Bangalore itself is a leader in a specialised field, the field of Information Technology. If I was perniitted to make a parody of the famous lines of Shakespeare, that 'some are born great, some achieve greatness and some have greatness thrust upon them', I would characterize Bangalore as a city which when established was not consciously born to lead; it did not have leadership thrust upon itself and yet it achieved leadership because of the dedication, hard work and inspirational leadership of the people it attracted. This is what excellence is about. I intend to speak today on Excellence in Leadership in the area of Public Administration.
