Foreword

I am delighted to learn that Bangladesh Bureau of Statistics (BBS) has successfully completed the ‘District Statistics 2011’ under Medium-Term Budget Framework (MTBF). The initiative of publishing ‘District Statistics 2011’ has been undertaken considering the importance of district and level data in the process of determining policy, strategy and decision-making. The basic aim of the activity is to publish the various priority statistical information and data relating to all the . The data are collected from various belonging to a particular district.

The Government has been preparing and implementing various short, medium and long term plans and programs of development in all sectors of the country in order to realize the goals of Vision 2021. For any pragmatic approach in formulating and evaluating development plans and programs reliable statistics are indispensible. BBS has been performing the major responsibility of supplying comprehensive and accurate statistics at the national level.

The present government, in line with its commitment to decentralize administration, has declared upazila as the focal point of administration regenerating upazila parishad through participatory elections. However, upazila level official statistics are still very inadequate. It is praiseworthy that BBS has undertaken timely program of publishing ‘District Statistics 2011’ where data representing socio- economic characteristics of upazilas of all districts will be available. I am confident that this publication will be of invaluable help to the planners, administrators, researchers, field level officers as well as other users. Various government, non-government and international organizations closely related to policy formulation and implementation may also find this publication useful.

I sincerely thank Mr. Golam Mostafa Kamal, Director General, BBS for bringing out the publication of ‘District Statistics 2011’. I hope that in future ‘District Statistics’ will be published in much more improved form to make it more effective and informative.

Preface

The ‘District Statistics 2011’ is mainly a compilation work of Bangladesh Bureau of Statistics (BBS). The decentralization policy of government has enhanced demand for timely, qualitative and comprehensive statistical data both for administrative and development requirements. The major regular publications of Bangladesh Bureau of Statistics like Statistical Pocketbook of Bangladesh, Statistical Yearbook of Bangladesh and Agricultural Yearbook of Bangladesh provide aggregate data mainly at the national and regional level. Data for smaller administrative unit like upazila often remains absent in such publications. The ‘District Statistics 2011’ emphasises to provide upazila level data.

The ‘District Statistics 2011’ provides both structural and flow-type information of almost all of the priority sectors of our national economy depending on data availability both from published and unpublished sources.

The publication of ‘District Statistics 2011’ would have not been feasible without the wholehearted co-operation of the various government, semi-government, autonomous, non-government offices and other organizations. In particular, the district and upazila level officials extended their total support and supplied all data. I like to express my sincere thanks to them and hope such co-operation will continue in future.

Background: Jessore is a district of southwestern Bangladesh. It is a part of Division. There is a controversy about the origin of the district name. The general belief is that the name of the district has been originated from the Bengali words Jasho and Har meaning loss of glory. According to another view the area was previously named as Jasor meaning bridge in Arabic because of its topography was completely intersected by deep water courses. The present name Jessore is the phonetic corruption of the word Jasor. It was firstly named as ‘Jessore’ during Raja Bikromaditto, the father of Protapoditto.

Geographic Area and Location: Jessore district is surrounded on the north by Jhinaidah district, on the east by Narail and Magura districts, on the south by Khulna and districts and on the west by India. The total area of the district is 2606.94 sq. km.(1006.00 sq. miles) of which 23.39 sq. km(9.03 sq. km miles) is reverine .The district lies between 22º48' and 23º22' north latitudes and between 88º51' and 89º34' east longitudes.

Annual Average Temperature: Annual average temperature varies from maximum 37°C to minimum 11°C. Annual rain fall is 1537 mm.

Historical Events: Jessore was the first district of Bangladesh to become independent. It gained independence from Pakistan on 6 December 1971. Jessore district belongs to the ancient Samatat Janapada. During the partition of India in 1947, Jessore was also partially divided. The entire district, except for Boangaon and thanas, was included into . The Bengali soldiers posted at Jessore cantonment mutinied against the Pakistan Army on 29 March 1971. They were led by Capt Hafiz Uddin and Lt Anwar in an uprising in which about 300 soldiers were killed. The rebels killed 50 Pakistani soldiers by machine gun fire at Chanchara.

Administration: Jessore district was established in 1781.It was reformed as present Jessore in 1984. The district consists of 8 upazilas, 92 unions, 1329 mauzas, 1419 villages.It has also 8 paurashavas, 72 wards and 173 paura mahallas. The upazilas are Abhaynagar, Bagherpara, Chaugachha, Jhikargachha, Keshabpur, Jessore Sadar, Manirampur and Sharsha.

Places to See: Sagardari, the birth place of , Remnants of the Chanchara Rajbari, Kali Mandir, Dargaha of Ghazi Kalu, Rajbari, Dighee and Mandir at Siddirpasha, Remnants of the palace of king Mukut Roy (12th century), Residence of Nawab Mir Jumla (17th century), Imam Bari built by Haji Muhammad Muhsin at Murli, Dosh Mahabidya temple and Jora Shiv temple at Murali, Jessore Collectorate Building in Daratana etc. are famous visiting places of this district.

Famous Personalities of this district: The great poet and dramatist Michael Madhusudan Datta, the great philanthropist and eductionist Mahendra Lal Bose, the great actor Dhiraj Bhattacharya and the Indian novelist Manishankar Mukherjee are great personalities in this district.

Newspapers: There are many daily newspapers in this district like Daily Kollan, Daily purbi, Daily Telegram, Daily Jessore, Daily Loksamaj, Daily Gramer Kagoj, Daily Provat Feri, Daily Somager Kagoj, Daily Spandon, Daily Raner, Daily Somajer Kotha, Daily Sottopath and Weekly Gramer Kagaj.

Main Rivers: The Bhairab and Kapotakhho are noted rivers of Jessore district.

Population: The Total population for both male and female of this district is 27, 64,547, of which male is 13,86,293 and female is 13,78,254.

Archaeological Heritage and Relics: Remnants of the Chanchara Rajbari, Kali Mandir, Dargaha of Ghazi Kalu, Rajbari, Dighi and Mandir at Siddirpasha, Remnants of the palace of King Mukut Roy (12th century), and Residence of Nawab Mir Jumla (17th century), Imam Bari built by Haji Muhammad Muhsin at Murli are notable archaeological heritage and relics of this district.

Marks of the War of Liberation: 5 Memorial, 1 mass killing site, 1 memorial preservation centre are the testimony of war of liberation of this district.

Main Crops: Paddy, jute, sugarcane, tuberose, vegetables etc. are main crops of this district.

Main Fruits: Date, jackfruit, papaya, banana, litchi, coconut etc.are main fruits of this district.

Economic situation: The economy of Jessore is predominantly agricultural. Out of the total 591 thousand holdings of the district, 63.38% holding are farms that produce varieties of crops, namely local and HYV paddy, wheat, jute, vegetables, spices, pulses, oilseeds, sugarcane and others. Various fruits like mango, banana, Jackfruit guava, coconut and betel nut etc. are grown. Fish of different varieties abound in the district. Varieties of fishes caught from rivers, tributary, channels and creeks and even from paddy field during rainy seasons. Besides crops, livestock and fishery are other sources of household income.

Non-agricultural activities also play an important role in the economy of this district.The following table-1shows the type and number of establishments along with persons engaged in those establishments by activity.

Flora and Fauna

Flora: Most of the upazilas of Jessore district lie within the lower and more fertile part of the Moribund Delta. This area is characterized by a profusion of ox-bow lakes which have water in them throughout the year; high plains well above normal flood level. The soil is high matial (Clayey), stiff and hard loam.

Among agricultural crops, rice dominates. Out of the rice crops, aman occupies the largest area followed by boro and aus. Some broadcast aman is grown mixed with aus in basin centres. Wheat and boro are grown mainly with tube well irrigation. Masur is grown mostly in the western part, gram in the northwest and mosur/lentil in the south. Jute is the main cash crop and khejur (Phoenix Sylvestris), palm (Borassus flabellifer) betel leaf (Piper betle) and mango (Mangifera indica) are also important cash crops. Vegetables and spices are grown considerably. Minor crops include mustard, khesari, linseed, cheena and sugarcane coconut cultivation increases towards the south. In addition, in the abhyanagar upazila of the zila, betel nut is grown in orchards, along with coconut (Cocos nucifera), mango, banana (Musa sapientum) and fruits such as pineapple (Ananas comosus) jackfruit (Artocarpus heterophyllus), papaya (Carica papaya), blackberry (Syzygium cumini), guava (Psidium guajiava), sofeda and custard apple.

The village homesteads are usually distinguished by different trees species, shurby plants and thickets of bamboos. The common tree species grown in the zila are babla (Acacia nilotica) sofeda (Manilkara achras), kodbel (Limonia acidissima), betel nut (Areca catechu) coconut (Cocos nucifera), jackfruit (Artocarpus heterophyllus), nageswar (Mesua nagassarium)), date plam (Phoenix sylvestris).

Mehedi (Lawsonia inermis), mango (Mangifera indica), bakul (Mimusops elengi), sajna (Moringa ovifera), debdaru (Polyalathia longifolia), guava (Psidium guajava), dalim (Punica granatum), bara mehogoni (Swietenia macrophylla), sheora (streblus asper), bhadi(lannea coromandelica), kumaribura (Mallotus albus), Jarul (lagerstroemia speciosa), black berry (Syzygium cumini), Jamrul (Syzygium samarangense), palm (Borassus flabellifer), latkan (Baccaurea ramiflora), sonalu (cassia fistula), barun (crateva magna), sissoo (dalbergia sisso), tamal (diospyros montana), deshigab (Diospyros precatorius), jambura (Citrus decumana), papaya (Carica papaya), kamranga (Averrhoa carambola), amburuj (Aphania damura), pitraj (Aphanamixis polysachya), kadam (Anathocephalus cadamba), sharifa (Annona squamosa), custard apple (Annona reticulata), wood apple (Aegle marmelos), banana (Musa sapientum), lebu (Citrus caranlifolia), hijal (Barringtonia acutangula), baria bans (Bambusa vulgaris), barak bans ( Bambusa balcooa), mandar (Erythrina ovalifolia) etc.

Common way side trees include raintree (Samanca saman), neem (Azadirachta indica), banyan tree (Ficus benghalensis), ashatha (Ficus religlosa), tamarind (Tamarindus indica), arjun (Terminalia arjuna) kathbadam (Terminalia catappa), palm (Borassus flabellifer), palash (Butea monosperma), etc.

Since the Jessore district is unique in having innumerable ponds, ditches, beels and baors, marshy and semi-aquatic places, one cannot overlook the rich aquatic vegetation of this district. Many of these aquatic plants are of great economic importance (some are of medical value, some are the sources of food for game birds, fishes and human beings also).

Some common aquatic and marsh plants comprises sola (Aeschynomene aspera), brahmi sak (Bacopa monnieri), kachuri pana (Telanthera philoxeroides), helencha (Tilanthera philoxcroides),

District Statistics 2011 Jessore District khudipana (lemna perpusilla), kalmi sak (Polygonum), singara (Trapa bispinosa), sat-sola (Sesbania paludosa), shapla/water lily (Nymphaea nouchalia), lotus (Nelumbo nucifera), keshurdam (Ludwigia adscendens) floating ferns, azolla pinnata, salvinia cucullata and salivinia natants, etc. Besides many flowers plants are grown at the homestead for aesthetic purposes. These plants consist of kamini, gardenia (Gardenia augusta) dolon champa, water lily, belee (jasminum scandens) jaba, halde karabi, common mongoose (Herpestes edewardsii) and the like.

Fauna: The fauna of Jessore district is largely similar to those of adjoining districts. Due to natural as well as human interference with their habitat, many different species of beast, birds, reptiles and insects have disappeared from the area or have become extinct. However, some of the species of various classes of fauna that occur at present in the district are recounted in the following paragraphs.

Mammals: Jessore district has a rich diversity of land invertebrate mammals, amphibians birds, replies and fresh water animals, spider, multipedes and innumerable insects. Leeches, earth worm slugs, snails, silk moths and silk worm are commonly found in the district. Commonly found mammals are benji (Herpestes edwardsi), bara benji (Herpestes edwardsi), sajaru (Atherurus macrourus), rat (Rattus rattus), Indian mole rat (Bandicota benglalensis), metho rat (Musboouga), nenti rat (Mus musculus), jackal (Canis aureus) ban biral (Felis Chaus) Indian pipistrelle (Pipistrellus mimus), tickell’s bat (Hesperoptenus tickelli), leafnosed bat (Hipposderos Galeritus) etc.

Mammals like susuk (Neophocaena phocaenoides), khek shial (Viverra gibetha), khatash (Viverricula indica) and bag khatash (Viverra zibetha) once frequently seen in the area now rare.

Birds: The avi- fauna is represented by both resident and migratory birds. The resident birds comprises doyell (Copsychus Saularis), sparrow (Passer domesticas), tuntuni (Orthotomus sutorius), panikaor (Oriolus xanthornus), tila munia (Lonchura punctulata), babui (Ploceus phillippinus), little spider hunter (Acrachnothera longirostris), mautushi (Nectarinia zeylonica), blacknaped flycatcher (Hypthymis azurea), spotted babbler (Pellorneum ruficeceps), bulbuli (Picnonotus cafer) common wood shrike (Tephrodornis pondicerianus), crow (Corvus Splendens), harichacha (Dendrocitta vagabunda), jhuti shalik (Acredotherles fuscus), bhat shalik (Seridopheres tristtis), kaliphesa (Glaucidium radiatum), holdey pakhi (Oriolus xanthrornus), katthokra (Picus myrmecophoneus), banashpati (Merops orinetalis), machranga (Alcedo atthis), khuruley pencha (Athene brama), nimpokh (Otus bakkamaena), laxmi pencha (Tyto alba), cuckoo (Cuculus microplerus), parrot (Psillacula krameri) tila dove (Streptopelia chinensis) dove (Streptopeli orientalis), botkol (Treron phoenicoptera) choto horial (Treron phoenicoptersa), dahuk (Amaurornis phoenicurus), kura (Gallicrex cinarea), lalchil (Haliastur indus), beley hans (Nettapus coromandelianus), klorchey bock (Ardeola grayii), bora sada bok (Ardea alba) etc.

Besides, various species of migratory birds are seen in a large number of beels and baors of the district during the winter. These are rajhans (Anser indicus), patarai hans (Anas crecca), lenja hans (Anasccuta), giria hans (Anas querquedula), bhuti bans (Aythya fuligula), kalo hans (Aythya ferina), choto jiria (Chradrius dubius), kada khucha (Gallinago gallinago ) little stint (Calidris minuta), badami koshai pakhi (Lanius cristatus), booted warbler (Hippeolais caligata), indian tree pipit (Anthus hodgsoni), khonjon (Motacilla cinerea), sada khonjon (Motacilla alba), common shelduck (Tadorna tadorna), gadwall (Anas strpera), common tern (Sterna hirundo) marsh harrier (Circus aeruginosus), plover (Chararius hiaticus), tufted duck (Anas fuliguna) etc.

Fishes: The district was a large number of ponds, rivers marches, beel and baors which constitute habitats for fish. With large water area the district is well stocked with fish. There is profusion of fresh water fishes in these water bodies. These fishes inculde ruhi (Labeo rohita), katla (Catla catla), mrigel (Cirrhina mrigala), calbous (Labeo calbasu) airh ( Mystas aor), boal (Wallago attu) magur (Clarias batrachus), shing (Heteropneustes fossitis), koi (Anabas testudineus) shol (Channa striatus), gazar (Channa marulius), phali (Notoplerus), bele (Glossogobius giuris), pabda (Ompox pabda) chital (Notopterus chitala), sarputhi (Puntius sarana), etc. In addition, few exotic varities of fish such as tilapia (Oreochromis mosssambicus), nilotica (Oreochromis niloticus), silver carp (Hypophthalmicthys molitrix) , grass carp (Cteropharyaguds) etc are also found in the district.

Reptiles and amphibians: Among the reptilla, tiktiki (Hemidactylus brooki) is the most common among best known. The larger tokkay is also well known. Other reptiles that are commonly seen are guisap (Varanus salvator), hungui sap (Varanus Flavisec), dhora shap (Xenoclrophis piscator) gharargini shap (Lycodon Jora), jati shap (Naja kaouthia), daraj (Ptyas mucous) etc.

The amphibians are not rich in species but very much so in numbers. Among them, the most common are katkoto bang (Rana cyanophlyctis), bhawa bang (Rana tigerina) and jhijhi bang (Rana limonocharis).

1. Population and Housing Census 2011

The population and housing census is the unique source of reliable and comprehensive data about the size of the population of the country, major socio-economic and socio-demographic characteristics.

It is the total process of collecting, compiling, evaluating, analyzing and publishing or otherwise disseminating demographic, economic and social data pertaining, at a specified time, to all persons in a country. The essential features of a population census are individual enumeration, universality within a defined territory, simultaneity and defined periodicity.

The population and housing census provides information on the geographic and administrative distribution of the population and household in addition to the demographic and socioeconomic characteristics of all the people in the country. The data from the census are classified, tabulated and disseminated so that political leaders, election officials, planners, national organizations including NGOs and civil society, regional and international organizations can use the data in decision-making.

The purpose of community report is to disseminate census data by communities (ward/mahalla in urban area and union/mauza/village in rural area). Data on all key variables namely area, household, population by sex and age group, ethnic population, literacy rate, marital status, school attendance, employment status and religion as well as physical facilities such as source of drinking water, sanitation, electricity and dwelling units have been presented in this report. The planners, researchers and policy makers as well as development partners and community administrators will find this report as a valuable reference for use in advising plans and programs for advancing welfare and well-being of the common people, in particular and the community in general.

Household

Persons, either related or unrelated, living together and taking food from the same kitchen constitute a household. A single person living and eating alone forms one-person household.

Literacy

It denotes ability to write a letter in any language. Literacy status assessment is made for population 7 years and over.

Community

It refers to the following five lower geographic, administrative or revenue units: i) Union: Smallest administrative rural geographic unit comprising of mauzas and villages and having union parishad institution. ii) Mauza: Mauza is the lowest administrative unit having a separate jurisdiction list number (J.L. No.) in revenue records. Every mauza has its well-demarcated cadastral map. Mauza should be distinguished from local village since a mauza may consist of one or more villages. iii) Village: Lowest rural geographic unit either equivalent to a mauza or part of a mauza. iv) Ward: Smallest administrative urban geographic unit comprising of mahallas and having ward council institution. v) Mahalla: Lowest urban geographic unit having identifiable boundaries. 9

Urban Area

It corresponds with area developed around a central place having such amenities as metalled roads, improved communication, electricity, gas, water supply, sewerage, sanitation and also having comparatively higher density of population with majority population in non-agricultural occupations. i) City Corporation: It includes city corporation area declared by the Ministry of Local Government. ii) Paurashava/Municipality Area: It includes paurashavas incorporated and administered by local government under Paurashava Ordinance, 1977.

2. Agriculture Census year and reference period

The census year extends over twelve consecutive months having for different census items the different reference periods or days of data collections. Some items have a year or week reference period. Some others have a specific reference day. The different census items by their reference periods or days are shown below:

Agriculture holding

An agriculture holding is a techno-economic unit of agricultural production under single management comprising all livestock kept and all land used wholly or partly for agricultural production purposes without regard to title, legal form or size. Single management may be exercised by either an individual holder or jointly by two or more individuals or holders or by a judicial person such as a corporation, co-operative or government agency. A holding may consist of one or more parcels (fragments of land) located in one or more areas or mauzas or in more than one administrative unit or division provided that all separate parcels of fragments form parts of same technical unit under operational control of same management.

The definition covers practically all holdings/households engaged in agricultural production of both crops and livestock. Some agriculture holdings may have no significant agricultural land, e.g. holdings keeping livestock, poultry and hatcheries for which land is not an indispensable input for production.

Farm holding

A farm holding is defined as being an agricultural production unit having cultivated land equal to or more than 0.05 acres. Farm holdings are classified into following three broad groups:

(a) small: Farm holdings having minimum cultivated land 0.05 acre but operated land more than this minimum but upto 2.49 acres.

(b) medium: Farm holdings having operated land in between 2.50 to 7.49 acres.

(c) large: Farm holdings having operated land 7.50 acres and above. Small cultivated land 0.04 acre or less is generally used for kitchen garden growing mainly vegetables. Often seeds of white gourd, water gourd, pumpkin and other strains are sown on households; but these creepers spread out around house roofs and other structures. As such, the minimum cultivated land considered for qualifying to be a farm holding is 0.05 acres.

Non-farm holdings

A non-farm holding is defined as being the one which has neither cultivated nor operated land or has cultivated land less than 0.05 acre.

Tenancy

Owner holdings are those having and operating their owned land and who may or may not be leasing out land. Tenant holdings are those having no owned land but operating land taken from others on share cropping basis or on other terms.

Owner-cum-tenant holdings are those having owned land and who may or may not be leasing out their own land to others and who may be taking land from others on share cropping basis or on other terms.

Agriculture work

Agriculture work signifies all activities of holder and his/her labour force doing planning, management, and operation of a holding. It includes land preparation, sowing, weeding, harvesting, feeding and tending livestock & poultry, kitchen gardening, supervising agricultural workers, keeping farm records & accounts, preparing agriculture products for marketing (including packaging), repairing farm equipment, constructing farm buildings & fences, and engaging in land reclamation and improvement and other related activities. It excludes home and other family domestic chores.

Area under pond

The pond area remains under water almost through out the year. Normally, households use pond water for various domestic and sometimes agriculture purposes. Ponds are also generally used for fish culture.

In the census the pond area data were collected separately for both single ownership and joint ownership of households.

Area under permanent crops

It is the land area planted to crops which remain standing for a long period of time and do not need to be replanted after a seasonal harvest. Mango, jackfruit, coconut, guava, lemon, and other fruit varieties are all permanent crops.

Current fallow

It is land brought into cultivation but left out uncultivated in census year for fertility regaining and improvement or for other reasons.

Net cultivated area

This is land area actually cropped during the census year regardless of number of crops grown plus current fallow. It includes areas under temporary and permanent crops and also current fallow.

Permanent fallow

It is land not available for cultivation due to coming into residence and commercial & other uses. Play ground, graveyard, wild shrubs and jungles, marshy land, and the like fall in this category.

Irrigated area

This is area of total land brought under irrigation coverage for growing crops with irrigations done through mechanical or manual means. Irrigated area classifications fall into two categories: (1) surface water irrigation with main water sources being rivers, canals, beels, ponds, and other water bodies; and (2) underground water irrigation with water lifted by shallow tube-wells, deep tube- wells, and country traditional devices. The irrigation equipments are run by electricity, diesel or petrol, or manual labour.

Temporary crops gross area

Areas aggregated for all temporary crops grown in the census year have made temporary crops gross area greater than temporary crops net area since the latter has within it the same land cropped more than once in different seasons of a year.

Intensity of cropping

It is percentage of temporary crops gross area in comparison with temporary crops net area. It is expressed as follows: Temporary crops gross area Intensity of cropping = × 100 Temporary crops net area

Cereals

Main cereals are rice and then wheat. Other cereals are jab, barley, cheena, maize, kaun, bajra and joar.

Pulses

Main and common pulses are gram, mung, lentil, arhar, gari kalai, khesari and pea.

Oil seeds

Main oil seeds are rape and mustard, sesamum, linseed, groundnut, soybean, sunflower and castor.

Vegetables

Farmers grow both summer and winter vegetables. Main vegetables are potato, brinjal, raddish, arum, lady's finger, cauliflower, cabbage, bean, tomato, patal, gourd, cucumber, pumpkin, knoll- kal-turnip, dhundal, barbati, khirai, chichinga, carrot, kakrol and sak.

Cash crop

Main cash crops are jute, mesta, sunhemp, cotton, sugarcane and tobacco.

Spices

The main spices include turmeric, ginger, chillies, onion, garlic, corriander, black cumin and ani seed.

Fuel crops

Dhaincha and other smaller plants used as cooking-fuel.
