Another year is about to end. The days have passed more speedily than normal, at least so it seems to me. One after the other I have seen through the pages of the calendar, stories portraying what has been taking place in our daily lives. Multiple meetings with scouts from different countries, activities here and there, pictures and videos bear witness to our work creating a better world throughout Raúl Sánchez Vaca Interamerica. Regional Director Soon we will be launching into 2016, a year in which we will be celebrating 70 World Scout Bureau years of our Interamerican Scout Region. Seventy years of walking together, Interamerican Region learning from each other, sharing successes and failures, discovering that our borders are merely artificial because there is more that unites us than divides us.

Visionaries were those who in the 40s that began to think that much could be done if our fellow contienental neighbours bould soundly in unity . It was they who in their ambition to collaborate rather than compete, created the first region in the world. That was how the vision of a few resulted in a region that today, with its 34 NSOs, still shows that Scouting is very much alive here on Earth.

The road has not been easy so far. Our Scout Spirit has been tested on many occasions. The difficulties have clouded our sky, making us feel that the much desired unity could be lost, but we have always found a way to go forward.

Today our great Interamerican Scout family prepares to celebrate with joy these 70 years as a region. Today more than ever we have great challenges. There is much we can do even for the Scout Movement, that has an increasingly strong presence in our countries. We need to grow in quantity and quality. We need to reach more and more children and youth with our programme, with all its benefits. We must encourage more and more adults to join as volunteers and contribute with their time and talents for the benefit of our youth. We must ensure that our National Scout Organizations are organizations of this century, organizations that continually improve because they know that by doing so, they can serve the Movement better.

Thank the Lord for everything that 2015 has given us as we welcome 2016 that will surely be full of experiences and momments to treasure forever.

Some workshops were held for the participants to make their contributions to the formation of the Regional Plan 2016-2018, which will be approved by the Interamerican Scout Conference to be held in October 2016 in Houston, . At night a very excellent Mexican dinner was offered by the hosts, the Scout Association of Mexico. As a prelude to the dinner the Mariachi of Mexico’s Federal Police gave a great show of high quality in the execution of Mexican music.

On Sunday the presentation of the results of the workshops for the formation of the 2016-2018 Regional Plan was made. A progress report on the Youth Network followed.

At that juncture Ahmad Alhendawi, Youth Envoy of the Secretary General of the United Nations, gave his lecture on “Youth in the World”. Several questions came from the audience, which were promptly answered by our special guest.

Thus we come to the end of the Cancun Summit, which provided the opportunity to start a planning process to receive input from all NSOs present and to work together in governance issues of great concern to all. In an atmosphere of great scout brotherhood all returned home with the task of continuing to build a better world.

The programme focuses on the environment in a broad sense and encourages Scouts to have a comprehensive understanding of the natural world and understand how their daily actions can have an impact on it.

On 18 and 19 October 2015 in Cancun, Mexico the XXII Central-American Scout Summit was held with the aim of directing our efforts to be a leading educational youth movement in the Central American sub-region. The summit featured the participation of 8 countries: Panama, Costa Rica, El Salvador, Guatemala, Belize, Mexico, Honduras and , and provided the opportunity to reflect on various topics, Inclusion and Diversity as a strategy for growth. Also was deepened our understanding of the Global Support Assessment Tool (GSAT), a tool that allows NSOs to know their strengths and enhance them and to identify areas for improvement. We recognized the importance of communication between NSOs and support of the WSB-IR for monitoring agreements.

A big part of the Summit, was the presentation and coordination of up-coming Sub-regional events:

1- The Ventures and Tsuris event organized by Costa Rica from 18 to 24 March 2016 2-Camporee organized by Guatemala from 18 to 24 March 2016 3- The Cub Scout Event organized by El Salvador (dates to be confirmed)

Additionally, the next Summit will be organized by Panama in Houston, around the dates of the Interamerican Scout Conference.

After the evaluation, in any of its versions, an Action Plan to improve the NSO is to be developed, based on their weaknesses that the indicator showed. When needed the Regional Bureau and or Network of Global Support Consultants will give support.

It is an intermediate step between self-assessment and external evaluation. It is a guided process conducted by an “external scout brother”. It is also a certified management systems based on ISO 119011 2011 version with the International standard approach. The barriers, limiting participation of the Caribbean at regional and world events were analyzed and alternative solutions shared. The NSO’s present reported on the development of Scouting in their respective counties and shared successful experiences.
