PART –B: COMMERCIAL BID: a) Price Bid (BOQ): Online Entry Format: Fill up by entering your line item rates online and submit.

I. ESSENTIAL ELIGIBILITY/PREQUALIFICATION CRITERIA: The Bidder has to upload all Supporting Documents as cited below, on HAL e-Portal Website within the due Date/Time, for ‘Pre-Qualification’ Criteria and fill up the required details online, in ‘PreQualification Profile’ (Excel Format) and submit. The Contractor, if qualified, has to submit/show the original documents/credentials, for verification later on. a. SOLVENCY: The Solvency Certificate of Minimum Value shall be 40% of the Tender Value, column (d) of above table, should be uploaded. The Solvency Certificate shall be obtained from a Nationalized or Scheduled Bank and issued within a period of 12 Months from the final date of submission of the Tender. If Solvency Certificate is not submitted within the due Date and Time, the Bid will be rejected. b. EXPERIENCE: Bidder should upload the work experience certificates of having successfully completed similar works during last 07 years ending last day of month previous to the one in month in which tenders are invited, shall be either of the following: 1) Three similar completed works costing not less than the amount equal to 40% of our tender value OR 2) Two similar completed works costing not less than the amount equal to 50% of our tender value OR 3) One similar completed work costing not less than the amount equal to 80% of our tender value.

Note: 1) The work shall be completed as a whole. Partial value / completion are not to be accepted. 2) Work Completion Certificate should be uploaded from reputed organizations. Private Firms, the Experience Certificate for completed of works along with the Work Order and TDS Certificates should be uploaded. 3) The work experience shall be of similar in nature. c. ANNUAL TURN-OVER: Average Annual Turnover during the last three years, ending 31st March of the previous financial year, should be at least 30% of the tender value, put to tender. Annual Turnover/Profit & Loss Statements for the last three years, duly certified by the Charted Accountant, along with Income Tax Returns should be uploaded.

COST OF TENDER DOCUMENT (CTD): The prescribed Cost of Tender Document (CTD) [refer column (b) of above table-1], non-refundable, should be furnished in favour of ‘RWR & DC, Hindustan Aeronautics Ltd, Bangalore-560017, in the form of a crossed Bank Demand Draft, Pay Order or Banker’s Cheque from a Nationalized Bank/Scheduled Bank, payable @ Bangalore. A scanned copy should be uploaded and the details shall be entered online in the ‘PreQualification Profile’. CTD is not acceptable in any other form. For NSIC details, refer s/n (14(a) & (b)) under ‘Instructions’. If Cost of Tender Document (CTD) is not submitted within the due Date and Time, the Bid will be rejected. e. EMD: The prescribed EMD Amount, refer column (c) above table, should be furnished in favor of ‘RWR & DC, Hindustan Aeronautics Ltd, Bangalore-17, in the form of a crossed Demand Draft /Bankers Cheque / Pay Order from a Nationalized Bank/Scheduled Bank, payable at Bangalore. EMD scanned copy should be uploaded & the details shall be entered online in the ‘PreQualification Profile’. EMD is not acceptable in any other form. For NSIC details, refer s/n (13) under ‘Instructions’. If EMD is not submitted within the due Date and Time, the Bid will be rejected.

i) If the EMD prescribed herewith is more than the PEMD deposited by the Registered Contractor with HAL, then such Contractor has to pay full EMD prescribed in Tender Notice, failing which their tender will be liable for rejection. ii) Registered Contractors with PEMD holder if wants to quote for higher category than registered can participate by paying individual EMD presriped for that work, provided they meet all other essential criterias as cited above. Note: Original Bank Drafts towards CTD/EMD or NSIC Certificate, if any, to be kept & sealed in an envelope, super scribed with the following details and shall be sent/posted to HAL address, as given below, or dropped in RWR&DC Tender Box, before the due date/time. The Contractors has to upload the following Documents: a) PAN / GIR No., Registration: The valid Certificate issued by Income Tax Authority, shall be uploaded. b) GST Registration Certificate: The valid Registration Certificate shall be uploaded. c) ESI Code: Upload ESI & PF Registration Certificates. Contractors are required to comply with the provisions of ESI/PF act. PF Code: Contractor shall indemnify (Annexure-K) HAL for any liabilities arising on account of ESI/PF Act. d) Form E5: Upload Form E5, containg Bank Account ECS Details, duly certified by the Bank along with a copy of cancelled Bank Cheque leaf. II. DESIRABLE DOCUMENTS: 1. Registration with any Reputed Organisation:- a) Registration with HAL/Other Organisations: Such Contractors (registered under Works & Contract Procedures by depositing PEMD Amount) shall upload a valid copy of Registration Certificate. 2. Constitution and Legal Status. 3. License for executing this kind/nature or specialized type of works Relevant Certificates are to be uploaded. from the concerned Authorities/Organizations/Bodies. 4. Memorandum of undertaking for all the firms except proprietary Firms.

-:INSTRUCTIONS TO THE BIDDERS:- 1. Contractors registered with HAL also need to submit all the Credentials. 2. The Dates indicated in Table 1, if fall holiday for HAL, the next working day shall be treated as the respective due date. The Tender due dates will not be extended under normal circumstances, unless otherwise the date is declared a holiday for RWR&DC, HAL, in which case the next working day will be considered as the due Date/Time. 3. Tenders submitted after due date & time shall not be opened and shall not be considered.Clarification/request for due date extension, if any, to be intimated with valid reason before 3 days of tender due date. 4. Tender validity is for a period of 90 days from the date of tender opening (Price Bid/BOQ). 5. Assistance for e-Tender uploading, refer page no. 4, ‘e-Tender viewing and upload on HAL e-Portal’, available herewith. 6. Two Bid System & comprises of Tender Notice/Tender Document/Online Tender Entry Formats/BOQ, as following. Tender Notice is part of Technical Bid. It’s for vendor prequalification and the Contractor needs to fulfill all essential requirements. The Online Tender Entry Formats are as following: a. Prequalification Profile (in Excel): Fill up online & submit. It is based on essential criterias, referred above. b. Price Format (BOQ, in Excel): Enter your rates online and submit.Company Profile (in Excel): Fill up online and submit. c. Undertaking Form (in excel): Fill up online and submit. 7. The contractor should be liable for any loss caused to HAL due to financial or any other irregaularities by the employees or labour deployed or working under the Contractor. 8. Being it is the e-Tender, Class III Digital Signature Certificate (DSC) is essential for participation. New contractor if intend to participate, can obtain the DSC by registering with HAL e-Portal. For procedures, refer ‘Guidelines for e-Registration’. 9. Bidder shall be registered under Income Tax/GST/Labour Laws/Employees Provident Fund Organisation/ESI Corporation. 10. The experience and the requisite documents should be in the name of Bidder only and prior experience as any other business entity and/or requisite documents in the name of any other business entity shall not be considered.

11. Contractors are subjected to be disqualified, even though they meet the qualifying criteria, if they -Make misleading or false representations in the request, statements and attachments submitted in proof of qualification requirements including holding information and /or -Have record of poor performance i.e. abandoning the works, not properly completing the contract, inordinate delays in completion, litigation history or financial failures, requesting for claims not admissible under the contract conditions etc. 12. HAL holds no responsibility in case of any Bidder not able to participate in the tender or fail to upload the credentials due to negligence/ignorance. Incomplete/invalid tenders are liable for rejection & no correspondence/request would be entertained for rejection. Also HAL will not take any responsibility if the Bidder is unable to technically access HAL e-portal to upload the Tender and there shall be no claim whatsoever in this regard. 13. The Rate to be quoted by the Bidder shall be inclusive of GST and all other Taxes, Duties, Levies, Fees and Charges or any other imposition by the Central / State Government or any Statutory Authorities of whatever nature and all other Costs including Loading, Un-loading, Insurance, Transportation,Testing, Certification Expenses. 14. (a) Agencies registered with National Small Scale Industries Corpn. (NSIC) having proper validity shall note the following: NSIC Certificate holding Firms are exempted from the payment of EMD & Tender Fee only as defined under "Public Procurement policy for Micro & Small Enterprises (MSEs) vide Gazette Notification dt: 26.03.2012. as notified by the Govt. of India, Ministry. Micro, Small & Medium Enterprises, New Delhi vide Gazette Notification dt: 26.03.2012. Security Deposit has to be submitted on award of contract as proscribed in the tender document. However, any change in guideline in this regard by GOI shall be considered till opening of tender. The Bidders seeking exemption, has to upload/submit a copy of valid NSIC Certificate online, issued under Govt. Norms. 14.(b) The MSME Vendors are eligible for the benefits as per Public Procurement Policy for MSEs Orders 2012, only if the MSME Bidders declare UAM No. (registered under the Ministry of MSME on Central Public Procurement Portal (CPPP). Submit copy of UAM Regn. Certificate along with the Bid. The bidders who fail to submit UAM No. shall not be able to avail the benefits available to MSEs as contained in Public Procurment Policy for MSEs Order 2012 issued by MSME. (UAM: Udyog Adhar Memorandum; MSME: Micro, Small and Medium Enterprises). 15. Incomplete / invalid tenders are liable for rejection and no correspondence will be entertained. 16. Any other documents/ Informations as deemed appropriate by the Tenderer can be submitted. 17. Tender submission in any other means/forms not considered and shall wholly rejected. 18. This is an Electronic Tendering Mode, any manual/mechanical errors committed before uploading or during uploading the Document/s shall bound to be duly accepted by the bidder. The bidder shall not have claim whatsoever in this regard. a) Bidders are required to ENTER the item rate/s both in figures and words. The rate to be inserted should invariably correspond to the "UNITS" given under Unit Column. b) Corrigendum /addendum /amendments /clarification, etc., with respect to the work, if any, shall be intimated. c) Bidders are advised to follow HAL web-site for further information/updates, if any, till the last date of tender. 19. e-Tender to be uploaded, in Technical Bid/Price Bid, on or before the due date/time. Contractor may be present (optional) during Tender opening with prior permission, they have to follow up for exact date of Price Bid opening. Single Bid/Two Bid opening and further process is as per HAL procedures. 20. No correction / editing in the content of tender document is permissible and in case any modification / editing /correction are noticed the tender will be summarily rejected. 21. CLARIFICATION AND BID EVALUATION: a) The Contractor or any of his partner or Share holder being black listed or removed or debarred or demoted to lower class order passed banning, suspending business by any dept. or undertaking in the past, HAL has the right not to issue tender form in any particular case and also to reject tender, suspend, remove, demote, debar or blacklist a Contractor name, Firm, Company in certain Circumstances. HAL decision is final. b) The tender request/ bids received from vendors who are banned/debarred from quoting in HAL Contracts will not be considered even if they qualify all other criteria’s. c) Bid shall be evaluated based on the Documents submitted by the Bidder. During the Scrutiny (Evaluation and comparison of Bids) for Prequalification of Bidders, HAL at its discretion, may seek for clarification or want of documents on the submitted documents by the Bidder. If no documents submitted by the Bidder in time even after HAL providing sufficient time, in such cases HAL reserves the right to accept or reject such Bidders & left out of the consideration from tender process. d) Assessment to fulfill/comply to the prequalification criteria, either fully or largely, shall be made by HAL on the merits on just & equitable basis. Decision thus made shall be final & binding. In the interest of multiple/competitive bidding or poor response, HAL may choose to accept the bids with minor deviations in technical compliance at the sole discretion of HAL. e) HAL reserves the right to accept any tender, in part or in full or to reject any or all tenders without assigning any reason thereof. Mere participation shall not be a construed qualification of intending Tenders. GUIDELINES FOR e-REGISTRATION

The e-procurement system has been implemented in HAL for all the tenders exceeding the threshold limit. The address of HAL e-procurement Web portal is http://eproc.hal-india.com or link to e-Procurement through www.hal-india.com & upload documents under ‘Works & Contract’ tab to upload the necessary documents & complete the registration process as per the instructions available at website. Follow the instructions, as cited below:

i) The Class III DSC should be obtained and e-registration form in HAL e-portal should be submitted at the earliest for the ratification in the tendering activities. Based on the information/details/credentials furnished by vendors in e-registration, HAL approves the applicant as ‘registered vendor for particular category of items’ at its own discretion. Vendors, who are approved by HAL as registered vendors, can only access HAL tenders hosted in HAL e-portal based on selection of vendor for each tender. ii) The undersigned may be informed by e-mail soon after e-registration process completion online under ‘Works & Contracts tab’ at HAL e-Portal. Contractors should also send the hard copy of duly filled e-registration form to the undersigned. iii) If the applicant is a foreign national, he/she may leave the PAN field blank and go ahead further since PAN is mandatory only for the users who have to pay the income tax in India. iv) Original Equipment Manufacturers (OEMs) are requested to obtain Class III DSC with their organization name and get registered with HAL e-portal without involving any third party (agent / reseller /distributor). v) After registration, please intimate to HAL address mentioned in Tender Notice, page 3.
