor Hunter, that Council authorize staff to schedule a Closed Council Meeting on November 5, 2019, under Community Charter Section 90(1):

(i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose

(k) negotiations and related discussions respecting the proposed provision of a municipal service

Development Permit Application No. DPM00717 (8150 Dallas Drive)

Council received an Administrative Report dated October 29, 2019, prepared by the Development, Engineering, and Sustainability Department to issue a development permit for the construction of a distribution depot in accordance with the Industrial Development Permit Area Guidelines.

Moved by Councillor Bass, seconded by Councillor Walsh, that Council authorize the issuance of Development Permit No. DPM00717 for 8150 Dallas Drive (Attachment “A” to the report dated October 29, 2019, prepared by the Development, Engineering, and Sustainability Department).

CARRIED.

Registration of Development Permit No. DPM00717 will be held pending payment of landscape security in the amount of $46,922.

6. UPCOMING COMMUNITY ENGAGEMENT

Community Engagement Activities

The Communications and Community Engagement Advisor presented Council with three videos featuring City employees, which demonstrate how staff's roles align with Council's Strategic Plan priorities.

7. COUNCILLORS' REPORTS

Councillor Singh

Advised Council that the government has released a discussion paper on the Emergency Program Act, which legislates responses during emergencies and natural disasters, and welcomes input until the end of January 2020.

Councillor Singh also reported that he is serving as Chairperson of the Union of BC Municipalities (UBCM)’s Environment Committee and as Chairperson of the BC Municipal Climate Leadership Council.

Councillor Sarai

Advised that the Southern Interior Local Government Association (SILGA) group meeting will be in Kamloops on November 13, 2019. Mayor Christian and Councillor Singh are featured on the agenda.

Councillor Sarai remarked that during his recent trip to Japan, he observed how clean the cities were and that he did not see any landfills. In follow-up conversations with our Sister City, Councillor Sarai received more information on Japan’s recycling program, which includes recycling almost everything, donating unrecyclable items to non-profit groups to breakdown and sell, and incinerating biosolids.

Moved by Councillor Dudy, seconded by Councillor Hunter, that Bylaw No. 22-2-146 be adopted.
