The following sets out the information relating to the Chief Executive’s Monthly Management Report for December 2017 for noting by the members at the council meeting on Monday, 29 January 2018.

Corporate Services

Following the publication of the draft register on 1 November, and after the closing date for making claims in correction on 25 November, the names submitted were added to the Claims List and adjudicated upon by the County Registrar at the Claims Court, held in Courthouse on Wednesday, 20 December. The claims adjudicated on have been incorporated into the Register of Electors database, in preparation for the publication of the 2018/19 Register of Electors on 1 February 2018.

Finance

The Annual Financial Statement (AFS) for the year ended 31 December 2017 is currently being prepared.

Planning and Strategic Development

Local Area Plans (LAPs)

Leixlip Local Area Plan- Leixlip Local Area Plan 2017 – 2023 was adopted on 20 November 2017 and came into effect in December 2017. The Minister for Housing and Urban Development issued an Intention to Issue a Direction on 14 December, 2017. The closing date for public submissions on same was 18 January 2018 and the Chief Executive is currently preparing a report to the Minister.

Naas Local Area Plan- An Issues Paper was published and went out on public display until 24 October 2017. A public consultation day was held in Naas Town Hall on 3 October 2017. 245 submissions were received during the display period. These submissions are currently being reviewed and summarised.

Athy Local Area Plan – Variation No. 2 went on public display on 15 January 2018. The closing date for receipt of submissions is 5.00 pm on Monday 12 February, 2018.

Strategic Infrastructure Development Drehid Waste Management Facility – Bord na Mona. A Strategic Infrastructure Development application was lodged by Bord na Mona with An Bord Pleanála on 20 December 2017 for changes to the Drehid Waste Management Facility (changes to volume and nature of wastes, development of additional non-hazardous and new hazardous landfill capacity, increase in volume of waste at composting facility, treatment of leachate, associated buildings and infrastructure). display in the Planning Department from 2 January to 20 February 2018. Submission or observations may be made to An Bord Pleanála accompanied by a fee of €50. A report will be prepared by the Chief Executive for consideration by the members of Kildare County Council within the next 10 weeks in accordance with Section 37E of the Planning and Development (Strategic Infrastructure) Act 2006. The report must be submitted to An Bord Pleanála by Friday 9 March 2018.

Athy Capital Project Full site works are expected to be completed by 5 February, set up of internal operation 6 to 21 February. Anticipated official opening of the library will take place on 'World Book Day' 1 March 2018.

Naas Library Capital Project The design team are now in place, surveys and research have now commenced.

Writers-in-Residence Spring Series Writers-in-Residence Rob Doyle and Sarah Maria Griffin will host a series of talks and readings in Maynooth Community Library and on Maynooth University Campus. The talks will cover a range of topics including, Publishing in Ireland and Writing and the Internet. Contributors to the talks and the readings will include Sineád Gleeson, Peter Murphy, June Caldwell, Declan Meade and Sara Baume.

Support to Secondary School Programme The Support to Secondary Schools Programme was recently awarded Best Library Service at the Chambers Ireland Excellence in Local Government Awards. The award is a great recognition of the programme’s existing success in supporting subjects across the curriculum, in addition to improving literacy levels, providing career taster opportunities, and engaging students beyond the typical classroom experience. Over a thousand students from secondary schools across the county benefitted from workshops and events provided as part of the Support to Secondary Schools Programme in November and December, with many more workshops booked for 2018.

Healthy Ireland at Your Library The Healthy Ireland at Your Library Programme will provide a range of resources including a comprehensive collection of books on health and wellbeing in all public libraries in Kildare, online resources, as well as local events and activities around the topic. The Healthy Ireland Programme at Your Library arrived in Kildare during December with a series of talks from nutrition expert Rina Whyte on 'Navigating the Christmas Calories' - healthy tips for the Christmas holidays. Attendees also learnt about the range of resources available from the library to support their health goals.

CAO Applications Talk CAO expert, Karl Hegarty of Leinster Senior College, will give a talk to parents and Leaving Certificate students who will be going through the CAO application process this year. January 2018 – Chief Executive’s Monthly Management Report

Toys Technology and Training (TTT) Programme This programme is designed to offer support to children and adults with learning difficulties or disabilities. Talks during the latter part of 2017 included: Challenging Behaviour presented by Behavioural Therapist Audrey Cully, Speech and Language Therapy with Catherine Sheahan, DESSA – Advice and Supports, Dyslexia presented by the Dyslexia Association and Occupational Therapy lectures with Dorothy Armstrong. This specialised lecture series and the specialised collection of toys and technology can be accessed free of charge throughout the county. During 2017 over 1000 parents, teachers and professionals attended 50 talks and workshops as part of this programme. The programme for 2018 will included speakers such as Adam Harris from AsIAm.ie with “Empowering People with Autism”, “Life Hacks for people with ASD/Asperger’s - Teens and Adults” with Michael Ryan and “Transitioning to Third Level” with Dr. Dorothy Armstrong. Parents Plus The Parents Plus programme which was held in Celbridge Library finished up in December, with parents who completed the course gaining skills and confidence in handling the challenges of modern parenting. This course took place during Scheduled Time on Friday mornings, both the facilitators and participants agreed that Celbridge library was an ideal space for the course.

STEAM (Science Technology Engineering Arts Maths) 2018 Programme Leixlip Library had a visit from StarDome - Planetarium on Tour, which was one of the highlights of our STEAM programme and was enjoyed by local school children.

Programme Supports for Adults

Workshops and Events During January Leixlip Library is hosting an art exhibition by Karen Hickey called 'Picnic People'. There will also be Meditation for Stress Relief workshops, iPad classes in conjunction with Digitise the Nation, SMART tech classes.

Many of the groups which meet regularly in our libraries will be back for the New Year, including knitting and crochet, local history, parent and toddler, mothers group and our many book clubs to name a few.

Kildare Library, in a shared venture with Newbridge Library, will have Open Mic Nights beginning in January. These nights will support local writers and aspiring writers in their sometimes lonely pursuit of sharing their poetry and prose. The venue for January is Newbridge Library while the February event will be held in Kildare

Town Library. Creative writing groups are popular throughout the county and meet regularly in libraries. Employ Ability Services continues to provide a drop-in clinic in some libraries. This is a support service for people who have an illness, injury or disability in returning to work. All referrals come through Intreo or the Local Employment Service office. Film Clubs, DVD clubs and Film Nights are becoming increasingly popular in libraries.

Programme Support Children and Families

Events Lego Storystarter workshops will be taking place at selected libraries. These workshops where children use Lego to create a story and them turn that story into a mini comic strip to bring home.

Channel 4 Star Facilitates Free Family Lego Workshops in Rathangan Jessica Farrell from Rathangan and Channel 4’s 'Lego Masters' facilitated a free, fun family workshop on 2 December. Jessica and her son Faolan were featured on Channel 4’s 'Lego Masters' show, creating amazing works of art using Lego. The Rathangan workshops were held in the library and were in high demand, with many local children hoping for more in 2018.

Kildare Decade of Commemorations

Planned programme for 2018:

 Draft Civic Memorial Policy has been brought before Local Community and Culture SPC and Corporate Policy Group.  WWI Book of the Dead, A-Z list of all the men from Kildare who died in WWI. To be launched on the 11 November 2018.  Documentation/imagery of all WWI monuments and graves will be available online. Separately the committee are investigating an interactive research resource.  Internment exhibition research and development.  Irish Military Seminar 2018 will be held on 8 and 9 June 2018 - 220 Anniversary of 1798 -with a re-enactment in Prosperous/Old Kilcullen or visit to Military Cemetery/YellowBog Church/Martinstown on Sunday 10 June.  1919 All Ireland Final Kildare v Galway- Documentary research and development featuring Glen Ryan and Johnny Doyle.  Schools Resource Pack, Factsheets– Milestone events and their impact on Kildare - Great Flu Epidemic; Elections; Women's Suffrage.  County Historical Seminar on 10 November 2018 in partnership with Kildare Archeological Society. The key topic will be the end of WWI.  William Francis Roantree – Bilingual publication February 2018.  County Historical Seminar, key topic will be The Great Flu in partnership with Kildare Federation of Local History Groups on Saturday 6 October 2018 in the Osprey Hotel, Naas.  Research/Specialist in Residence, as per Decade of Commemoration Strategy (2 year - €30,000).  Public consultation on the War of Independence/Civil War Commemorative Period during May 2018.  Memorial Plaque- Following the presentation from Cllr. Seamie Moore regarding a Memorial Plaque for Kildare service personnel. It is expected that a memorial would cost, at a minimum €5,000. This civic memorial is in keeping with the Draft Civic Memorial Policy and will represent all Municipal areas.

Work Matters: Support for Business & Employment

The 2017/2018 Winter Programme of events for 'Work Matters at the Library' has been advertised. During January and February, Maynooth Library is hosting talks and workshops on Digital Marketing and Social Media Trends, The Brexit Impact: An Irish Perspective, Market Research for Start-ups, What You Need to Know About Millenials and Identifying Your Customer. The Local Enterprise Office will also be hosting Business Advice Clinics by appointment.

A draft Culture and Creativity strategy for Kildare has been presented to the Community and Culture SPC, Corporate Policy Group and is due to be presented to the council in the near future.

Creative Ireland Bursary Awards 2018 As part of Kildare's 2018 Creative Ireland programme, applications are invited for bursary awards that will develop bodies of work with a public interface/engagement. Individuals and/or groups are invited to make applications to creatively explore themes of:  Well being  Sense of place  Heritage (which may include historical exploration)  Music  STEAM (science, technology, engineering, arts and mathematics) 

Creative Rathangan Creative Rathangan aims to enable dialogue and build links between individuals and groups active within the community by engaging them in a programme of interdisciplinary and arts based workshops that engage with local history, literature, heritage, and the environment. It also seeks to establish and maintain an inter- generational dimension to its work, to engage with individuals and groups who might not usually engage with creative practices and to leave a legacy beyond the lifetime of its proposed programme of work. Creative Rathangan launched its programme of work on Saturday October 14 with seminar entitled "Who We Are and What We Create" and was bookended by a second seminar on Saturday 25 November 2017 entitled “Where to from here?” It also delivered a number of inter-disciplinary workshops exploring the transformation of Rathangan’s people and environs, its natural and manmade structures especially its boglands, streetscapes and waterways. As part of the Creative Rathangan programme, children were encouraged to observe and get to know the little creatures who live in the trees, the ground, and the water near the village. News and Highlights - Arts Service

Short Grass Stories: Arts Strategy for Kildare County Council 2018-2022 Following on from its approval by the Community, Culture and Economic Development Strategic Policy Committee in December 2017, the Arts Strategy will be presented to the Corporate Policy Group on Monday 15 January, before being brought to full Council for adoption.

Arts Council Framework Agreement Kildare County Council are refining a Framework Agreement with the Arts Council in spring 2018, which will further enhance long term investment and planning for the arts in .

Maynooth Film For All Celebrates 10th Birthday Kildare County Council celebrates 10 years of collaboration with the School of Media, Maynooth University to develop a film club for university staff and students and the wider public. All are invited to a special free screening of 'The Farthest' on Wednesday 7 February in the Iontas Building at 8.00 pm.Guest speakers will be Brenda Brady, MFFA co- ordinator Kildare Arts Service, Maeve Cooke, Director of ACCESS Cinema and Dr Denis Condon, Media Studies Department, Maynooth University.

Arts in Education The Arts Service will support eight artists in residence programmes in primary school throughout Kildare in Spring 2018. The residencies are led by the Kildare Education Centre, as part of the national Teacher Artist Partnership programme. Participating

schools are Scoil Bhríde, Naas, Scoil Bhríde, Kilcullen, Scoil Na Naomh Uilig, Newbridge, St. Anne's Special School, The Curragh, St. Brigid's School, Kildare Town, St. Joseph's School, Kilcock and St. Corban's School, Naas.

National Arts in Education Conference at Maynooth University The Arts in Education National Day will take place at Maynooth University - Froebel Department of Primary and Early Childhood Education on Saturday 21 April. The event aims to bring together members of the arts in education community from all across Ireland, to share, learn, talk, network, get inspired, and continue interrogating best practice in the field. This conference is supported by Kildare County Council and Kildare's County Arts Officer represents arts officers on the national steering group.

Proposals are now invited from organisations or individuals who want to give dynamic and inspiring presentations or workshops that can offer sharing of skills, practical approaches, new insights and critical thinking across the field, from a range of perspectives.

Dance Unlimited: A dance and health project. Through Kildare County Council's recent Healthy Ireland application form, the Arts Service wish to further develop an inclusive dance space in the county for those living with chronic and degenerative diseases such as dementia and Parkinson’s.

The project will commence with Naas and its environs for the weekly dance meetings with possible expansion county wide. The project will develop through short web links/instruction videos to active retirement groups, nursing homes and YouTube videos for those living alone.

Local Community and Development Committee

The last LCDC meeting was held on Wednesday 22 November 2017.

A. AIRO- Update Census 2016 Reports are being finalised.

B. Children and Young People’s Services Committee (CYPSC) The outcome of applications under the Family Resource Centre Programme nationally is awaited.

C. Social Inclusion Programme (SICAP) The end of year review for the SICAP programme 2017 is currently taking place. The new programme is commencing. County Kildare Leader Partnership is scheduled to make a presentation on SICAP 2018-2022 at the next LCDC meeting.

D. Healthy Ireland Contracts have been signed with the six HI projects in Kildare and work is starting to roll out through- Kildare Sports Partnership, Mojo, County Kildare LEADER Partnership, the council Arts Section, Kildare Chamber of Commerce, South Western Drugs and Alcohol Task Force.

E. LAG- Rural Development LEADER programme The contracts with the first two approved funding applications under the rural tourism call- Athy Heritage Company and Athy Enterprise Company have been signed. The LAG will consider 8/9 projects for approval at their next meeting.

Water Services Major Capital Projects (Irish Water’s Capital Investment Plan 2017 - 2021)

 Upper Liffey Valley

o Osberstown Wastewater Treatment Plant Upgrade Contract - The plant upgrade for the “Liquid Stream” to 130,000 PE treatment capacity has been commissioned and is operational.

o Osberstown Sewerage Sludge Treatment Facility Upgrade – The Sludge Treatment Facility upgrade is being delivered together with the Wastewater Treatment Plant ‘Sludge Stream’ works as part of a variation to the DBO contract. The construction period is 24 months from 8 May 2017.

o Contract 2A (Newbridge Eastern Interceptor Sewer) – The Planning, Design and Procurement stage is under way. Planning permission has been granted to Irish Water for the Little Connell Pumping Station. An Bord Pleanála (ABP) confirmed the CPO without amendments on the 14 November 2017. Tenders have been received and a BAFO (Best and Final Offer) has been issued to Tenderers by Irish Water.

o Contract 2B (Network) – The Planning Design and Procurement stage is under way. Planning permission has been granted to Irish Water for the Monread and Clane Pumping Stations. Landowner Meetings were held in May 2017. The CPO is due to be published by Irish Water in Q1 - 2018. Tenders were issued by Irish Water in November 2017 with tenders due back in February 2018.

Minor Capital Projects

Irish Water have identified the Minor Capital Programme as a means of getting value for money and cater for investment drivers namely:-

 Drinking Water Quality  Environmental Compliance  Water and Wastewater availability – new developments  Business efficiencies  Asset condition and performance

Hence in 2014 Irish Water requested that Kildare County Council set up and lead a Minor Capital Team for delivery of such projects across the county.

Irish Water by agreement nationally with the Water Sector have decided that at a near future date such Minor Capital works will be managed in one of their Regional offices with council staff locally involved in delivery of works on site.

It should be noted that the pace of delivery of such schemes is wholly dependent on decisions by Irish Water within new processes and procedure as developed by them.

Kildare County Council have recently asked Irish Water for an update on the current status and indicative start date for many key schemes as roads works need to be phased in parallel with such works.

Many smaller treatment plants require up-grades for compliance purposes and to cater for future housing developments. In addition, schemes in water supply areas will improve service to customers and help contain our leakage levels.

A total of 18 new schemes have been approved by Irish Water for progression by Kildare County Council Minor Capital Team. The estimated value of works is in the region of €5.7m. January 2018 – Chief Executive’s Monthly Management Report

A further seven schemes have been completed by the team totalling almost €1m and several others have been placed on long term hold by Irish Water.

The following is a list of active schemes in this area:-

 Allenwood to Mains Replacement - Advance works at Allenwood Crossroads have been carried out in collaboration with the council Roads & Transportation. The design and tender documents have been completed by the council. Irish Water has appointed a contractor to replace 2.5kms of 400mm watermain and 1.5kms of 250mm watermain. The works will commence early in 2018.

 Allenwood Vacuum System Modification and Wastewater Treatment Plant (WWTP) Upgrade - An engineering consultant has advanced the design works. The planning application is being prepared by the Consultant and will be submitted upon completion of landowner agreements.

 Athy WWTP Upgrade – A topographical survey and site investigation works have taken place. Design works and planning are being advanced by an engineering consultant. A Recommendations Report to construct an Inlet Balancing Tank has been prepared by the Consultant. Irish Water will now decide whether to progress this scheme.

 Kildare Town Backyard Services – Part of the design for this scheme includes backyard services in Maynooth. The design for this scheme is now complete. Irish Water will progress this scheme under the Water Network Programme possibly in 2018.

 Coill Dubh WWTP up-grade – is currently at commissioning stage.

 Kilmeage WWTP Upgrade – An Engineering Consultant has been appointed to progress design options in conjunction with the Athy Wastewater Treatment Plant WWTP Upgrade. A Recommendations Report has been completed and treatment options are being confirmed prior to commencement of the tender process for improvement works. These are subject to EPA approval. The Consultant has sent in a planning application to the council Planning Department.

 Rathcoffey, Milltown and WWTPs – A Recommendation Report has been prepared by the appointed engineering consultant. Tender documents for the upgrade of Calverstown WWTP have been finalised and are being released for tendering by Irish Water.

 Ladychapel Cross to Taghadoe Watermain - The council are preparing the design and tender documents to progress this new watermain scheme. An archaeological assessment has been completed. Irish Water will progress this scheme in 2018 under the Water Network Programme.

 Maynooth Watermains Rehabilitation – A Consultant has been appointed to progress this scheme. The contractor has completed the Site Investigation and has an approved design. The main contract commenced in mid September and was completed in December 2017.

 Narraghmore WWTP – The design of the proposed works are being finalised, with works to commence in 2018.

 Oak Park, Narraghmore - Improvement works at pumping station and new rising main to Narraghmore WWTP is now completed

 Rathangan WWTP - Preparation of a Consultants Brief was prepared by the council and has been submitted to Irish Water for tendering. The consultant will prepare a Condition Report and Recommendations Report identifying required upgrade works. Irish Water has appointed a consultant to progress this scheme.

 Red Bog Borehole Removal - Approval was received to remove the Red Bog borehole source from operation and connection of the local network to the Poulaphuca Regional water supply. Works consist of the construction of a booster pump and approximately 2.5 km of watermain. The council have finalised the design and has submitted the tender documents to Irish Water for the tender process. Irish Water has assessed the tenders and now has a preferred tenderer. This contract will commence early in 2018.

WWTP – Part 8 planning application documents have been prepared by the council and Part 8 planning procedure has commenced. The proposed upgrade will then be tendered out to Irish Water's MEICA lot 5 framework for new package wastewater treatment plant, subject to Part 8 planning approval. The CE Part 8 planning report was submitted to the Athy Municipal District January 2018 – Chief Executive’s Monthly Management Report

Council Meeting on 11 December 2017. The Athy District Council passed the Part 8 application. The design of this scheme can now progress.

 Newbridge Main Street Sewer Replacement – Works required due to ongoing operational problems and blockages. Initial blockages have been cleared. The consultant has designed the scheme and appointed a Contractor. Works to commence early 2018.

 Station Road, Leixlip – Irish Water have approved the scheme to replace this cast iron watermain by end of 2017 under the Water Networks Programme. The contractor is now surveying the area for the design works.

 Thomastown, Rathangan – Irish Water have approved the 2.5 kms of watermain replacement by end of 2017. The contractor commenced work in December 2017 and the contract should be completed in February 2018.

Several Schemes have been advanced to completion by the council Minor Capital team.

The following is a list of completed or almost completed schemes:-

 Crophill, Castledermot Cast Iron Replacement - The replacement of 500m of cast iron watermain has successfully been completed.

 Monread Road Sewer Line Repair - Approval was received for the replacement of 900m of foul sewer pipe. The contractor has completed the works.

 Athgarvan Septic Tank Diversion – Construction of a new foul sewer is now completed thereby eliminating the requirement of a communal septic tank with its associated groundwater pollution potential and maintenance works. Final road reinstatement has been carried out and all works have now been completed. The Final Account review has been completed and agreed.

WWTP - Construction of access road and pipeline. All works have been completed on this scheme

 Newhall Pumping Station Upgrade – Works have been completed. Final Account Review ongoing.

 Old Grange (Monasterevin) Watermain – The new watermain has now been laid and all houses connected to the new main. All outstanding works have been completed and final account payment has been closed out.

 Tankardsgarden Pumping Station Upgrade - Works to replace pumps, control systems and flow meters have been completed.

 Emergency Showers and Eyewash Stations - The preparation of tender documentation for a county wide replacement of all water and wastewater treatment plants has been carried out.

The following non-Irish Water Schemes (Unfinished Housing Estates) have been advanced by:

 Cluain Dara, – Construction of a pump station in the unfinished housing estate has been completed and commissioned. The scheme is now fully complete and Final Account being closed out.

 Mill Brook, Timolin - Construction of a pump station in the unfinished housing estate has been completed and commissioned. The scheme is now fully complete.

 The Paddocks Crookstown - Exploratory survey/design work is ongoing for the connection of this estate to the public foul sewer. Should this be feasible and at reasonable cost, it is then proposed to decommission the existing treatment system. The scheme is subject to funding being provided.

Rural Water Programme

In 2016, the Department of Housing, Planning and Local Government (DHPLG) announced a multi-annual funding programme for 2016 - 2018. Kildare Rural Water Section's funding submission for the Rural Water Multi-Annual Programme has been prepared and submitted. This identified proposed upgrade works at various group schemes throughout the county for each of the years from 2016 to 2018 inclusive.

The DHPLG has announced an interim allocation of funding for the Kildare County Council Rural Water Programme based on 75% of the 2016 funding. A further allocation was announced on 20 September, with the focus of funding being on January 2018 – Chief Executive’s Monthly Management Report

Environmental and Public Health Compliance for the Group Water Sector. Work has commenced on Ballindoolin GWS to reduce leakage by replacing some of the water network.

Taking in charge of group water schemes is now subject to approval of Irish Water and need to meet certain standard criteria. It is anticipated that several Group Water Schemes will be taken in charge in 2017. A meeting has taken place with Irish Water to ascertain the requirements for taking in charge.

A register of the Small Private Supplies within County Kildare has been established by the Rural Water Section. This register has been set up to maintain an overview of the private water supplies within the county. The register is being continuously updated.

Flood Protection

 Morell - The final Feasibility Study, including the Cost Benefit Analysis, has received approval from the OPW. The Environmental Impact Assessment is also complete. The OPW have confirmed funding and, accordingly, the formal application to An Bord Pleanála has now been submitted. Subject to approval from the Board, works will commence in 2018.

 Hazelhatch - Locations for flow gauges have been installed and it is anticipated preliminary survey work will commence shortly. A further meeting with the OPW is planned to discuss the scope of a study to identify the sources of flooding. Works on upgrading existing trash screens are scheduled for Q3 2018.

 Dara Park Surface Water Upgrade – All works relating to hard infrastructure are fully complete and this will resolve the recurring flooding issues which have persisted over the years. As promised, snagging issues in relation to the restoration of green have also been finalised.

 Oaks, Newbridge - This project “The Langton Road Surface Water Scheme” has proceeded to tender stage. Works are scheduled to take place to coincide with school holidays in Q2 2018.

 Kilcock – A review of the existing surface water system in Kilcock is scheduled to be carried out in 2018. A brief for consultants to carry out a preliminary study is being prepared and will go to tender in Q1- 2018.

 CFRAM Programme – The OPW Eastern CFRAM Study is reaching a conclusion with the final Flood Risk Management Plans with the Minister for review and endorsement. In turn, this will be subject to formal adoption by the elected members in the coming months.

The Draft Plans have identified flood management measures for the following towns: o Leixlip o Maynooth o Celbridge o Clane o Newbridge o o Castledermot o Athy

A further study is recommended for both Hazelhatch and Naas.

River Cleaning & Drainage Channel Maintenance

The programme for 2018 has been identified and ecological surveys completed. The programme will be finalised subject to landowner access and approval from Inland Fisheries. Tree cutting will begin in areas scheduled for cleaning during the approved window (July - September). Cleaning by hand will continue in areas of known risk. It is hoped to carry out another joint water quality and flood protection programme in Q1- 2018, in the Lyreen catchment, subject to approval from fisheries and funding.

Dog Control – Part 8 scheme now published.

North Kildare Civic Amenity (Celbridge, Leixlip and Maynooth) – The Environment Section has reviewed the suitability of sites within its ownership following an invitation for public expressions of interest. A preferred location is now being advanced at Kilmacredock Upper (beside existing road maintenance depot). Donnachadh O’Brien, Consulting Engineers, have been commissioned to prepare a preliminary design and layout. Draft proposals have been presented to the SPC and Municipal District. A further meeting is scheduled with the Department of Communications, Climate Action and Environment as well as our Regional Lead (DCC) to discuss funding aspects and options.

Irish Business Against Litter – Congratulations again to Kildare Town in being awarded second place overall in 2017.

Kerdiffstown – Kildare County Council formally accepted responsibility for the management and remediation of the site on 5 June, 2015. The formal planning application with an Environmental Impact Assessment Report and draft CPO has been lodged with An Bord Pleanála. The Oral Hearing was held in Lawlors Hotel, Naas on 5 December 2017. The decision of the Board is awaited.

Energy Management and Climate Change

The Energy Management Team continues to progress a range of initiatives. All in all, the Council has reduced its energy consumption by 14% since 2009. The remit of the team has now been widened to include Climate Change Adaptation and the data gathering phase is now well advanced. The Climate Adaptation Plan is now being advanced by the team, with input from the SPC. Steps1/2 of 6 are largely complete.

Kildare County Council was successful in its bid to become the lead local authority in the East / Midlands Region for Climate Change purposes.

Athy Municipal District Initiatives

Subject to formalities, agreement has been reached with KWETB regarding a proposal to converting part of the building (formerly VTOS) to an apprentice training centre. Design and tender documents have since been prepared. In the interim, the model school has been transferred to public ownership. The council has now advanced the project to tender stage and is currently awaiting the go ahead from KWETB.

Works are ongoing at the new Branch Library and are progressing well. The project is now substantially complete with a formal opening scheduled for February next.

A public realm strategy has been agreed by the Municipal District members. Projects have also been prioritised.

A review of the delivery structures of the regeneration strategy is ongoing and nearing completion.

Work on the Dominican Land Masterplan to encompass social housing, new branch library, possible water based centre as well as a proposed new ‘square’ has commenced.

Emily Square Up-grade – The first phase is now being advanced to Part 8 stage.

Roads, Transportation and Public Safety

Building Control and Development Control The Members should note that the Building Control and Development Control functions have been transferred to this Directorate as and from 1 January 2018.

Local Infrastructure Housing Activation Fund (LIHAF) Kildare County Council has received approval for €21.4 million for three projects: Naas Inner Relief Road, Maynooth Eastern Relief Road and Community Amenity project. The projects have now moved toward the procurement of services and initial planning.

The delivery of all the LIHAF projects is overseen by the LIHAF Steering Group chaired by the Director of Services Roads, Transportation and Public Safety and monthly meetings of the Group are progressing. Completion of Naas Inner Relief Road The council has put an internal project management team in place with is overseen by John Coppinger SE Roads and directly managed by Clodagh Lyons SEE Roads. Clifton Emerson Scannell Associates Engineers were appointed in October 2017 as the Consultant Engineers.

The Route Selection Process, Environmental Screening, Topographical, Noise Surveying and Traffic Modelling are progressing satisfactorily.

It is anticipated that a draft Route Selection Report will be available in February 2018. Both technical and legal advice has been received which indicates that it would be prudent to do a new Part 8 for the Scheme. We hope to be in a position to commence this in Q2 2018.

Maynooth Eastern Relief Road and Bridge The council has put an internal project management team in place which is overseen by John Coppinger SE Roads and directly managed by Brigette Rea SEE Roads. Tenders were sought from the 11 Consultant Engineers on the Framework Agreement and these are now being assessed. It is expected that a Consulting Engineer will be appointed in January. The Department have now signed this funding contract.

North South Corridor - Maynooth- Phase 6 (Moyglare Road) Work is progressing with Aecom, Consulting Engineers, in producing the detailed design of Phase 6 of the North South Corridor on the Moyglare Road. This Department is also working with the design team on the Maynooth Education Campus and the GAA to finalise the design of the junction at Moyglare Hall. Funding of the construction of Phase 6 Moyglare Road has yet to be confirmed.

Kildare Town Northern Link Street and South Green Road Improvements Scheme Tender documents are currently under preparation to procure engineering consultancy services in respect of this scheme. This scheme will include the upgrade/replacement of the existing railway bridge on the South Green Road (also known as Hill Road). This project will improve access to the and the railway station for all road users from lands zoned residential to the north west of Kildare Town.

Coughlanstown slope failure, . Tenders are currently being sought to procure engineering consultancy services with specialist geotechnical expertise. Tender closing date is 25 January 2018. The successful tenderer will be required to investigate the slope failure at Coughlanstown which is adjacent to the and which brought about the immediate closure of local road L6047. A number of strategic utilities which service Ballymore Eustace have been identified in this local road, namely, a foul rising main, a wastewater outfall pipe discharging to the Liffey, a watermain, a gas main and broadband. Following an assessment of the geotechnical failure of the slope the geotechnical engineering consultant will be required to design a viable optimal solution based on a sound cost benefit analysis. The funding necessary to construct the identified engineering solution has yet to be secured.

M7 Naas to Newbridge Bypass Upgrade, M7 Osberstown Interchange and R407 Sallins Bypass As Members are aware the M7 Naas to Newbridge Bypass Upgrade and R407 Sallins Bypass projects have been included in the Department of Expenditure and Public Reform Programme entitled "Building on Recovery - Infrastructure and Capital Investment 2016-2021". The Department of Transport Tourism and Sport (DTTaS) have agreed that both projects are to form one contract.

The main works contract was awarded to SIAC COLAS Joint Venture Company and the construction contract duration is approximately 24 to 30 months. Works have commenced and we have held 2 Construction Contract Monitoring Committee meetings so far. Initial works focused on providing site access at Millennium Park Link Road and Millbank Road Sallins and on the R407 at the proposed junction of the Sallins Link Road and the existing Clane Road. Advanced works/testing in preparation for the main contract are all complete. This includes landowner accommodation works, archaeological testing and resolution, ground investigation and the M7 hard shoulder strengthening.

The first phase of the M7 widening has commenced i.e. from J9 Naas North to J10 and will continue until Q3 2018. The second phase i.e. J10 Naas South to J11 will commence in Q4 2018.

Two lanes of traffic will be maintained from 6.00am until 10.00pm each day. The contractor is entitled to reduce traffic to one lane outside of these hours. Lower speed restrictions are now in place, (predominantly 60 kph), and are being monitored and enforced by An Garda Siochana.

The Sallins Railway Underbridge contract was awarded by Irish Rail and works are proceeding as per programme. Works to date include site clearance, foul sewer diversion, and temporary embankments to enable piling works. Subject to favourable weather conditions the bridge installation will take place over the Easter Weekend 2018.

Devoy Road Link Naas – John Devoy Road to Ring Road The construction of this link road commenced in August 2017 and is due for completion in March/April 2018. Work is progressing on this project.

County Speed Limit Review The technical review of existing speed limits for the entire county is ongoing. It is expected that Pre-Draft consultations with elected members, An Garda Síochána and others will take place in the first quarter of 2018. The projected dates for the commencement of statutory procedures are as follows:

 Notice to Garda Commissioner - March 2018  Public Consultation - July 2018  Seek TII Approval - Mid August 2018  Adoption of Bye-Laws at County Council Meeting - November 2018  Specify the day bye-laws come into force - December 2018

Kildangan Railway Bridge Footpath Scheme The Part 8 proposal to provide a new footpath across the railway bridge in village and to introduce a one-way shuttle traffic system was approved by the elected members of Athy Municipal District at their meeting on the 23 October 2017.

Progress on the detailed design is positive and work is underway to secure the relevant agreements from Irish Rail.

Second Crossing of the River Liffey in Celbridge Following discussions between the Department of Transport Tourism and Sport and the Roads Department in the council in regard to the future delivery of a second river crossing in Celbridge, the council has now commenced the procedure to prepare a Multi-Criteria Analysis, (MCA). Once prepared, the Multi-Criteria Analysis will be submitted to the DTTaS who in turn will consider whether or not the proposal will be submitted to the Department of Public Expenditure and Reform for consideration. Tenders for the MCA have now been sought.

Naas and Sallins Parking Bye-Laws and Other Signage Kildare County Council has engaged an external contractor to carry out various works on signage across the county. After Slow Zone signage, (Jakes Law signage – Phase 1), was completed in December, the contractor began working on directional signage in order to avoid work in Naas Town Centre during the Christmas period. Sallins signage is due to be delivered on 26 January 2018, after which the contractor will prioritise its erection.

Proposed Parking Bye-Laws for Clane Parking Bye-Laws were adopted by the Maynooth Municipal District at their December meeting. Signs and Lines will be put in place over the coming months by the Municipal District Office.

Proposed Parking Bye-Laws for Castledermot An "in committee" meeting was held in September to discuss the submissions received and the Members requested that the proposed village playground and designated parking be included in the draft. This proposed playground is due to go to Part 8 in early 2018. The Members also requested that a public meeting be held with the community in Castledermot following the revised drawings.

Proposed Parking Bye-Laws for Kilcock Kilcock Draft Pay Parking Bye-Laws were adopted by the Maynooth Municipal District at their December meeting. Signs and Lines will be put in place by the Municipal District office in the coming months.

These Bye-Laws include the Pay and Display Park and Ride Car Park Facility on Harbour Street, Kilcock.

Athy Pay Parking Bye-Law Review The last review of Athy Pay Parking Bye-Laws was carried out by Athy Town Council in 2013. A review of the draft bye-laws is nearing completion and it is expected they will be placed on public display in January 2018. The draft bye-laws will be presented to the Athy Members at an "in committee" meeting prior to public display. Apcoa Parking Ireland commenced enforcing pay parking in Athy on 24 November 2017 and feedback has been positive.

Proposed Appointed Stands (Taxi) Bye-Laws Draft Appointed Stands (Taxi) Bye-Laws for Maynooth, Celbridge, Naas and Kilcock were on public display, with the closing date for submissions being 12 noon on 28 July.

Maynooth draft Appointed Stands (Taxi) bye-laws were adopted by the Maynooth Municipal District in October. Celbridge draft Appointed Stands (Taxi) Bye-Laws were adopted by the Celbridge- Leixlip Municipal District at their November monthly meeting. Naas draft Appointed Stands (Taxi) Bye-Laws were adopted by the Naas Municipal District Members at their December meeting. Kilcock draft Appointed Stands (Taxi) Bye-Laws were adopted by the Maynooth Municipal District at their December meeting.

Clane Parking Bye-Laws were adopted by the Maynooth Municipal District at their December meeting with the inclusion of a part time appointed taxi stand. A draft appointed taxi stand bye-law for Clane is currently being prepared and will be placed on public display in early 2018.

Maynooth Northern Outer Orbital Route Rathoath Municipal District members approved the Part 8 for the section of the Outer Orbital Route which connects the Moyglare Road with the Dunboyne Road in Maynooth. However this decision is now the subject of a Judicial Review. The developer that has proposed to construct this section of the MOOR is now awaiting the outcome of discussions with Irish Water in regard to Water and Waste Water capacity issues. Discussions were held with senior management from Irish Water and consequently Irish Water has engaged consultants who are currently investigating short term and long term solutions for improving the Foul Sewer network capacity across North Kildare.

Athy Distributor Route Following confirmation of An Bord Pleanála approval, In November the council published a Notice of Confirmation, in accordance with CPO requirements. There is a statutory 8 week appeal period, and it is anticipated that the scheme will be confirmed on the 23 January 2018.

Preliminary works on the ground will commence in 2018 in advance of the main contract. A formal decision regarding funding for next phase of this project is expected in late January.

Initial consultations have been held with the two housing estates most impacted by the proposed Athy Distributor Route.

Replacement of the Machinery Yard The council Machinery Yard and Stores is currently located in Newbridge. It is proposed to relocate the machinery Yard and maximise the use of the existing site in

Newbridge. The design services contract commenced in early April. The aim is to commence statutory procedures in Q2, 2018.

Newbridge Transport Plan While the Kildare Newbridge Municipal District members were previously advised that the NTA will not fund a Traffic Management Study for Kildare town, positive discussions were held with the NTA on 30 November 2017 regarding the preparation of a Transport Plan for Newbridge. The NTA will now hold a consultation workshop with the Kildare Newbridge Municipal District members after their February meeting.

NTA GDA Cycle Network Design (Naas) Three schemes are being advanced to Public Consultation Stage and this work is funded by the NTA. The Part 8 public consultation process for the Naas to Kill Cycle Scheme commenced on 3 October 2017. The closing date for receipt of submissions was 15 November 2017. The Submissions Report and Chief Executive’s Report are now under preparation for issuing to the elected members.

The Greenway from Newbridge Road (Naas) to Sallins train station will proceed to Part 8 in Q1 2018.

Kildare-Newbridge Municipal District Office

Great Connell Road/Pfizer Roundabout Road Improvement Works, Newbridge Works are now complete.

Maddenstown Road Improvement Works, The Curragh This scheme commenced in December 2017 and is expected to be completed in January 2018.

LPT/Pay Parking Projects

The Kildare-Newbridge Municipal District Area commenced the tendering of the 2017 LPT works in December 2017. It is intended that the remaining 2017 LPT works will be tendered in early 2018 and will be carried out with the 2018 LPT in the first half of 2018.

Road Works Programme 2018 The Kildare-Newbridge Municipal District Area will be finalising a list of restoration improvement and restoration maintenance schemes for 2018 in the early part of 2018.

Road Maintenance Works The Kildare-Newbridge Municipal District Office will be continuing to carry out the following works in 2018:

1. Gully cleaning, maintaining water cuts and related work;

2. Renewal of road signage; and

3. Renewal of road markings and provision of new road markings.

Temporary Road Closure – Liffey Terrace, Newbridge The L-70373 Liffey Terrace, Newbridge will be closed from 08/01/2018 to 16/03/2018 to facilitate road reconstruction works at this location. Liffey Terrace will be closed from the junction with Main Street, Newbridge to its junction with L-70372 Liffey View, Newbridge.

Dublin Road Corridor/Poplar Square, Naas The council has appointed the consultant for the detailed design and contract documentation preparation phase of this project. A project execution plan was submitted to the NTA for discussion.

The NTA has advised the council that funding for projects in Kildare will have to be managed in accordance with limited resources at their disposal during 2018 and 2019. As a result the work on this project will have to be managed in accordance with the availability of funding.

Following initial discussions in December with the NTA, we now await the NTA Programme of Works 2018 which should be issued in January.

Maynooth Municipal District

Clane Junction improvements at McCormack’s garage and Ballinagappa/Main Street Clane were approved at the January Maynooth Municipal District meeting under Section 38 of the Roads Act.

Prosperous The Part 8 proposal for the Prosperous Town Park was approved by the Maynooth Municipal District in December. Final design will now commence with the objective of proceeding to construction tender in April.

NTA - Funded Schemes - (1) North South Corridor Maynooth - Phase 4 (Glenroyal junction to Leinster Street via the Harbour Field)

This project commenced on 6 November and is scheduled to be completed by February 2018. This project will be a significant undertaking, and will unfortunately result in substantial inconvenience to the motorists and pedestrians in Maynooth.

The design for Phase 6 of this scheme (Moyglare Road) has also commenced, and we are currently working towards a construction start date of June 2018. This work is being managed by Brigette Rea in Road Design.

(2) Greenway between Maynooth and Dublin County Boundary Detailed design of this section of Greenway is ongoing. The aim is to seek tenders for construction in the first quarter of 2018. Topographical surveys, tree surveys and ground investigations are also under way.

This scheme will consist of the construction of a cycleway and pedestrian facility along the canal tow path. The scheme is 8.4km in length and will consist of a 2.5 to 3m wide shared walking and cycling facility.

This project is being managed by Celbridge/Leixlip Municipal District Staff.

Civil Defence Kildare Civil Defence events during December 2017

 Kildare Civil Defence provided Traffic Management and First Aid assistance at the Christmas Market Event at Castletown House, Celbridge over 3 days.

LEO Report

The Local Enterprise Office Kildare has seen a large increase in the number of companies looking for financial assistance which has resulted in an increase in the number of jobs supported in 2017. This means as direct result of LEO funding 184.5 new jobs were created in County Kildare in 2017.

2018 will see the launch of Kildare initiatives to further support companies in the region, LEO are investing in a myriad of sectors including; student entrepreneurship, women in business, tech companies, non tech, service providers, retailers, food and 3rd level initiatives in addition we are currently planning an exciting line up for Enterprise Week (March 5- 9) which guarantees to create impact for business in County Kildare whatever the stage.

All this of course is only possible with the dedicated support of our staff.

Launch of 2018 “Streetscape Paint Scheme”

Painting Grant Schemes aims to provide a financial incentive to building owners and occupiers to invest in the visual appearance and maintenance of their buildings, and also to help improve the character, appearance and overall attractiveness of these historic and valued areas of Towns and Villages across the county.

New Brochures to promote the scheme have just been launched and will be available to all elected members on the 29 Jan 2018.

Showcase – Ireland’s International Creative Expo returns to the RDS, Dublin from Sunday, 21 to Wednesday, 24 January 2018

One of Ireland’s largest international trade shows, Showcase has enjoyed very strong growth over the past two years, with estimated sales orders generated at the show growing from €18.4 million to over €21.2 million at last year’s show, equating to an annual market value of €140.4 million. Local Enterprise Office Kildare has supported 3 creative businesses to take part in the Local Enterprise Showcase:

 Sonia Deasy has grown cosmetic brand Pestle & Mortar from Newbridge into a multi-award winning skincare brand with stockists in 6 countries across 3 continents including the USA.

 Based in Naas, Sean Curran is exhibiting prints of his own artwork in various sizes, mounted and packaged ready to be used as gifts. The images are scenes of Ireland and flora, many of which are also available as greeting cards.

 Ciara O'Keeffe is the final Kildare exhibitor at the Local Enterprise Showcase, bringing a unique range of Irish ceramic sculpture that draws inspiration from marrying rich Irish cultural heritage with varied contemporary history.

Economic Outlook 2018 Briefing

A new year also means new opportunities. The Economic Outlook Business Briefing is designed to provide businesses and attendees with a practical insight into how the 2018 environment will look both locally and nationally.

The Online Trading Voucher Seminar is a one evening seminar in which interested businesses can learn ways to best utilise their Online Trading Voucher.

For many businesses, the question is not whether to trade online, it's how to start. Designed to assist small businesses, the Trading Online Voucher Scheme offers training and advice, along with financial assistance of up to €2,500.

This is a unique programme under the National Digital Strategy, funded by the Department of Communications, Climate Action and Environment and provided by the nationwide network of Local Enterprise Offices (LEOs). The scheme is a matched-funding prospect where the maximum amount payable is €2,500 or 50% of the eligible cost (whichever is the lesser), exclusive of VAT.

Kildare food businesses to connect with specialist training & mentoring

30 food businesses are to avail of specialist training and mentoring to help develop their businesses. A collaborative project between Kildare County Council and the Local Enterprise Office is a programme of market led innovation, best practice transfer and product and service development. Importantly, it will create a synergy between the food sector and support agencies in the county that will aid their development growth and sustainability.

New craft network to be launched in March/April 2018

Following on from the success of MAKE IT KILDARE CRAFT CHRISTMAS A new craft network, will be launched in March /April 2018 .The network will consist of established designer makers, who create high quality home ware, gifts and wearable pieces. The entire group, which is made up of jewellery makers, furniture makers, textile artists and designers, wood turners and ceramicists, live and work in Co Kildare. Funded by the Local Enterprise Office in County Kildare as part of the business supports of the council, the formation of this group comes at a time of renewed interest, both in Ireland and internationally, in making and the handmade and the members of the group are keen to emphasise their individual craft roots.
