1 Purpose of Report

1.1 The Committee are asked to approve the introduction of a traffic regulation order to designate I sections of A752 Coatbridge Road, B804 Johnston Road and B806 Gartloch Road, Gartcosh as restricted roads for the purposes of Section 81 of the Road Traffic Regulation Act 1984, thereby making it unlawful for a person to drive a motor vehicle at a speed exceeding 30 miles per hour on those roads.

2 Report

2.1 The A752, B804 and B806 are located within the Northern Division of North Lanarkshire. The A752 runs generally southwards from Muirhead to . The B804 Johnston Road runs generally south-eastwards from its junction with the A752 in Gartcosh to Coatbridge. The B806 Gartloch Road runs generally south-westwards from its junction with the A752 in Gartcosh to the Council boundary with by Gartloch.

2.2 The section of A752 under consideration runs from the existing 30mph terminal point south of Lochview Terrace southwards beyond Whitehill Farm. The section of the B804 under consideration runs from the existing 30 mph terminal point east of Blades Court eastwards to beyond Inchnock Avenue. The section of the B806 under consideration runs from its junction with the A752 westwards to beyond Allison Place.

2.3 Currently the national speed limit of 60 mph is in force on the sections of the A752, B804 and B806 detailed above. The extents of the three 30 mph speed limits adjacent to these sections of roads are in force by virtue of an Order made by Strathclyde Regional Council in 1985.

2.4 Both the local Community Council and Elected Member have expressed concern regarding the speed of traffic of these roads, though primarily in connection with the A752.

2.5 A new railway station within Gartcosh is currently being commissioned, with access available from A752 Coatbridge Road. Additionally, housing developments are currently under consideration at Allison Place, north of the B806, and at the south side of Old Gartloch Road, east of the A752. A new housing development is also nearing completion to the north of the B804.

2.6 Surveys of vehicle speeds carried out on the A752 west of the M73 overbridge indicated 85 percentile speeds of 43 mph and 45 mph in the northbound and southbound directions, respectively. Between September 1997 and August 2000 on the respective sections, 5 injury-accidents were recorded on the A752 and no injury-accidents were recorded on either the B804 or the B806.

2.7 In the interest of road safety, and in consideration of the increase of vehicular and pedestrian activity and potential conflict which would ensue from the aforementioned developments, it is proposed to extend the current 30 mph terminal points on the above-noted roads.

2.8 It is proposed to:

(a) extend the current 30 mph speed limit on the A752 from the existing 30 mph terminal point south of Lochview Terrace, southwards for a distance of approximately 987 metres, to beyond Whitehill Farm;

(b) extend the current 30 mph speed limit on the B804 Johnston Road from the existing 30 mph terminal point east of Blades Court, eastwards for a distance of approximately 177 metres, to beyond the junction with Inchnock Avenue, and

(c) introduce a 30 mph speed limit on the B806 Gartloch Road, from its junction with the A752 westwards for a distance of approximately 380 metres, to beyond the junction with Allison Place.

2.9 The Council have advertised its proposal to introduce the Order by way of public advertisement, to which no objections were received. In addition, the Chief Constable, Strathclyde Passenger Transport, the local Councillor and various public and other bodies have been consulted and have offered no objections to the proposal.

3 Recommendation

3.1 That the Committee approve the introduction of the North Lanarkshire Council (A752 Coatbridge Road, B804 Johnston Road and B806 Gartloch Road, Gartcosh) (Restricted Roads) Order as detailed in this report.
