Subject: COMMUNITY WARDEN SCHEME / DEPLOYMENT

Summary: This paper details the proposed locations of KCC community warden deployment January --- March 2005 FOR DECISION

Background 1. (1) On 21 June 2004 Cabinet renamed the Rural Partnership to the “ Kent Community Safety Partnership’’ and agreed in principle that the Partnership scheme be expanded to include deployment of Kent Community Wardens to the urban fringes and neighbourhood areas. (2) Cabinet also decided that the N4yrs target of establishing a total of 100 community wardens should be achieved a year early and that additional resources would be made available for 2004 / 05 to finance the required increase in number of Kent community wardens (from that originally planned) to be recruited and trained during 2004 / 2005. Current Status

2. (1) The Kent Community Safety Partnership currently has 34 community wardens in post and funds, via , 10 Rural Police Community Support Officers (PCSO’s).

(2) It is anticipated that, subject to successful recruitment and training, a further 11 wardens will be deployed during December 2004 to locations previously approved by Cabinet.

New Deployment Applications

3. (1) As at July 2004 44 applications for warden deployment were on file for consultation and assessment by the Community Safety unit.

(2) Discussions were carried out with each Kent Police Area Command and District / Borough Council to ensure clarity and collaboration in appropriately and effectively deploying our community wardens amongst the considerable activity taking place by those Agencies who were, and still are, deploying Police Community Support Officers ( PCSO’s ) and Street and Neighbourhood wardens to selected areas.

(3) Between July and September each Local Board and Member was consulted regarding these applications appropriate to their areas and given the opportunity to comment. Responses received have been supportive with no adverse comments being made at this time.

(4) Of the 44 applications received, 43 have been supported by a pro forma business case (KCC set) prepared by the relevant Crime and Disorder Reduction Partnership Chairman and are confirmed by the Area Police Commander as presenting a suitable case for warden deployment.

(5) These 43 business cases have been assessed by the community safety unit as fulfilling all the necessary criteria and reaching set specification compliance as required. (See Appendix 1).

(6) Some of the locations, because of population size, crime data and weighting formula that has been factored into the assessment, will be covered by existing wardens or have been linked to an adjacent warden location.

(7) It should be noted that, of the 43 locations proposed, 16 are urban fringe estates or neighbourhoods, 7 of which are identified as S.I.P. ( Supporting Independence Programme) areas.

(8) Therefore a total of 38 wardens will be required to be recruited between January --- March 2005 which will, including the senior wardens, bring the total KCC community warden cohort to 100.

(9) It should be noted that further requests and applications continue to be received from Parish and Town councils, CDRPs, Area Police and others ( 9 presently on file).

Reviews

4. (1) The Community Warden Partnership is currently subject to a Best Value Review and, although the review is not set to report back to the Informal Members Group until December, an initial observation is that each deployment location should be reviewed on a 3 year cycle.

Recommendations

5. (1) That Cabinet approves the applications as attached at Appendix 1 for Kent County Council community warden deployment between January and March 2005 thus achieving N4Yrs target 63 and to note that this will be subject to successful recruitment and training.
