In relation to "nothing unusual seen here for a narrow rural road in the winter months and especially in comparison to many other country lanes" - I fail to see how the poor condition of other roads that have not been maintained sufficiently is in any way a standard that can be used to compare against! This road is not (should not be) a 'narrow country lane' - the tarmac area is sufficiently wide enough for 2 vehicles to easily pass each other. It however now looks like a narrow country lane because there is so much mud that has built up at the sides over the years due to lack of maintenance.

Over the last 2 days, my partner and I have dug out somewhere in the region of 40 wheel barrow loads of mud from between the old railway bridge, reclaiming about 1 meter of tarmac on one side and about 1/2 meter on the other side. In some places, this mud was around 1 foot deep. We even uncovered 2 storm drains that were completely buried. Please see attached picture that shows the drain, how far it is back from the road (picture taken AFTER we had dug out all the mud to widen the road again) and just how deep the build up of mud is. The tarmac initially went from wall to wall between the bridge - we have not dug it out that far due to the poor condition of the surface underneath caused by lazy re-surfacing over the years and only surfacing between the mud rather than clearing it first.

Width of road significantly reduced due to amount of mud washed onto carriageway and built up at sides - particularly bad around old railway bridge and just prior to 'Selham End' on bend - this is a blind bend which has been reduced to single vehicle width causing a road safety hazard - if vehicles meet on the bend, they have to reverse with no view of traffic approaching them. This could do with a JCB or similar to drive along and scrape off build up - in places, 2-3ft of road has been lost. Utility inspection covers in the carriageway (water, BT etc) are now buried under the mud.

Build up of mud at side of road between Selham End and Selham Lodge (opposite entrance to farmland) means that rainwater is unable to enter drainage ditch and road is regularly flooding, often becoming impassable by cars. Currently the limit is the national speed limit (60mph) which is totally unsuitable and unsafe for this small rural village.

The proposal is that the limit be reduced to 30mph through the village extending along Selham Road from the junction of the A272 south to just after the old railway bridge, just beyond The Three Moles Inn and from Selham Road, west along unnamed road towards Ambersham, ending just after Manor Farm (proposed area shown in red on attached file).

I believe this proposal meets the requirements in the WSCC speed limit policy route assessment with frontage development on at least 50% on one side of the road. This is an area with exceptionally high numbers of walkers and cyclists due to its location in the heart of the SDNP with no footpaths. In the interests of safety, this speed limit needs reducing.
