PRIMARY ELECTIONS SYSTEMS: A NATIONAL PERSPECTIVE -- Interim Report of the LWVO Primary Election Systems Study Committee ABSTRACT: This series of interviews with several academic researchers and voting advocates across the U. S. weighs the merits of Ohio’s current primary election system in non-presidential primaries. It reflects the conflict between those who regard primaries as an internal nomination process by the several political parties and those who regard them as vehicles whereby all voters reduce their candidate choices to the most viable, competitive few. Ohio’s semi-open partisan primary system met with admiration from many respondents who compared it to the alternatives. Only a few recommended that Ohio consider a top-two system or another alternative which would do away with primaries altogether. Interviewees unanimously cautioned would-be reformers, also, against the likelihood of unspecified, unintended consequences which could accompany any change. Several secondary changes might also improve Ohio’s primary election system, according to most. Mandatory Board of Election distribution of an inclusive Voter Guide and turning Election Day into a holiday were most frequently mentioned. Many other useful suggestions emerged, including even several not on the questionnaire. Some even argued for expanded, constructive involvement of political parties. Leagues of Women Voters in ten or twelve states are studying or already involved in advocacy for primary election reforms. This report documents responses from several state Leagues, although several of the most involved state Leagues did not respond to the survey. In general, Leagues tended to take a realistic rather than an abstract academic view of reforms, especially those that were still studying the issue. -

“Consider the Source” A Resource Guide to Liberal, Conservative and Nonpartisan Periodicals 30 East Lake Street ∙ Chicago, IL 60601 HWC Library – Room 501 312.553.5760 ver heard the saying “consider the source” in response to something that was questioned? Well, the same advice applies to what you read – consider the source. When conducting research, bear in mind that periodicals (journals, magazines, newspapers) may have varying points-of-view, biases, and/or E political leanings. Here are some questions to ask when considering using a periodical source: Is there a bias in the publication or is it non-partisan? Who is the sponsor (publisher or benefactor) of the publication? What is the agenda of the sponsor – to simply share information or to influence social or political change? Some publications have specific political perspectives and outright state what they are, as in Dissent Magazine (self-described as “a magazine of the left”) or National Review’s boost of, “we give you the right view and back it up.” Still, there are other publications that do not clearly state their political leanings; but over time have been deemed as left- or right-leaning based on such factors as the points- of-view of their opinion columnists, the make-up of their editorial staff, and/or their endorsements of politicians. Many newspapers fall into this rather opaque category. A good rule of thumb to use in determining whether a publication is liberal or conservative has been provided by Media Research Center’s L. Brent Bozell III: “if the paper never met a conservative cause it didn’t like, it’s conservative, and if it never met a liberal cause it didn’t like, it’s liberal.” Outlined in the following pages is an annotated listing of publications that have been categorized as conservative, liberal, non-partisan and religious. -

Introduction As six women entered the field of Democratic presidential candidates in 2019, the political media rushed to declare 2020 a new “year of the woman.” In the Washington Post, one political commentator proclaimed that “2020 may be historic for women in more ways than one”1 given that four of these woman presidential candidates were already holding a U.S. Senate seat. A writer for Vox similarly hailed the “unprecedented range of solid women” seeking the nomination and urged Democrats to nominate one of them.2 Politico ran a piece definitively declaring that “2020 will be the year of the woman” and went on to suggest that the “Democratic primary landscape looks to be tilted to another woman presidential nominee.”3 The excited tone projected by the media carried an air of inevitability: after Hillary Clinton lost in 2016, despite receiving 2.8 million more popular votes than her opponent, ever more women were running for the presidency. There is a reason, however, why historical inevitably has not yet been realized. Although Americans have selected a president 58 times, a man has won every one of these contests. Before 2019, a major party’s presidential debates had never featured more than one woman. Progress toward gender balance in politics has moved at a glacial pace. In 1937, seventeen years after passage of the Nineteenth Amendment, Gallup conducted a poll in which Americans were asked whether they would support a woman for president “if she were qualified in every other respect?”4 * Cynthia Richie Terrell is the founder and executive director of RepresentWomen, an organization dedicated to advancing women’s representation and leadership in the United States. -

Joe Lieberman for President: Did We Miss an Opportunity? March 6, 2004 Today may be Shabbat Zachor, but this past Tuesday was Super Tuesday. Like many of you, I proudly performed my patriotic duty and participated in the electoral process by casting a ballot in the Maryland primary. Only the vote I cast was meaningless. Not because a vote is ever wasted. If there is any one thing that we learned, and that was reinforced in November of 2000, it is that every vote counts. No, my ballot was meaningless, because I voted for a candidate for President who had already dropped out of the race. I will give you a hint – it wasn’t for Howard Dean. I will give you one more clue. Just the night before the election, I spoke with my Aunt Helen, who lives in Baltimore. She told me that a black man said to her, “I’m going to vote for Sharpton. You should vote for Lieberman.” I do not believe that we should vote for, or for that matter, against people on the basis of common ethnic background or religious heritage. Just remember how upset many of us were by the seemingly blind unthinking support Jesse Jackson received in the black community when he ran for President. A vote should be based on shared values, on how you feel an individual will lead and represent you, and on the candidates’ qualifications. Yet despite all this, I nevertheless, wanted to vote with my heart and not my mind. I wanted to cast a vote for the first truly serious Jewish candidate for President of the United States, even though he was no longer running. -
