December 21, 2018 Newsletter 2018-51 December 21, 2018 SPEAKER NAMES NEW LEADERSHIP TEAM House Speaker Roger Hanshaw, R-Clay, has announced additional delegates to head up his leadership team. Eric Householder, R-Berkeley, is the new Finance Committee chairman, replacing Del. Eric Nelson, R-Kanawha. The new vice chair of Finance is Vernon Criss, R- Wood, vice president of CAWV member firm Atlas Towing Company. John Shott, R-Mercer, remains as Judiciary chairman and his new vice chair is Del. Moore Capito, R-Kanawha. Gary Howell, R-Mineral, remains as Government Organization chair. Speaker Hanshaw has said he plans to reorganize the Roads and Transportation Committee to expand its scope to include Broadband and other infrastructure. As of midday Friday, Dec. 21, the two sides did not appear close to resolving the last issue: funding for President Trump’s proposed wall on the nation’s southern border. Republican U.S. Senators were in negotiations to see if a compromise could be reached on a government funding bill that the Senate can pass. If Congress fails to pass a funding bill by Dec. 21, several federal agencies—including the Department of Transportation, Department of Homeland Security, Environmental Protection Agency and General Services Administration—would face limited operations. Even if there were a partial federal government shutdown, it should be noted that federal-aid highway and transportation projects would by and large be unaffected. Nevertheless, AGC of America has resources members in the event such a government shutdown, which can be found here. CAWV WORKFORCE DEVELOPMENT TASK FORCE MEETING SCHEDULED CAWV President Roger Thomas recently assembled the Workforce Development Task Force which will be charged with developing programs that will encourage high school and middle school students to consider a career in the construction industry. The task force will work with the Department of Education, career and technical colleges as well as other workforce development groups to implement a sustainable program. John Boyle, Source Contractors, and Mark Urso, Bear Contracting, CAWV Workforce Development Task Force Co-chairmen, have scheduled the initial meeting of the CAWV’s newly created task force for Wednesday, January 16 at 10:00 a.m. at the CAWV Headquarters. Dr. Steve Paine, West Virginia State Superintendent of Schools, has been invited to join the meeting at 11:00 a.m. to give information on what the school system and career and technical center programs currently offer. Legislators are elected by the people to serve as their representative voice in government. The West Virginia Legislature is a citizen legislature -- meaning that the members are not full-time legislators, but ordinary citizens who hold other jobs when the Legislature is not meeting. Because the Legislature is made up of two bodies, the Senate and the House of Delegates, it is called “bicameral.” The Legislative Oath of Office “I do solemnly swear that I will support the Constitution of the State of West Virginia, and faithfully discharge the duties of Senator (or Delegate) according to the best of my ability. I will not accept nor receive, directly nor indirectly, any money or other valuable thing from any corporation, company or person for any vote or influence I may give or withhold, as Senator (or Delegate) on any bill, resolution or appropriation, or for any act I may do or perform as Senator (or Delegate).” The West Virginia State Senate Representing 17 senatorial districts, the Senate is comprised of 34 members. Senators serve four-year terms with half of those seats up for election every two years. To be eligible for election to the Senate, a person must be a United States citizen, at least 25-years-old, a resident of the state for five years and a resident of his or her district or county for at least one year.

    Contact: Rebecca McPhail, WVMA President Phone: (304) 767-5189 // Email: [email protected] FOR IMMEDIATE RELEASE October 2, 2018 WVMA Endorses Legislative, Supreme Court Candidates CHARLESTON, W.Va. ─ The West Virginia Manufacturers Association has endorsed a bipartisan list of 70 candidates for legislative office and made endorsements in races for the West Virginia Supreme Court of Appeals. Regarding the legislative races, the mix of incumbents and new candidate endorsements represents those whose political philosophy is aligned with the best interests of West Virginia’s manufacturers, said WMVA President Rebecca McPhail. “Regardless of party affiliation, our endorsements reflect the results detailed in our AssembleWV legislative scorecard and how candidates responded to our survey,” McPhail explained. “WVMA members have unique policy needs that are not always the same as other segments of the business community. I encourage candidates to reach out to us for a conversation about our needs regardless of whether they earned our endorsement.” AssembleWV, a political advocacy organization affiliated with the West Virginia Manufacturers Association (WVMA), scored members of the 83rd Legislature for their actions on several pieces of legislation during the 2017 and 2018 legislative sessions. As the scorecard explains, the bills used to measure legislator performance were weighted based on their importance to manufacturers, regardless of whether the bills passed. Scores ranged from 100 percent down to 17.6 percent. All lawmakers can access the scorecard and are encouraged to contact the WVMA with questions. For the Supreme Court endorsements, the WVMA endorsed candidates its members believe will be most faithful to the West Virginia Constitution, will avoid judicial activism and will restore integrity and public trust in the state’s highest court, McPhail said.
