Statewide Sexual Assault Conference May 23, 2013 Springfield, 2013 HONOREES ICASA is pleased to honor these seven stalwarts of the anti- rape movement. Each of the honorees has toiled side by side with rape crisis centers in the effort to improve services to victims of sexual assault, pass legislation to end sexual violence, and improve funding for rape crisis centers. Their contributions to the movement have been many and we thank them for their efforts in standing with ICASA “Changing Policies, Changing Worlds.”

REP. SARA FEIGENHOLTZ Sara Feigenholtz was first elected to the Illinois General Assembly in November of 1994 and represents three very progressive areas in the city of Chicago, which include Lakeview, Lincoln Park and Near North neighborhoods. Her legislative efforts reflect the needs of her constituents and the greater needs of the State of Illinois. ICASA is honoring Representative Feigenholtz today for her tireless advocacy to protect, and even increase, the funding for rape crisis centers in Illinois. As the chairperson of the House Appropriations Human Services Committee, she welcomed ICASA advocates and supported open dialogue among committee members, all in an effort to preserve rape crisis funding. Rep. Feigenholtz has authored and championed legislation that runs a gamut of issues including adoption reform, contraceptive equity for women, affordable and accessible health care, environmental issues and improving the quality of education in Illinois. Rep. Feigenholtz has always made health care a legislative priority. She has authored a myriad of

Moxie 2013 legislation for the expansion of screening, diagnosis and treatment for women and successfully passed legislation requiring prescription drug plans to cover contraceptives. Rep. Feigenholtz hopes to continue enacting effective and progressive legislation that represents the people of Illinois.

CINDY HORA Cindy Hora received her B.A. from the University of Illinois, Urbana- Champaign, and her J.D. from Harvard Law School. ICASA is honoring Cindy Hora for her dogged determination and extraordinary legal skills in advocating for Illinois’ constitutional amendment to strengthen and enforce crime victim rights. Cindy spent almost two decades with the Criminal Division of the Alaska Attorney General’s Office, representing the state in all levels of state and federal courts. She handled two cases in the United States Supreme Court -- one involved the constitutionality of a sex offender registration law and the other involved the standard of review in federal habeas corpus cases. Before relocating to Illinois, she worked at the Alaska Office of Victims’ Rights, a legislative agency that represents crime victims. The National Crime Victim Law Institute honored Cindy in 2006 with its Legal Advocacy Award. In February 2007, Cindy joined the Crime Victim Services Division in the Office of the Illinois Attorney General, where she oversees the Crime Victim Compensation Program, the Violent Crime Victim Assistance Program, the Automated Victim Notification Program, the Sexual Assault Nurse Examiner (SANE) Program, the Statewide Victim Assistance Program, and the Illinois Victim Assistance Academy. During the past three years, Cindy has furthered the Attorney General’s legislative agenda, working on victims’ rights issues, stalking laws, changes to the crime victim compensation program and changes to protective orders. Moxie 2013 SEN. TOI HUTCHINSON Toi Hutchinson joined the in 2009 and has continued to serve the residents of the 40th District, which includes the south suburbs of Chicago and small farming communities in rural Iroquois County. During her tenure in the Senate, Hutchinson has passed 70 pieces of legislation that have been signed into law. ICASA is honoring Senator Hutchinson for being the brave face on behalf of rape victims and rape crisis centers in sponsoring the Live Adult Entertainment Facility Surcharge Act. Hutchinson never wavered in her commitment to passing this groundbreaking legislation despite intense media scrutiny and numerous attempts by opponents to sway her. Her dedication to the “strip club tax” and rape crisis services in general is crucial to the successful future of rape crisis services. She is an invaluable ally to rape victims and the crisis centers that support them. During her time in the Senate, Hutchinson also teamed with Attorney General Lisa Madigan to bring forth legislation requiring testing of all sexual assault evidence collection kits, also known as rape kits, within 10 days of obtaining evidence. Hutchinson earned a bachelor’s degree in English from the University of Illinois Urbana-Champaign and was a student at Northern Illinois University’s School of Law when she began her first term in the Illinois Senate. Hutchinson and her husband, Paul, live in Olympia Fields with their three children.

Moxie 2013 JENNIFER BISHOP JENKINS Jennifer Bishop Jenkins is the sister of Nancy Bishop Langert, who along with her husband Richard and their unborn child, were murdered in Winnetka, Illinois in 1990. Inspired by her sister Nancy’s dying words of love, Jennifer has spent the last two decades advocating for violence prevention and supporting crime victims. ICASA is honoring Jennifer for turning a personal tragedy into persuasive advocacy, and advancing the cause of victims’ right with poise, compassion and grace. A past victim of domestic violence and sexual assault, Jennifer is now a professional victims’ rights consultant as the Director of Marsy’s Law for Illinois and IllinoisVictims.org. Jennifer taught high school social studies for 25 years and was a high school Dean of Academics before she retired in 2005. Jennifer went on to become the National Program Director for Victims and Survivors for the Brady Campaign to Prevent Gun Violence. She has worked with troubled youth and violent offenders in Restorative Justice programs and for gun violence prevention. In 2003 in Chicago, she was honored with the Brigid Award by Concern Worldwide for her humanitarian work. Jennifer has served on many national and state boards of directors, and has been appointed by the Governor of Illinois to the state’s Capital Punishment Reform Study Commission. She is an advisor to the bi-partisan U.S. Congressional Victims Rights Caucus, and is in her second term on the U.S. Sentencing Commission’s Victims Advisory Group. She is the President and co-founder of the National Organization of Victims of Juvenile Lifers and also founded IllinoisVictims.org to protect the voices of crime victims in public policy matters that impact them.

Moxie 2013 CHICAGO ALLIANCE AGAINST SEXUAL EXPLOITATION (CAASE) CAASE envisions a community free from all forms of sexual exploitation, including sexual assault and the commercial sex trade. Founded by Rachel Durschlag in 2006, CAASE addresses the culture, institutions, and individuals that perpetrate, profit from, or support sexual exploitation. CAASE’s work includes prevention, policy reform, community engagement, and legal services. Lynne Johnson CAASE is the lead agency for End Demand Illinois (EDI), a statewide campaign that seeks to transform the community's response to prostitution. EDI is working to end the routine arrest and re-arrest of women and girls in prostitution and instead proposes a statewide system of supportive services for survivors of the sex trade. In addition, EDI advocates for new tools and resources to allow law enforcement to begin arresting, charging, and prosecuting pimps, traffickers and customers who create the demand for the sex trade. Lynne Johnson has been working to end violence against women for 14 years. In July 2009, Lynne joined the Chicago Alliance Against Sexual Exploitation and serves as its policy and advocacy director, where she leads the End Demand Illinois campaign. ICASA is honoring CAASE and Lynne for their visionary leadership and determined advocacy in advancing a multi-year legislative agenda for Illinois that supports women who have been trafficked and prostituted. After moving to Chicago in 1999, Lynne managed domestic violence and rape crisis programs and advocated for improved community responses to violence against women. She continues to work with rape crisis center staff as a trainer for the Chicago Rape Crisis Hotline. Moxie 2013 ROSE MARY MEYER Rose Mary Meyer, BVM has long been engaged in education and advocacy for societal change in favor of women's rights. She worked for passage of the Equal Rights Amendment in Illinois, was on the board of Women for Guatemala, and was director of the national women's office for her Congregation, the Sisters of Charity, BVM. For 11 years she has been director of Project IRENE (Illinois Religious Engaging Nonviolent Endeavors), an initiative of the Leadership Conference of Women Religious in Illinois. A focus of Project IRENE is the well-being of women and children in Illinois. It seeks to make the cry of wounded children and women known, and impact systematic change. Rose Mary is a voice for the people, whether the issue is fair wages, immigration rights, environmental issues, or the rights of prostituted women or victims of sexual violence. Rose Mary believes in the power of networking to create change. She is awed by the resilience and creativity of those engaging in the struggle for survivors' rights. ICASA is honoring Rose Mary for her patient and unwavering advocacy at the Capitol on behalf of survivors of sexual assault, trafficking and prostitution. She is one of the many unheralded advocates working tirelessly to help victims and make Illinois a better state.

Moxie 2013 LT. GOV. SHEILA SIMON Lieutenant Governor Sheila Simon offers a lifetime and legacy of public service. She is a lawyer, teacher and working mother. ICASA is honoring the Lt. Governor for fearless leadership in supporting the Live Adult Entertainment Facility Surcharge Act. She traversed the state from Belleville to Arlington Heights, lending her support to the bill and rape crisis centers during its passage. Simon graduated from Georgetown University’s law school in 1987. Instead of choosing to work at a large corporate law firm, she chose to serve clients without financial resources at Land of Lincoln Legal Assistance. She advocated there for people facing domestic violence, discrimination and loss of housing. Simon then prosecuted DUI and domestic violence cases as an Assistant State’s Attorney in Jackson County. Four years later, she helped launch the Southern Illinois University School of Law's domestic violence clinic while also teaching legal writing as part of the faculty. The domestic violence clinic continues to serve clients and train law students today. As Lieutenant Governor, Simon’s mission is to make government more accountable, accessible and transparent for the taxpayers of Illinois. She acts as the Governor’s point person on education reform and is leading efforts to increase college completion, inspire ethical government, protect our military bases from closure, improve services in rural areas and keep our waterways clean and safe. Simon and her husband, Perry, were married in 1987, and they have two daughters, Reilly and Brennan. Filling out their extended family are the members of Simon’s band, Loose Gravel, with whom she has performed the banjo and bassoon for more than 10 years.
