(a) the total number of deaths in the State due to Covid-19 till date since the start of the pandemic, furnish the detailed list, without names or initials of patients, but with all other details including age, sex, place of residence, number of days and place of hospitalization/isolation, drugs and treatment administered; (b) the total number of deaths in the State due to post-Covid complications till date since the start of the pandemic, furnish the detailed list, without names or initials of patients, but with all other details including age, sex, place of residence, number of days of hospitalization, drugs and treatment administered; (c) whether any form of enquiry has been conducted or is proposed to be conducted into all the above deaths due to Covid-19 or post-Covid complications, if so, furnish details and findings, if not, reasons therefor; (d) whether any enquiry has been conducted or is proposed to be conducted into the deaths during the month of May 2021 of Covid-19 patients in GMC Hospital allegedly due to shortage of oxygen supply to the patients, furnish all details including findings; (e) the status of genomic surveillance with regard to the spread of the virus in the State, along with details of all samples sent for

genomic sequencing, including number, dates when the samples were sent and where the samples were sent, dates of receipt of findings, copies of all findings and action taken by the DHS; (f) whether the Rapid Antigen Test screening being conducted at entry points into the State is a fool-proof guarantee to prevent Covid-infected travellers, whether vaccinated or not, from entering the state, especially in view of the mutant variants; (g) whether the Government has hiked salaries of staff working at COVID-19 facilities by 20%, if so, furnish details and whether the Government had promised to do so, furnish details of the Government’s announcement on this issue, if not, reasons therefor; (h) the total number of staff working at COVID-19 facilities and the number of those among them who have been covered under Rs. 50 lakh insurance cover; (i) the number of health staff who have tested positive during the pandemic, furnish details Centre-wise and hospital-wise, along with their present status; and (j) furnish the report and findings of the community door-to-door survey conducted by the Government in April 2020 by engaging health workers and school teachers and the number enumerators that contracted the virus because of the survey and their present status?

(a) whether the iconic Goan monument, Fort Aguada, has been/will be handed over to or adopted by or managed by a private entity; if so, furnish the name of the private entity, its status, names of its owner/s or partners or directors and the terms and conditions under which this has taken place/will take place; (b) whether Fort Aguada and/or its surroundings have been renovated/repaired/beautified within the last 10 years, if so, furnish details of the work done, cost of the work, names of Agency who carried out the work and sources of funds for the work;

(c) whether the Government has any plans for an entertainment zone in Mandrem, if so, furnish details, including cost of the project, source of funds for capital expenditure and running the project, and other financial details; (d) furnish the name of the Agency which will operate the above entertainment project in Mandrem and the benefits it will deliver to the local citizens, especially the youth; (e) the time-frame by which the above Mandrem project wiil be set up and whether its economy and social viability has been studied, if so, furnish findings of the study, if not, reasons therefor; and (f) the nature of entertainment which will be provided in this zone and whether it will be any form of a gaming zone and whether entry to the zone will be restricted in any way, including consideration of Covid protocols and residence proof as non- Goan?

(a) furnish the name of the Agency that prepared the draft CZMP for the State, furnish all documents vide which this particular Agency was selected to prepare it; (b) whether the public of the State, Gram Sabhas, Panchayats, Municipalities were consulted while preparing the draft, if so, whether their recommendations were accepted, if not, reasons for non-consultation; (c) the number of local self-Government bodies that have submitted to the Government the draft CZMP for the coastlines under their jurisdiction; furnish the date by which these plans were received, whether they have been considered while drafting the CZMP or whether the draft CZMP has been modified to accommodate these plans, furnish details; (d) whether the draft CZMP reflects the realities on ground vis-à- vis fishing communities/zones, shacks and residences, furnish details of the number of objections or suggestions to the draft CZMP that have been received by the Government and how the

Agency which prepared the draft CZMP and/or the Government has considered these objections/suggestions as far as the draft CZMP is concerned?

SHRI NILKANTH HALARNKAR FUNCTIONING OF SPORTS AUTHORITY OF GOA AND DYSA 2A. *WILL the Minister for Sports & Youth Affairs be pleased to state:

(a) whether the Environment Department has put a definite cap on the quantum of coal to be transported through the State of Goa to decease the pollution levels within the State; and (b) as per the headlines covered by the Times of India dated 25th February, 2021 the Hon’ble Chief Minister had urged the Union Minister for Railways to transport coal in ‘ hard top covered, sealed’ rakes, furnish the status of this proposal that will go a long way in decreasing the pollution caused by coal?

SMT ALINA SALDANHA EMPLOYMENT IN THE INDUSTRIAL UNITS IN THE STATE 3B. *WILL the Minister for Industries be pleased to state:

(a) whether the Industrial Policy of the Government has any provisions by which it is assured that all the Industrial Units

within the State have to compulsorily advertise the vacancies arising in their Units/Companies; (b) whether the Industrial Policy in Goa has a provision/clause for job reservation to the locals of the State where the industry is located, if so, i) whether the Industrial Policy of the State is being implemented by the Department of Industries in Goa; ii) the percentage/quota of job reservations as per the Policy; and (c) whether the Government has any information with respect to the number of Goans/Locals that have been recruited through the opportunities made available at job fairs which were conducted in the State about a year ago?

(a) the number deaths in the State due to viral diseases for last five years; (b) furnish details of deaths due to Covid-19 and other viral diseases for the last 5 years; (c) the reasons for increase or decrease in deaths due to viral diseases other than from Covid-19; (d) the number of deaths in the State due to Pneumonia in last five years; and (e) the reasons for increase in cases of Pneumonia in recent years?

SHRI ATANASIO MONSERRATE REVENUE LOSS DUE TO POWER THEFT 5B. *WILL the Minister for Power be pleased to state:

(a) the quantum of electricity consumed and revenue generated from consumers; (b) whether there is a 40% discrepancy between power consumption and gross revenue due to illegal use of power by establishment/consumers; if so, furnish details; (c) the action taken by the Government on such illegalities; (d) whether the Government has devised any scheme to compensate consumers in case of damages to computers, television and other electrical equipments due to power fluctuation; if so, furnish details; (e) the status of Goa Tanmar Project and will it resolve the power fluctuation issues of Ribandar, Panaji and Taleigao; (f) the status of upgradation and strengthening of power infrastructure for Panaji and Taleigao Constituency for which 120 crore have been sanctioned; if so, furnish details; and (g) the status of underground power cabling in Panaji and Taleigao Constituency?

SHRI ATANASIO MONSERRATE POSTPONEMENT OF NATIONAL GAMES 5C. *WILL the Minister for Sports &Youth Affairs be pleased to state:

(a) whether the Government has made provision to reverse the injustice done to Hockey Players by allocating the hockey ground at Fatorda for tennis; (b) whether the constant postponement/withdrawal from the National Games has resulted in imposing of penalties by IOC; (c) the time frame for holding the National Games in the State; (d) whether the Government has released funds to Associations to start their camps to prepare for the National Games; (e) whether the Hockey Coach Alexander Remedios NIS has retired; (f) whether the Association lacks coaches in the South, the initiatives the Department will take to recruit more coaches; and

(g) whether the distribution of sports kit though MLAs has been stopped?

SHRI FRANCISCO SILVEIRA UPGRADATION OF MANDUR RURAL HEALTH CENTRE 12A. *WILL the Minister for Health be pleased to state:

(a) whether the Government will propose to upgrade the Rural Health Centre at Mandur in St. Andre Constituency by providing modern facilities and services of specialized Doctors on daily basis, if so, furnish details, if not, the reasons therefor; (b) whether the Government will provide the services of a skilled Gynecologist and a Pediatrician at the Centre as per the aspirations of the locals, if so, furnish details, if not, the reasons therefor; (c) whether the Government will provide a mini Operation Theatre at this Primary Health Centre to catered to emergencies, if so, furnish details, if not reasons therefor; (d) whether medical services will be available during the nights on regular basis; (e) whether the Rural Health Centre be provided with the 24x7 services of 108 Ambulance, if so, furnish details; and (f) the time frame for the completion?

(a) whether NCSCM submitted a report on beach carrying capacity for shacks and temporary structures on private land within NDZ; (b) if so, the date of submission of the report and the date of meeting of GCZMA at which the report was approved or accepted; (c) whether it is true that said report prohibits more shacks and temporary structures on private land in NDZ of certain coastal villages, if so, furnish names of all such coastal Panchayat areas where grant of permission for more shacks etc., is prohibited; (d) furnish copies of all permissions and approved plans for shacks, cottages, huts and other temporary structures approved and granted by GCZMA on the said beaches/coastal Panchayat areas(where grant of more permissions was prohibited) in the last four years; and (e) the steps the Government has taken or proposes to take to ensure that beach carrying report is compiled and implemented in letter and spirit in the interest of the coastal ecology of the State?

SHRI ALEIXO REGINALDO LOURENCO OXYGEN CRISIS IN THE STATE 14B. *WILL the Minister for Health be pleased to state:

(a) the total number of people that died in the State when Oxygen crisis hit Goa Medical College Hospital and other Hospitals including South Goa District Hospital when the State was hit by the surge of the deadly second wave of COVID-19, furnish full details in terms of the number of people who succumbed due to lack of oxygen along with their age, their gender, the name of the hospital along with the date and the time; (b) furnish the name of the hospitals in the State that were affected by the Oxygen crisis; (c) the reasons for the oxygen crisis in Goa’s hospitals, furnish the details;

(d) whether any accountability has been fixed and action taken against Individual/s who were responsible for the Oxygen crisis; and (e) the precautions and measures that the Government has undertaken to prevent such Oxygen crisis repeating especially as the third wave of the said pandemic is scheduled to hit Goa in the month of September 2021?
