Athletics and Activities Program Review and Update Provided to the Board of Directors October 16, 2018 I) Overview

The following report provides the Board of Directors with a report detailing participation in athletic and activity programs during the 2017-2018 school year as well as areas of focus for the 2018-2019 school year and beyond. The areas of focus are: • VISION • COMMUNICATIONS • PERSONNEL • TITLE IX • EQUITY and INCLUSION • POLICY and PROCEDURE REVISIONS and IMPLEMENTATION • ATHLETIC and ACTIVITY PROGRAMMING

Department work is completed through collaboration with the Dept. Technology: Athletic personnel utilized the District’s student information system group functionality to assist in consolidating efforts related to academic eligibility and daily attendance. Athletic personnel also researched how to increase our culture of service related to registration for all programs/teams at the high school and middle school levels. The department has entered into an agreement with a new vendor to provide these registration services. The goal is that this on-line registration tool will provide families one place to register for all after school activities, including optional/overnight field trips. The new system will allow for increased ease of use, accuracy in attendance reporting, communication with families and increased participation data which will allow disaggregation by sub-group.

Field Trips: the Athletics and Activities Department worked through the 2017-2018 school year to gather feedback regarding processes associated with Administrative Procedure 2320P: Field Trips. Our department provides guidance

Specific information related to Field Trips is included in the department’s additional report.

District Committees: the Athletics and Activities Department worked through district committees to inform policy or procedural updates as well. • As requested by the board, the District Donations Policy Committee received support and guidance from the Athletics and Activities Department in their review of Policy 6114: Donations, to determine if changes were necessary. The work of the committee led to substantive changes to Policy 6114: Donations and Administrative Procedure 6114P: Donations. The committee also recommended the District adopt Policy 4120 School and District Support Organizations. • The District Athletics and Activities Director also worked to provide the board feedback related to the high school start time implementation.

Department Webpage: With a focus on providing service to all District parents and students, the department continually updates the Athletics and Activities webpage. The constant goal is to maintain up to date foundational information that allows user to find important information easily and in the same location.

Community Forums: the department continues to welcome opportunities to engage in discussion with or provide guidance to community members. The eight Community Forums hosted during the 2017-2018 school year by the Athletics and Activities Department were designed to be informational for parents and students. Approximately sixty- five community members attended the forums during the 2017-2018 school year. Topics raised during the year ranged from how to choose a program, to registration process, to high school eligibility.

In March 2018, five community meetings were organized by John Harrison and Jeff Lowell, with oversight by Jennifer Flagg Consulting and facilitated by Patricia Hughes of Trillium Leadership Consulting in . The process used to engage participants at each meeting was either a Focus Group for smaller groups or round table discussions for larger groups. All participant comments were collected and summarized by the facilitator.

Participants at each meeting were asked to answer the same five questions:

1. How does the BSD currently provide meaningful opportunities in athletic and activities? 2. What additional athletics and activities opportunities should BSD provide? 3. How are athletics and activities supported? What additional supports would help? 4. What barriers limit student opportunities in BSD athletics and activities? 5. What facility considerations could further athletics and activities opportunities for all students?

A total of 45 respectful, committed, and inquisitive community members attended the meetings, including students, parents, teachers, coaches, and community partners. They spoke openly about their perspectives and were engaged in listening and learning from each other and brainstorming ways to make improvements. The process was positive, built community and goodwill among participants, and successfully solicited diverse voices and ideas.

A few groups were frequently represented, such as robotics and Jubilee Reach, while other groups were not well represented, especially families who are not currently involved in athletics or activities, or those representing the District’s students with special needs.

In addition to the in-person meetings, an on-line survey collected feedback from 132 individuals between February 17 and April 11. Seventy-two percent of respondents were parents, followed by eleven percent students and other community members and volunteers. Survey participants represented eleven different schools.

There is significant appreciation for all that BSD already provides and the support given to students, coaches and families. A departmental action plan was developed based on information received during these meetings. The plan is included in section V of this report.

II) Program Information

Participation by gender in current programs: A of participation numbers is part of the District’s requirement to provide equitable opportunities for male and female student athletes each school year. From the data, it was determined that during the 2017-2018 school year: • Female athletes at Bellevue HS needed an additional 27 athletic opportunities to meet true Title IX proportionality. • Male athletes at Interlake HS needed an additional 2 athletic opportunities to meet true Title IX proportionality. It is likely the opportunities as reported means that Interlake met compliance with the first step of the three-part test. • Female athletes at Newport HS needed an additional 43 athletic opportunities to meet true Title IX proportionality. • Male athletes at Sammamish HS needed an additional 12 athletic opportunities to meet Title IX proportionality. It is likely the opportunities as reported means that Sammamish met compliance with the first step of the three-part test.

Each school continues to work to reach true proportionality. An emphasis across the District is how to increase all opportunities for student-athletes. To assist in this work, in November of 2018 interest surveys will be provided to students grades 6-11 to determine any unmet interests at each school that will allow for the addition of programming which will further address disparities.

A breakdown of 2017-2018 participation numbers by school and program is available upon request.

III) Athletics and Activities Offerings Across the Bellevue School District

During the 2017-2018 school year, programming through the District remained constant. • A chart of all offered high school and middle school athletic programs is available upon request. There are a total of 119 high school athletic programs and 59 middle school athletic programs across the District. • A chart of all offered high school and middle school activity programs is available upon request. There are a total of 251 high school activity programs and 109 middle school activity programs across the District.

High School Start Time: Once the change to high school start times was final, there were adjustments made to athletic programs. Practice Start Times for specific district programs were adjusted as necessary to provide ample time for practice while not requiring any program to practice too late into the evening. Additional lighting was used at one high school in the spring to help alleviate this pressure. Building athletic directors continue to work with each coaching staff to ensure this balance is maintained. 3 | P a g e

Additionally, our high schools worked with the KingCo Conference to ensure that whenever possible our athletes were able to remain focused on academics, rather than miss additional class time to attend an athletic contest. There are programs where there are no viable options for later competition times. Girls and Boys swim and golf programs are the two that are affected the most, as time provided for competitions at area pools and golf courses for away meets and matches do not align with our school day.

Transportation also provided a challenge to high schools, as there are not enough District owned buses to cover school routes and still provide transportation to all athletic competitions on many occasions. As reported last fall, this increased the number of charter buses sent to the schools, which meant a higher transportation charge to each school. Discussions with the Transportation and Finance Departments has led to some relief, however, the timing of the events and the end of school remain a challenge.

IV) Policy and Procedure Revision and Implementation

Policy and procedures oversight continues to be a focus for the department. Focus remains on educating staff, students, and parents on all board policies as they pertain to athletic and activity offerings. Athletic personnel receive a yearly document that highlights nineteen (19) critical policies and their associated procedures related to District programs. Continued training on all related policies for building athletic directors, coaches, advisors, students, student-athletes and parents is one area of focus of the department’s scheduled community forums.

The Athletics and Activities Department extended an invitation to all interested community members to join in open forums during the 2017-18 school year. The forums were intended to be educational opportunities for parents and students that will be specific to middle and high school athletics and activities. District Athletic and Activity Director Jeff Lowell and other BSD staff attended each open discussion to answer questions about athletic and activity topics that are important to the community.

Topics discussed during the forums included: • fundraising (ASB and Booster), • administrative procedure 2151P and non-WIAA sports, • administrative procedure 2151P and the District’s choice schools, • late start time, • Special Olympics/Unified Sports, • facility management for events, • facility availability for District programs and feeder programs, • communication (school and department), • middle school programming, • the transition from middle school to high school • the District’s relationship with the WIAA, • and prime time for events specific to female programs (a Title IX consideration).

Draft Athletics and Activities Strategic Plan Summary September 1, 2018 – July 1, 2020 Short Term Actions 1-2 years (based on CAG):

1) Equity and Access. There is a perceived lack of equity in the resources provided to sports (more) and clubs and activities (less), and to some sports (football) over others (middle school). There are concerns about inconsistent (elementary and middle schools) and costly (lacrosse, swimming) programs across schools, minimal offerings for differently-abled or non-competitive students, of inequitable funding by ASB, and of poor or unequal access to accurate and up-to-date information about clubs, sports and activities.

➢ We recommend an analysis of clubs, sports and activities provided and who participates; o Data collection (including demographics) by Dec. 15, 2018: By this target date, the Athletics and Activities Department will be able to provide demographic comparisons of athletic programming through Synergy, the District’s student information system. o Through Synergy, schools are utilizing the ‘group’ functionality, which then allows for a detailed collection of information for each high school athletic program. o During the 2018-2019 school year, a goal is to expand this practice to activity programs as well at the comprehensive high schools. o An additional tool to assist in the collection of data will be Final Forms. Final Forms will replace the current on-line registration process utilized for high school athletic and activity programming. The department’s belief is that Final Form’s functionality and ease of use will allow students/families at each school to easily utilize one registration platform for all extra-curricular activities, eventually incorporating overnight/optional field trips as well. ▪ With all registration following the same processes and being captured in the same database, it will provide an opportunity for more accurate data to be collected. ▪ A goal of the department is to work with middle and elementary schools through 2018-2019, sharing the tool with parent and students while training relevant staff to utilize this new tool as well.

➢ We recommend a review of how these activities, clubs and sports are resourced (equipment, access, time, coaches, funding, space, etc.) with the goal of making BSD offerings more equitable across schools and for more students o The Athletics and Activities Department works closely with the Finance Department to document revenues and expenditures related to the District’s high school athletic programming. ▪ The 2018-2019 budget planning process ended with a restructured department budget focused on tracking allocation of funds to determine whether present levels are adequate or if there are necessary adjustments to ensure the District is adequately supporting athletic programming. ▪ The 2018-2019 budgeting process also included an adjustment in resources provided to high schools to support activity programs, specifically high school robotics programs. o By June 2019, the Athletics and Activities Department will analyze resources utilized to support activities in the high schools and middle schools to determine if there are necessary adjustments to ensure the District is adequately supporting extra-curricular programming.

o By December 2019 the Athletics and Activities Department will develop a plan for increasing participation and equity in extracurricular programming.

➢ We recommend increased communication to improve access (see #2 below)

2) Communication There is a significant need to improve communication to and from families.

➢ We recommend an analysis of who does not participate and why; o Every three years, the District must administer an interest survey as part of our continual Title IX review. ▪ The interest survey is scheduled for administration in November 2018, to be included with the Panorama survey. ▪ The plan for administration was created in collaboration with the District’s Director of Research, Evaluation & Assessment. o The survey data will provide a picture of potential gaps in opportunity for the District’s middle and high school student populations. ▪ A department goal, once interest survey data is consolidated, is to determine if there are unmet interests across the District related to middle and high school athletic programming. ▪ If it is determined that there are unmet interests across the District, the department will develop a plan to add programming to meet those interests. The plan will include identification of funding sources, revision of relevant policy and/or procedural language as necessary, collaboration with other District departments as necessary, and a target date for implementation.

➢ We recommend providing broader and more consistent outreach and assistance to better inform and engage all families; o Another department goal, once interest survey data is consolidated, is to implement an outreach plan to be implemented during the spring semester, 2019. ▪ The outreach plan will focus on utilizing new means to proactively provide information to families about athletic and activity programming in the district focused on the elimination of barriers for underrepresented populations across the district. ▪ The communication will provide information at the elementary, middle, and high school levels, to include a plan for those transitioning levels. o The plan will be created in partnership with the Communications Department, the Equity Department, and community partner Jubilee Reach.

➢ We recommend extra efforts to communicate and involve families who are new to the country, new to public- school culture, new to the district, or simply new to a sport or activity, to facilitate learning and partnerships for successful and enjoyable student involvement. Creative ideas for new ways to reach out are on Page 6-7. o In addition to the outreach plan described above, the Athletics and Activities Department, in collaboration with the Communication Department will work to evaluate currently utilized communication tools, with a goal to determine additional effective avenues to ensure information reaches all District families.

o A review of current website structure, development of hard copy materials, and other media outlets will all be considered.

3) Integration of a Supportive Environment There is great desire to integrate activities and athletics across the district, school, and other organizations to increase equity, goodwill and awareness, and to enable kids to build sustainable relationships, practice leadership and learn life skills.

➢ We recommend a community-wide inventory of activities and athletics programs for integration options; o Data collection (including demographics) by Dec. 15, 2018: By this target date, the Athletics and Activities Department will be able to provide demographic comparisons of athletic programming through Synergy, the District’s student information system. o Through Synergy, schools are utilizing the ‘group’ functionality, which then allows for a detailed collection of information for each high school athletic program. During the 2018-2019 school year, a goal is to expand this practice to activity programs as well. o During the 2018-2019 school year, the Athletics and Activities Department will create and implement a formal transition plan to educate families whose students are moving from elementary to middle school and those moving from middle to high school. The transition plan will include but will not be limited to: ▪ Sharing with families how programming supports the District’s mission, ▪ Which programs are available to students, ▪ Registration processes, and ▪ Student eligibility requirements.

➢ We recommend training on anti-bullying, conflict competence/diversity, and accountability to promote positive behavior among coaches, parents and students, and to focus on the core purposes of Athletics & Activities of skills development, self-esteem and team building. (See P. 4) o A department goal is to further develop our current training plan for District coaches. The plan will be completed by January 2019. Elements of the plan include but are not limited to: ▪ Expanding current trainings. Currently, coaches receive an annual training and professional development opportunities throughout the year. Expanded opportunities to consider are on-line trainings, additional in-person trainings, and focused professional development opportunities in all areas related to program development. In developing this plan, the department will need to consider • The part-time nature of many coaches • How to provide similar opportunities to club advisors ▪ Expanded offerings will also necessitate budget considerations o A department recommendation is that beyond Diversity 1 be included in the training plan for key athletic and activity staff across the District. Key personnel will be identified by March 1, 2019.

4) Space is reported to be a common barrier to participation.

➢ We recommend an inventory of current and known future uses of all facilities, with an eye to flexing current space and adding new space under a specific, well-communicated growth plan, with a focus on identified needs: aquatic facility, robotics permanent space, fields, meeting rooms after school hours o At the high school level, as reported by the four comprehensive schools and the two choice schools, there are a total of 251 different club/after school activity opportunities for students. 7 | P a g e

▪ Bellevue reported 49 active groups ▪ Interlake reported 61 active groups ▪ Newport reported 72 active groups ▪ Sammamish reported 31 active groups ▪ Big Picture reported 14 active groups ▪ International reported 24 active groups o Overall, schools continue to face challenges as student interest grows. A specific challenge is providing space within the school house for all athletic and activity programming to meet as often as they desire in a location that allows for each group to maximize student development. ▪ As an example of this challenge, Robotics students shared past frustrations with changing work spaces for their clubs at their schools. ▪ As Robotics continues to grow within the District, the search for dedicated space for these high school clubs will present an even greater challenge. ▪ Currently, the Athletics and Activities Department has partnered with school administrations and the Facilities Department to create a solution for each Robotics club. • Bellevue High School: for the 2018-2019 school year, the club will meet in a dedicated space on campus. This arrangement will need to be reviewed after registration for 2019- 2020 courses, as the space has been utilized as a classroom in the past. Should the space be needed as a classroom, the department will seek a solution for the club that can remain in place for at least two school years. • : beginning in the fall of the 2018-2019 school year, the club will move to an off-site location for their activities. The department partnered with the Facilities Department to identify the Ivanhoe site as an appropriate location for the club. The space is large enough that there are discussions occurring to determine if the Interlake Rocketry Club will be able to share the space. The club will be there for the foreseeable future. • Newport Robotics: for the second school year, the Newport Robotics team will utilize space in ESC-West for their meetings. They continue to share the dedicated practice field in the garage as well. This arrangement will remain in place for the foreseeable future. • Sammamish Robotics: the Sammamish Club utilizes classroom space at their school and there is no indication that this arrangement will not work for many years. • International Robotics: for the second school year, the International team is utilizing an off-site facility. The club expressed that this arrangement works for them at this current time and there is no indication that the arrangement will be changed prior to the end of the five-year agreement with the building owner that is currently in place. o The District also faces a yearly challenge to provide adequate practice and competition facilities for aquatic programs. During the fall season the challenge is infinitely greater with girls swimming and boys water polo both offered. The District continues to enter into agreements with multiple privately-owned pools within the city limits to provide practice space and with the Mary Wayte Pool on Mercer Island for all swim meets.

The Department continues to engage with an community advocacy group focused on the health of aquatics programs in the city of Bellevue and beyond. The group is dedicated to an Aquatic Community Center that meets national standards for ‘best in class,’ including: broad community access and involvement, financial sustainability, effective public/private partnerships, efficient operations, and state of the art design.

o At our schools, there continues to be challenges to balance all the requests for field space and more importantly gym space in the winter. The needs of school-based programs at times comes at the expense of community use, especially in the winter time, when all athletic offerings are indoor, dwindling school week opportunities for community-based basketball and volleyball clubs. ▪ During the 2018-2019 school year, the department will work with school-based personnel to complete an inventory of current uses of all school facilities. This will be completed by June 2019. ▪ By December 2018, in preparation for a January 24 Growth and Planning Advisory Group meeting, the department will complete an outline of facility needs related to athletics and activities for each of the comprehensive high schools as well as the two choice schools.

➢ We recommend updating the policy and process for facility rental and use agreements. o There is current work ongoing to update policy 4260: Use of School Facilities and the associated administrative procedure(s). To date, there has not been any revision to these guiding documents with an athletics/activities lens.

5) Facilities improvements should be focused on: ➢ Making all facilities ADA accessible and safe; ➢ Leveraging existing spaces within the district more creatively for flex and after-school use; ➢ Consider partnering with public and private agencies to build a single center that houses a pool, homework and robotics spaces, healthy snacks and hang-out space (e.g., Lynnwood) o Much of the information included in item number 4 relates to facility improvements. o The department is collaborating with staff at each of the comprehensive high schools to compile a comprehensive list of immediate needs along with longer range facility requests to improve each school’s programs. 9 | P a g e

6) Get more information before final recommendations: This effort is not done. We propose working closely with the new Communications Director to engage three specific groups in their natural meeting spaces/events. These groups are: ➢ Those new to country, public school culture, BSD in particular; ➢ Families with students with special needs; ➢ Those for whom it’s working (we did not hear from many who have “no problems” w/ BSD) o During the 2018-2019 school year, the department will collaborate with the District’s Communications team to develop a comprehensive communication plan to provide all families with relevant information related to athletic and activity offerings. o During the 2018-2019 school year, the District Athletic and Activities Director will attend seasonal parent informational sessions to provide individuals as an additional opportunity to gather information that will inform the comprehensive plan.

Long term Actions (August 1, 2020 – July 1, 2023): During subsequent years, the work completed by Summer 2020 will allow for work to be completed in the following (general) areas:

• Revenue for athletics and after school activities: Developing additional revenue sources outside of student fees and support organization donations. The creation of a sustainable revenue stream will assist in the elimination of barriers to participation for high school and middle school students. • Implementing facility upgrades: As detailed above, there are facility upgrades to be made at each school. Once these are put in place, many of these upgrades will eliminate additional barriers to participation, as the facility will be able to accommodate more student athletes in each program. • Development of a full complement of Middle School athletic offerings: Due to several variables, middle school sports offerings vary between schools. The most severely impacted middle school is Big Picture, with the greatest barrier being the facility itself. A goal is to further develop athletic programming at the middle school level, expanding offerings beyond the current programs. • Alignment of Elementary, Middle, and High School offerings: Aligned programs will allow for more engaged student athletes, leading to greater team and individual development. • 100% retention of coaches and advisors between school years: As the District’s strategic plan focuses on retention of high quality staff, so will the department’s work. Through more focused professional development, improved systems, and other means, the goal of staff retention is key for the department. • Providing a strong foundation for educational based athletics through the WIAA: Many challenges faced by high school athletic and activity programs across the state directly correlate to the framework in which the programs must operate. As shared with the Board in the past, it will be important for the District Athletics and Activities Director to seek a position to serve the students and families of the District and all the SeaKing District schools in the role of Executive Board Representative for District 2 to enact positive change.

Other areas of focus for the department • SPLASH FORWARD: as shared above, a community group focused on developing opportunities through a new athletic center, reached out to the Athletics and Activities Director to discuss needs of the aquatic community throughout the District and the greater aquatic community. other amenities. An open line of communication has been established with our department as they look for input on ways to eliminate barriers to athletics and activities endeavors in the community.

• Additional ASB Training for Middle and High Schools: A department goal continues to be finding different ways to provide regular guidance for all school personnel related to ASB related work. By December 2018, the department will develop a plan to engage school personnel and student leaders in training opportunities to help guide their efforts to further their school’s climate and culture.

• Alignment of middle school and Jubilee Reach programming: 2018-2019 will be a year to gather specific information to determine if there are unmet interests at the middle school level as well as measuring whether there is time, space, and resources to add opportunities to middle schools. The middle school seasons have also been updated to provide those rising from eighth to ninth grade to participate in high school spring and summer activities. • Off-season strength and conditioning training. Schools will continue to staff weight rooms with experienced trainers who are able to create plans to guide students through off-season training focused on the development of functional strength and flexibility. This was necessary to increase access to this type of training for students who cannot afford private training opportunities.

VI) Financial Information

The Athletic and Activities Department collaborated with the Finance Department to create a budget framework that provides a clear picture of how resources are allocated and how those allocated resources are then utilized. The department will continue to focus on equitable spending on athletic and activity programs across all district schools through the budgeting process. This focus covers equipment necessary to offer programs, items to add value to programs (such as timing systems for track and field programs), and specific facility needs at each school.

VII) Challenges

The challenges to the work of the Athletic and Activities Department include:

• Finding dedicated time to develop and implement multiple means to train both veteran and new coaches on policies, procedures, and regulations. The department will finalize a plan to implement multiple models for training and professional development opportunities including the use of SafeSchools, online options through the National Federation of High Schools, and professional development planned and provided by Bellevue School District personnel by June 2019. • Department processes and priorities need continual refining with a goal of maximizing current administrative support provided to the District Athletic and Activities Director through the year. The department current consists of the Director and one administrative assistant. o To create and manage systems which in turn allow for the implementation of the hundreds of athletic and activity programs designed to provide increased opportunity for participation by all students o To support and guide the work of the building athletic directors as they engage in the day to day operations of athletic and activity programming, while balancing their need for direct assistance in implementing these programs. o To create and manage further training/professional development opportunities for those running programs in all areas of compliance (WIAA, SeaKing, KingCo, ASB/Finance, District Policies) o To further analyze program data with a lens on equity as detailed through Title IX. In 2018-2019 this aspect of departmental processes includes the implementation of Policy 3205 and Administrative Procedure 3205P: Prohibition of Sexual Harassment – Students o To further refine education and training opportunities for all district schools regarding all aspects of Policy and Procedure 2320: Field Trips. During the 2018-2019 school year, the department plans on taking training opportunities to groups of district staff to proactively provide guidance and training for those who sponsor field trips for their programs

The means for our department to work proactively with the district’s twenty-nine unique schools remains a challenge for the two members of the department. Therefore, our department will continue to strive to find the proper balance and creative solutions necessary to provide regular, and proactive, guidance to the hundreds of new and developing district athletic and activity programs.

VIII) Celebrations

For the third year in a row District highs schools found success when measured by the standards set forth in the WIAA’s Scholastic Cup program. The Scholastic Awards Program’s stated goal “is to recognize and reward those teams or groups that maintain a high collective academic standard. It is open to Varsity or Sub-varsity (JV, freshman, etc.) sports teams, activity squads such as Dance & Drill and Cheer squads, and fine arts groups such as bands, choirs, orchestras, dramatic troupes and forensics teams.” The WIAA utilized the Scholastic Cup as a means to recognize “performance in the classroom as well as on the playing surface. Schools that finish at the top of their respective classifications in state athletic competition receive points, as do schools that finish at the top in team academic performance.” Final Scholastic Cup Standings for the 2017-2018 school year:

• Bellevue High School finished in 3rd place in the 3A standings with 970 points. • Interlake High School finished as the 3A Scholastic Cup Champions with 1,640 points. • Newport High School finished 3rd in the 4A standings with 1,020 points. • Sammamish High School finished in 14th place in the 2A standings with 590 points.
