Ministry of Home Affairs Disaster Management Division (National Emergency Response Centre) **** Situation Report about Very Severe Cyclonic Storm “YAAS” (pronounced as ‘Yass’) over as on 29.05.2021 at 1800 hrs. 1. IMD Forecast: The Very Severe Cyclonic Storm “YAAS” made landfall on 26.05.2021 at around 0900 hrs near South of , and landfall process was completed at approx 1300 hrs.

After that it moved north-northwestwards with a speed of about 10 kmph and subsequently weakened into a Severe Cyclonic Storm. It moved further northwestwards with a speed of about 10 kmph and weakened into a Cyclonic Storm and further de-intensified into deep depression on 27.05.2021 at about 0200 hrs. and further de-intensified into depression on 27.05.2021 at about 1130 hrs and today it further weaken into low pressure area.

 On 28.05.2021, IMD also intimated that bulletin no 33 will be the last bulletin pertaining to this system. However, regular weather warning bulletins will continue from National Weather Forecasting Centre and all regional & state level forecasting centres of IMD.

2. Measures taken by Central Government: i. Situation is being monitored 24x7 by Central Government at the highest level. ii. Review of preparedness by Hon’ble PM: Hon’ble Prime Minister chaired a high level review meeting on 23rd May, 2021 to review the preparedness of States and Central Ministries/ Agencies concerned and directed to ensure safe evacuation of people and stressed on swift restoration power supply and communication network.Hon’ble Prime Minister again chaired a meeting to review the impact of on 27thMay, 2021. On 28.05.2021, Hon’ble Prime Minister reviewed damages due to cyclone Yaas and also undertook aerial survey of Cyclone Yaas affected areas in Odisha & . After review,Hon’ble Prime Minister announced a financial assistance of Rs 1000 to Odisha, West Bengal and for immediate relief activity. Accordingly, financial assistance from NDRF of Rs 500 crore to Odisha, Rs 300 crore to West Bengal and Rs 200 crore to Jharkhand have been released today. iii. Review of preparedness by Hon’ble HM:-Hon’ble Home Minister, chaired a review meeting on 24.05.2021 with the Chief Ministers of Odisha, West Bengal and Andhra Pradesh and Lt. Governor of the A&NIslands, to assess the preparedness of States/ UT and Central Ministries/ Departments iv. Review by NCMC:-Cabinet Secretary chaired a meeting of NCMCon 22.05.2021 to review the preparedness of Central and State/UT Governments and Agencies to deal with Cyclonic Storm ‘YAAS’ in the Bay of Bengal. v. NDMA also took a meeting with the States/UTs regarding cyclone preparedness on 21.05.2021.

1 vi. On 20.05.2021, a DO from Home Secretary was send to 4 States and 2 UTs on the eastern coast, which are likely to be affected the cyclone, for taking additional precautionary measures in coastal districts with regard to adequate power backup for hospitals, labs, vaccine cold chain and other medical facilities. Measures for uninterrupted supply of Medical oxygen. vii. MoHFW also issued advisory to all the coastal States and UTs on 21st May 2021. viii. In addition, regular advisories are being issued to all coastal States and UTs by MHA. ix. First instalment of SDRF has already been released in advance to all the States. x. M/o Petroleum& Natural Gas has taken measures to secure all oil installations in the sea and to bring back their shipping vessels to safe harbour. xi. M/o Power has activated emergency response systems and is keeping in readiness transformers, DG sets and equipment etc. for immediate restoration of electricity. xii. D/o Telecom (DoT) is keeping all the telecom towers and exchanges under constant watch and is fully geared to restore telecom network. Senior DoT officers and TSP functionaries coordinated with the State Nodal Officers at the State Capitals. xiii. M/o Steel:No disruption of steel production or oxygen supply took place. xiv. Deployment of NDRF: NDRF has deployed 106 teams and 07 teams are in standby. The details are as under.  West Bengal: 46 teams ( Out of 46 teams, 17 teams de-inducted)  Odisha – 52 teams[(Deployed -46,Stand by- 06), (out of 46 teams, 26 teams de-inducted)  Jharkhand- 08 teams( Out of 08 teams, 03 teams de-inducted)  In Odisha NDRF assisted in removal of 2011 uprooted trees, 110electric poles and clearance of 728kms road and in West Bengal removal of 1084 uprooted trees, 51 electric poles and clearance of 206 km road. In addition, NDRF rescued 93 marooned persons in Odisha and 873 in West Bengal. xv. (ICG): 05 ICG ships and 01 Aircraft deployed off Andhra Pradesh/ Odisha coast for responding to SAR requirement. 37 ICG Disaster response teams (DRTs) with Gemini (lifeboat) and lifesaving equipment / response gears are kept standby. xvi. Preparedness: 08 columns along with Engineer and medical teams are still deployed to assist Civil administration in clearance of area and restoration of normalcy while 09 columns have been de-inducted. xvii. Preparedness:  04 ships deployed close to for SAR operations. Flood relief and diving teams assisted in area clearance and providing relief material. xviii. Indian Air Force Preparedness:  Air effort was provided for aerial survey of cyclone affected areas.  Air efforts being provided on 29th May 2021 for de-induction of NDRF personnel. 2

Steps by State/ UT Governments, as reported by them

Odisha: ⮚ Total 7,03,058 peoples have been evacuated so far and accommodated in6870 relief camps. ⮚ No substantive damage to public infrastructure is reported from any of the district. ⮚ All roads in are cleared. ⮚ Rapid Assessment of damage to Energy Infrastructure is going on and power supply is restored in some pockets of , and Balasore districts. ⮚ Damage assessment work of other public properties is being carried out by the field functionaries. ⮚ Restoration work is going on priority basis, 54 breaches have been restored and situation is normal. West Bengal: ⮚ Approx.15,04,506people have been evacuated from coastal districts so far. ⮚ 20 teams of SDRFdeployed. ⮚ More than 10 tarpaulins and sufficient relief material has been provided to affected people. ⮚ Restoration work has been started by all departments. Andaman and Nicobar: ⮚ Due to impact of cyclone, 01 person died, Tree uprooted-23, Roof top damage-05, Electric line disruption-10, Road Damage-1 Km., Landslide-01

Tamil Nadu: ⮚ 7476 persons affected in 10 district and 188 villages affected, Human Lives lost- 08, House/Huts damages-180, Animals deaths-19 and crop area affected - 866.60 Ha.611 peoples evacuated and accommodated in 16 relief camps. 3.
