Today’s hearing is entitled, ‘‘Good for the Bottom Line: A Review of the Business Case for Diversity and Inclusion.’’ I now recognize myself for 4 minutes to give an opening statement. Thank you, everyone, for joining me today for this trailblazing hearing of the Subcommittee on Diversity and Inclusion. This hearing speaks to the foundation of why this subcommittee exists because diversity and inclusion is a business imperative. Those who embrace it will be more likely to prosper, and those who ignore it will be more likely to fail. According to a study conducted by McKinsey & Company enti- tled, ‘‘Delivering Through Diversity,’’ researchers have found that companies in the top 25 percent for gender and ethnic diversity on executive teams were 21 percent and 33 percent more likely to out- perform on profitability, while companies in the bottom 25 percent for both gender and ethnic diversity are 29 percent less likely to achieve above average profitability. Today’s hearing seeks to set the stage and highlight the positive, tangible ways diversity leads to greater financial performance. This topic does not stop at the jurisdiction of this committee either. Accord- ing to a Harvard Business Review article entitled, ‘‘How Diversity Can Drive Innovation,’’ employees at diverse companies are 45 per- cent more likely to report that their firm’s market share grew over the previous year, and 70 percent more likely to report that the firm captured the new market. It is also important to remember that diversity and inclusion goes far beyond race and gender. There are many studies that I could quote, but studies by Intel show that improving ethnic and gender diversity in the United States technology workforce rep- resents a massive economic opportunity that could create between $470 billion to $570 billion in new value for the tech industry. There are also studies, I am pleased to say, through the National Minority Supplier Development Council that reinforce this. This is not new to us. For many decades we have been working on diver- sity, so I am proud to have today’s hearing establish new policy set- ting for diversity and inclusion established by the Democratic Ma- jority under the leadership of Full Committee Chairwoman Maxine Waters. I look forward to hearing from the expert witnesses today on how to tackle the business case and to further take action in trans- forming the culture of the financial services industry and beyond. I reserve the balance of my time for the Chair of the full Finan- cial Services Committee, Chairwoman Maxine Waters. Diversity can also help drive productivity, innovation, and good decision-making. When we talk about how diversity is good for business, I appreciate that it can encompass several different fac- ets. As we have previously written, the final passed version of the American Rescue Plan Act (Public Law No: 117-2) does not clearly state that townships are eligible for funding under the State and Local Fiscal Recovery Fund due to the definition of “non-entitlement unit of local government.” On May 10, 2021, the Treasury Department released long awaited interim rules on the use and eligibility of funding under P.L. 117-2. Unfortunately, the interim rules did not clarify the eligibility of townships to receive this funding, and instead states that “Treasury plans to provide further guidance on distributions to non-entitlement units in the coming days.” As you work on these final rules on the distribution to non-entitlement units of government, we ask that you make explicit that Ohio townships are eligible. Ohio townships provide critical services to their communities similar to that of cities, including police and fire protection, maintenance of roads, emergency medical services, solid waste disposal and zoning. The intent of the legislation was to provide assistance to local governments in the wake of the pandemic, and further guidance should reflect Congressional intent by deeming townships eligible. We thank you for your attention to this critical issue that disproportionately impacts local governments throughout the state of Ohio.

Duke Energy and Boeing are also on this list despite these entity’s public declarations in January aimed at their customers and shareholders that were pausing all donations for a period of time, including those to members that voted against certifying the election. The leaders, companies and trade groups associated with these PACs should have to answer for their support of lawmakers whose votes that fueled the violence and sedition we saw on January 6. Dear Members of the Texas Congressional Delegation: As Texas continues to respond to the coronavirus pandemic, providing adequate federal resources to ensure that the state can support vulnerable children and families is more important than ever. We are grateful for the federal leadership that you have already provided, and as organizations committed to educational equity, we are writing to request additional emergency aid that specifically addresses the needs of children and youth from low-income backgrounds, from communities of color, and from additional underrepresented and historically underserved groups. Our ability to meet their needs today could very well determine the fate of an entire generation and the ongoing economic recovery and future competitiveness of our state. We hope that you will support a new relief package that accomplishes the following three priorities: 1. Provides fiscal relief to states and additional dedicated funds for education. State budget cuts represent a dire threat to educational equity – especially at a time when we need our education system to be doing even more for vulnerable children and youth. Current projections show state revenue shortfalls could reach 15% in the current fiscal year and could be 25% or more in the next fiscal year, which would lead to disastrous outcomes, most acutely felt by low-income students and students of color who represent the majority of students in Texas. State lawmakers enacted systemic reforms to public education in the last legislative session, and federal resources are needed to maintain this commitment while responding to new challenges.

These incentives will play a critical role in America’s economic recovery, alleviate some of the pollution impacts that have been borne by disadvantaged communities, and help the country build back better and cleaner. The clean energy sector was projected to add 175,000 jobs in 2020 but the COVID-19 pandemic upended the industry and roughly 300,000 clean energy workers were still out of work in the beginning of 2021.1 Clean energy, energy efficiency, and clean transportation tax incentives are an important part of bringing these workers back. It is critical that these policies support strong labor standards and domestic manufacturing. The importance of clean energy tax policy is made even more apparent and urgent with record- high temperatures in the Pacific Northwest, unprecedented drought across the West, and the impacts of tropical storms felt up and down the East Coast. We ask that the infrastructure package prioritize inclusion of a stable, predictable, and long-term tax platform that: Provides long-term extensions and expansions to the Production Tax Credit and Investment Tax Credit to meet President Biden’s goal of a carbon pollution-free power sector by 2035; Extends and modernizes tax incentives for commercial and residential energy efficiency improvements and residential electrification; Extends and modifies incentives for clean transportation options and alternative fuel infrastructure; and Supports domestic clean energy, energy efficiency, and clean transportation manufacturing.
