Gregory Hitchin, CEcD Director of Economic Development City of Waynesboro

Greg Hitchin is a Certified Economic Developer (CEcD) with 15 years of Economic Development experience and has served as the Director of Economic Development and Tourism for the City of Waynesboro since April 2010. Before joining the City, Greg spent 11 ½ years as the Business Development Manager and the Treasurer/CFO of the IDA for the Onondaga County Office of Economic Development in Syracuse, New York. Prior to public service, Greg spent 20 years in Consumer Goods and Services Sales and Marketing in a variety of positions, from Sales Representative to Senior Management. He has a BS from the Rochester Institute of Technology and from the Oklahoma University Economic Development Institute. His industry involvement includes membership on several boards and committees: International Economic Development Council (IEDC), Marketing Committee; Southern Economic Development Council (SEDC), Education Committee; Virginia Economic Development Association (VEDA), Director/Vice-Chairman—Program Committee; Shenandoah Valley Partnership (SVP), Executive Committee, Chairman—Marketing Committee; Industrial Asset Management Council (IAMC), Associate Advisory Committee; Waynesboro Downtown Development, Director; Center for Coldwater Restoration, Director.

Christine Chmura, Ph.D. President and Chief Economist Chmura Economics & Analytics BLS & Co. Chris is the President and Chief Economist for Chmura Economics & Analytics, a quantitative research and economic development and workforce consulting firm located in Richmond, Virginia, that she founded in December 1999. She is a quoted source on regional and national trends in the media throughout the Mid-Atlantic and Southeast, as well as national publications such as the Wall Street Journal. She writes a monthly column on the economy for the Richmond Times Dispatch. Chris was the Chief Economist at Crestar Financial Corporation, formerly the 30th largest bank holding company in the nation. She received her Ph.D. in Business with a major in Finance and a minor in Economics from Virginia Commonwealth University in Richmond, Virginia. Her Masters in Economics is from Clemson University as is her undergraduate degree in Business Administration. Prior to spending eight years in banking, Chris was an Associate Economist at the Federal Reserve Bank of Richmond for seven years. Chris currently serves on the Governor’s Economic Advisory Board of the Commonwealth of Virginia and the Governor’s Commission on Economic Development & Job Creation. She is a former member of Governor Kaine's Commission on Climate Change, the Virginia Commonwealth University Foundation Board of Trustees and the Board of the National Association of Business Economics. Her interest rate forecasts are published in the Blue Chip Financial Forecast. The Housing Market Report publishes her forecasts of housing activity. Chris's forecasts are also available in Virginia Economic Trends, the quarterly economic report published by Chmura Economics & Analytics.

E. Wilson Davis, Jr., CEcD Director of Economic Development Chesterfield County BLS & Co. Will Davis was appointed Director of Economic Development for Chesterfield County in January of 2006. He joined Chesterfield County from American Electric Power in Roanoke, Va. where he served as State Manager of Economic Development. Previous to AEP he served as Director of International Marketing for the Governor’s Office, Virginia Department of Economic Development, where he was responsible for the State’s international investment and trade programs as well as the overseas offices. Mr. Davis’ experience also includes management positions with Rukka USA, Inc., East Coast Oil Corporation, Sears, Roebuck & Co., and as an officer in the United States Air Force Reserve. He received a MBA from Virginia Commonwealth University, a B.S. in Business Management from East Tennessee State University, and is a graduate of the Economic Development Institute at the University of Oklahoma. Mr. Davis holds the designation of Certified Economic Developer through the International Economic Development Council. He is past President of the Virginia Economic Developers Association and past chair of the Economic Developers Committee of the Virginia State Chamber of Commerce. He presently serves on the boards of Virginia Capital, John Tyler Community College, the Japan Virginia Society, and the Chesterfield Chamber of Commerce. Mr. Davis was born and raised in the Richmond area. He is married to Marice Davis, also a Richmond native. They have two daughters and two grandchildren.

Gary R. McLaren Executive Director Henrico County Economic Development Authority BLS & Co. Gary McLaren became Executive Director of the Henrico County Economic Development Authority in April of 2009. He had previously served as Deputy Director of the Virginia Economic Development Partnership (VEDP), Virginia’s primary state-wide economic development agency. He joined the VEDP in 1999 as Director of Business Development where for four years he led Virginia’s domestic and international marketing program to attract additional jobs and investment. McLaren, a native of Colorado, grew up in Milledgeville, Georgia. He graduated from the University of South Carolina in 1975 with a B.S. degree in business administration with a major in marketing. He is a 1981 graduate of the Economic Development Institute at the University of Oklahoma. Prior to joining the Virginia Economic Development Partnership, Gary served as the Director of Economic Development for Chesterfield County for eleven years. Previously he held positions as Director of Economic Development for Chesapeake, Virginia; Director of the Florence County, South Carolina Industrial Development Commission and an industrial representative for the South Carolina State Development Board. He is a past President and member of the Virginia Economic Developers Association, and previously served on the Board of the Southern Economic Development Council; he also serves on the Board of the Japan Virginia Society as Chair of the Nominating Committee. McLaren is also a member of the International Economic Development Council and the Greater Richmond Real Estate Group among other civic organizations. McLaren is married to the former Catherine Watson of Virginia Beach; they have two adult children, Matthew McLaren and Caitlin Figura.

Lee Downey Director of Economic Development City of Richmond

Lee Downey is currently the Director of Economic and Community Development for the City of Richmond, Virginia. In this position since May of 2011, he was appointed by Mayor Dwight Jones to lead the newly formed agency in a comprehensive approach to economic growth, combining both traditional economic development and neighborhood revitalization. Before joining the City's economic development team, Mr. Downey was Vice President for Business Development at McKinney and Company, a multi-discipline planning, design and construction firm located in Ashland, Virginia. His work for the firm included marketing, branding and new business development for two Virginia offices and the firm's international office in Panama City, Panama. Prior to his work at McKinney and Company, Mr. Downey held the position of Marketing Manager for McGuireWoods law firm, supporting the marketing and business development efforts of the firm's litigation teams. Before his work experience in the private sector, Mr. Downey worked as a Project Manager in the Business Development group at the Virginia Economic Development Partnership. In this role he managed a variety of location and relocation projects for both domestic and international companies throughout a variety of business sectors. During his early years at the Virginia Economic Development Partnership, he held the position of Sites and Buildings Manager, working with localities across Virginia to develop and market their product to prospective industries. In addition to his public work experience on the state level, Mr. Downey worked in a regional government role in Petersburg, Virginia holding positions with both the Appomattox Basin Industrial Development Corporation, a regional economic development group, and the Crater Planning District Commission, a regional planning organization. Mr. Downey holds a Bachelor of City Planning degree and a Masters of Planning degree from the .

John O’Neill Managing Partner Hunton and Williams

John O’Neill is the managing partner of the firm’s Richmond office and co-head of the public finance group. John’s practice focuses on public-private infrastructure development, public finance, capital finance and complex commercial lending. Substantial experience in structuring transactions for a broad range of public and private infrastructure projects, including airports, roads and highways, convention and conference centers, educational facilities, government administrative facilities and water and wastewater facilities. John received a BA degree from the University of Richmond and a JD degree from Pepperdine University School of Law and is member of the Virginia Bar. He is also a member of the American Bar Association, the Richmond Bar Association and the National Association of Bond Lawyers. John is a member and a past president of the Bond Club of Virginia. John is a Fellow, American College of Bond Counsel and the Virginia Law Foundation. Delphine Carnes Legal Counsel Crenshaw Ware and Martin

Delphine's practice focuses on project finance, public sector, affordable housing and community development, taxation, and real estate. She has been involved in the New Markets Tax Credit (NMTC) program since its inception, representing Community Development Entities, financial institutions and developers. She has significant experience structuring complex transactions, including real estate transactions that combine NMTC with state and federal historic tax credits, tax- exempt bonds, traditional debt and debt with equity features. She regularly provides tax credit training to debt providers and developers. Delphine represents Community Development Entities (CDEs); financial institutions and Qualified Active Low-Income Community Businesses (QALICBs) in connection with the New Markets Tax Credits program; public entities as Issuer's counsel in transactions involving tax-exempt and taxable bond financing; and entities in the acquisition, financing, development and disposition of real estate. She graduated magna cum laude with a J.D. degree from the T.C. Williams School of Law at the University of Richmond. In addition, Delphine received a Law Graduate Degree, European Union Law from Nanterre University, Paris, France; a Law Graduate Degree, English and American Business Law from Sorbonne University, Paris, France; and a B.A degree in French Law and a Diploma in English and American Law from Nanterre University, Paris, France. Vicki Horton Director SC&H Group

Vicki Horton remembers how in one engagement, local officials assumed that a large corporation would build its new facility in their jurisdiction, since it already had property and employees in the county. As a result, they made few concessions when the company began making plans. A nearby county with similar logistical benefits and resources was interested in talking to the corporation, and Vicki and her team were able to scope the benefits of this new location, which turned out to be similar if not better when compared to those of the other county, with one major difference: This location was willing to provide Vicki’s client with millions of dollars in tax savings and incentives. Vicki directs and manages SC&H’s Locations, Credits & Incentives services, a division of the firm’s State & Local Tax consulting practice. She has more than 20 years of professional experience in real estate, construction, economic development and location consulting, with SC&H, as well as with “Big 4” and other companies and network strategy services firms. Vicki offers her clients specialized consulting in network strategy, location and site selection, and real estate negotiation. Vicki earned a B.S. from the University of Akron and a Masters in Public Administration and Economic Development from Cleveland State University. She is an active member of the Industrial Asset Management Council (IAMC), The Association of Operations Management (APICS), The Council of Supply Chain Management Professionals (CSCMP), International Tax Professionals (ITP), and the Urban Land Institute (ULI). Vicki teaches in the Geography Department of Kennesaw State University, and has taught International Economic Development Council (IEDC) courses at Georgia Institute of Technology, the University of North Carolina, and Colorado State University. Active in numerous non-profit and community organizations, Vicki is also author of the book, The One You Feed, written to help develop key character traits in children ages 7 to 14.

Andrew Shapiro Managing Director BLS & Co.

Andrew Shapiro, Managing Director, heads the firm’s location advisory practice. He specializes in financial feasibility and labor market analyses. Andy joined the firm in 2001, having spent over a decade with the Fantus Company, Moran Stahl & Boyer and Deloitte & Touche. Andy manages the firm's alliance with Wadley-Donovan-Gutshaw Consulting. Prior to beginning his consulting career, he managed the permitting and public approval activities of PSI Realty (Public Storage, Inc.), in New England and Florida. He began his career as a planner with Fairfax County, VA. Andy serves on the editorial advisory board of Area Development Magazine and has recently published numerous articles in MultiState Taxation, Area Development, CoreNet Leader, Site Selection, Trade & Industry Development, among others. He has served as a speaker for the International Economic Development Council Annual Conference; CoreNet Global’s Chicago Summit; and Site Selectors Guild’s Spring Event. Andy is a member of CoreNet Global; the International Economic Development Council (IEDC); NAIOP, Commercial Real Estate Development Association; and Utility Economic Development Association. Andy received a B.A. degree and a M.S. degree in Urban and Regional Planning from George Washington University.

John R. Rocca Managing Director CBRE

John Rocca is a Managing Director with the CBRE Consulting practice. John is also a founding principle of the CBRE Economic Incentives Group (EIG), a specialty practice group focused on economic incentives design and negotiation in support of location strategy and site selection engagements. EIG specializes in identifying, negotiating, and securing economic incentives and tax credits for CBRE’s corporate clients across the domestic U.S. and Canada. CBRE is a Fortune 500 company, headquartered in Los Angeles, and the world’s largest commercial real estate services firm. John has been with CBRE for 12 years. His expertise spans advisory services work for data centers, office, back-office, industrial/ manufacturing plants, R&D/labs, and call centers. He has 17 years of real estate consulting experience, with specific expertise in the areas of incentive negotiations, location analysis/site selection, portfolio optimization, headquarters strategies and organizational planning services. Prior to joining CBRE in 2001, Mr. Rocca held a senior position with Deloitte & Touche performing corporate real estate advisory services, location strategy, and economic incentive negotiations corporate clients. He also served as an associate with KMG Consulting, a Los Angeles based boutique real estate and urban economics consulting firm, providing real estate economic analyses and financial consulting services for investors, developers, public and private sector clients.

Dan Gunderson, CEcD Chief Operating Officer Virginia Economic Development Partnership

Dan Gundersen is Chief Operating Officer with the Virginia Economic Development Partnership (“VEDP”), a state authority governed by private business leaders that focuses on cultivating new business investment, fostering international trade growth and encouraging the expansion of existing businesses in the Commonwealth of Virginia. Prior to his current role with VEDP, Mr. Gundersen was affiliated as Senior Advisor with Econsult Solutions, national economics research and policy consulting firm based in Philadelphia. His economic development background includes positions at the city, county, regional and state levels. He is also on the board and is a Fellow Member with the International Economic Development Council (“IEDC”), the only worldwide association for the economic development profession. He is Chair of the Audit Committee and served as Co-Chair of a task force that helped produce industry performance measures. At the metropolitan level, he led economic and workforce development efforts for Baltimore County, Maryland where he produced the County’s first economic development operations strategy, was involved with over $1 billion of mixed-use “New Urbanism” projects and developed a land use plan for developing 3,300 acres of industrial land near the fast growing Port of Baltimore. Dan began his current job in Virginia with deep senior economic development level experience in three other states: Maryland, where he was Assistant Secretary for Business Development; Pennsylvania, where he held the number two job as Executive Deputy Secretary; and New York, where he reported directly to the Governor both as Commissioner of Economic Development and as Upstate Chairman for the Empire State Development Corporation. Throughout his career, Dan and his teams helped structure deals resulting in the creation and retention of over 150,000 jobs. These projects include World, North American and/or Regional headquarters facilities. Among others, he successfully assisted Morgan Stanley with its decentralization plans following the terrorist attacks on the World Trade Center, resulting in over 600 new jobs for Baltimore’s Inner Harbor. He began his career in Philadelphia working with business leaders and the Mayor to form public/private partnerships in impoverished neighborhoods. Dan earned a master’s degree from University of Pennsylvania and bachelor’s from Hope College, and has studied at the Harvard Business School, Georgetown, and Cornell University.

Barry I. Matherly, CEcD, FM Senior Vice President Greater Richmond Partnership

Barry I. Matherly is a certified economic developer with over 20 years of leadership experience at the city, county, regional and university levels. He also interned 3 years for the United States Department of Commerce. Before a career in economic development, Barry sent 6 years as a manager for JC Penney. Currently, Barry is Senior Vice President at the Greater Richmond Partnership, a public/private regional organization that is the single point of contact for domestic and international businesses looking to locate or expand in the Richmond Virginia Region. Previously, he was the executive director of the Lincoln Economic Development Association in North Carolina, the Director of Economic Development for the communities of Goochland and Pulaski, Virginia and the Special Projects Manager at the Economic Development Assistance Center at Virginia Tech University. Mr. Matherly has a bachelor’s degree from James Madison University and a master’s degree from Virginia Tech University. He is also a graduate of the Economic Development Institute at the University of Oklahoma and a recipient of the Robert B. Cassell Leadership Award. Barry serves as the Secretary/Treasurer of the International Economic Development Council (IEDC) Board and is on the Governance Committee. Barry also serves of the Executive Board of the Economic Development Institute at the University of Oklahoma and is chair of the Scholarship/Development Committee. Barry Matherly was named one of the 40 Leaders Under 40 (2002) by the Charlotte Business Journal, recognized as a North Carolina Main Street Champion, designated as a Fellow Member by IEDC and is a Senior Fellow of the American Leadership Forum.

The Honorable Secretary of Commerce and Trade Commonwealth of Virginia

Maurice Jones was appointed Secretary of Commerce and Trade by Governor Terry McAuliffe in January 2014. Previously, Jones served as Deputy Secretary for the U.S. Department of Housing and Urban Development from April 2012 through January 2014. As the second most senior official at HUD, Jones managed the Department's day-to-day operations, the annual operating budget, and the agency's 8,900 employees. Prior to HUD, Jones was President of Pilot Media, the largest print and digital organization in Hampton Roads, Virginia. Jones joined Landmark Media Enterprises, owner of Pilot Media, in 2005, serving as Vice President of the Landmark Publishing Group, consisting of multiple newspapers, including the News & Record in Greensboro, NC; The Roanoke Times; The Capital Gazette in Annapolis, MD; and Landmark Community Newspapers, Inc., based in Shelbyville, KY. In 2006, Jones became the Vice President and General Manager of Pilot Media, and in 2008 he became President and Publisher of The Virginian-Pilot, the locally owned and managed newspaper founded in 1865. A Kenbridge, Virginia native, Jones also served as Commissioner of the Virginia Department of Social Services and Deputy Chief of Staff to then-Virginia Governor Mark Warner. At the U.S. Treasury Department, Jones was Special Assistant to the General Counsel and he also served as Legal Counsel to the Community Development Financial Institutions (CDFI) Fund and as Director of the Fund during the Clinton Administration. Jones also worked for the law firm of Hunton & Williams in Richmond, Virginia and he was a Partner at Venture Philanthropy Partners, a firm that invests millions in the Washington, DC metropolitan area to assist low-income children. Jones received a Bachelor of Arts in Political Science from Hampden-Sydney College and attended Oxford University in England on a Rhodes scholarship, where he received a Master of Philosophy in International Relations. He later received a Juris Doctor from the University of Virginia.

The Honorable Secretary of Agriculture Commonwealth of Virginia

Governor Terry McAuliffe re-appointed Todd Haymore in 2014 to serve as Virginia's Secretary of Agriculture & Forestry. Haymore became the Commonwealth's second Agriculture & Forestry Secretary in January 2010 when then-Governor Bob McDonnell appointed him to the post. In addition to serving in Governor McAuliffe's Cabinet and his duties as the chief marketing and development officer of the state's two largest industries, Haymore is responsible for two of the state's most well- known agencies, the Virginia Department of Agriculture and Consumer Services (VDACS) and the Virginia Department of Forestry (DOF). He is also responsible for the Virginia Agricultural Council. During the his tenure as Secretary, Haymore has worked closely with the Governor, General Assembly, and key stakeholders on a number of legislative and budgetary initiatives to integrate fully agriculture and forestry into Virginia's overall economic development and jobs creation platform and to better enhance the standing of the two industries in the Commonwealth, across the country, and around the world. One of the major successes of these initiatives include creating the first-of-its-kind Governor's Agriculture and Forestry Industries Development (AFID) Fund, a multi-million dollar economic development grant and loan program specifically for existing or new agricultural and forestry value-added or processing facilities. In addition, Haymore led efforts to secure new funds to open trade offices in China, India, Europe, Latin America and Canada to assist in the marketing of Virginia's agriculture and forestry products. Prior to his appointment as Secretary, Haymore served as VDACS Commissioner from August 2007 to January 2010 under Governor . VDACS is responsible for more than 60 laws and 70 regulations relating to consumer protection and the promotion of agriculture. VDACS has an annual operating budget of more than $63 million and employs over 500 staff. The agency's mission is to promote the economic growth and development of Virginia agriculture, provide consumer protection, and encourage environmental stewardship. The Department of Forestry protects almost 16 million acres of forest land from fire, insects and disease and manages 22 state forests and other state lands totaling approximately 68,000 acres for timber, recreation, water, research, wildlife, and biodiversity. DOF assists non-industrial private forest landowners through professional forestry advice and technical management programs. The agency has an operational budget of approximately $30 million and employs 287 staff. The agency's mission is to protect and develop healthy, sustainable forest resources. Haymore is a native of Pittsylvania County and was born and raised on his maternal grand-parent's farm. He began his professional career as a legislative intern in Richmond to former Virginia State Senator Onico Barker. From there, Haymore served as a legislative assistant for former United States Representative L.F Payne (VA-5th). Haymore spent most of the 1990's with Rep. Payne where he also served as the congressman's communications director, as well as deputy campaign manager of Payne's lieutenant gubernatorial bid. Following his tenure with Rep. Payne, Haymore worked For DIMON Incorporated, a leaf tobacco company that later merged with Standard Commercial Corporation to form Alliance One International. Haymore later worked for Richmond-based Universal Leaf Tobacco Company. He served in various leadership positions from 1999-2007, concluding his time with the company as Corporate Director, External Affairs and Vice President of The Universal Leaf Foundation. Todd graduated from George Washington High School in Danville. He received his Bachelor of Arts Degree in Political Science from the University of Richmond and his Masters of Business Administration Degree from Virginia Commonwealth University (VCU). Todd also completed training at the Performance Management Group's Virginia Executive Institute at VCU. Todd is married to the former Margaret Cary Lewis and they have three children, Catharine Cole Haymore and Elizabeth Whichard Haymore (twins), and Lillian Bryan Haymore.

The Honorable Terry McAuliffe Governor Commonwealth of Virginia

Terry McAuliffe is the 72nd Governor of Virginia. Since being sworn into office, the Governor has worked to grow and diversify Virginia’s economy and encourage more businesses across the nation and globe to locate in the Commonwealth. The Governor’s administration has made significant progress in building a stronger transportation infrastructure, taken steps to reform Virginia’s education system to prepare Virginia students for jobs of the 21st Century, and has restored the voting rights of more Virginians than any other governor during the same period of time. Governor McAuliffe is also committed to standing up for Virginia’s veterans. He expanded the Virginia Values Veterans initiative, which encourages employers to recruit, hire, train, and retrain our veterans. He also signed into law legislation that will provide unemployment compensation to military spouses who leave their job to accompany their spouse to a new military assignment in another state, as well as legislation that will expand access to higher education for eligible veterans’ family members. The Governor also launched the Virginia Cyber Security Commission which will put Virginia on track to become the national hub for fighting cyber-crime, and for attracting the cutting-edge jobs that come with this rapidly growing industry. And, continuing in the spirit of both transparency and innovation, he launched Data.Virginia, a new portal that gives Virginians easy access to a trove of public data from across our many agencies. Expanding access to health care is one of Governor McAuliffe’s top priorities. The McAuliffe administration recently launched Commonwealth Coordinated Care, a program that will blend and coordinate Medicare and Medicaid benefits for approximately 78,000 eligible Virginians. This innovative program, one of the first in the country, will help make life a little easier for the people affected and will also bring greater efficiencies and cost savings to Virginia’s healthcare delivery system. In politics and business, the Governor has worked with people from all walks of life and different political backgrounds. Since becoming governor, he has focused on working in a bipartisan way to help grow Virginia’s economy, expand access to health care, and increase educational opportunities for students. Governor McAuliffe previously served as Chairman of the Democratic National Committee from 2001 to 2005, was co- chairman of President Bill Clinton's 1996 re-election campaign, and was chairman of Hillary Clinton's 2008 presidential campaign. Terry and his wife Dorothy were married in 1988. They’ve attended St. Luke Catholic Church for two decades and have been involved in every sport, activity, and competition imaginable with their five children Dori, Jack, Mary, Sally, and Peter. The Governor attended Catholic University and Georgetown Law School.
