ST. TAMMANY PARISH SCHOOL BOARD M I N U T E S May 16, 2013 he School Board of the Parish of St. Tammany, State of Louisiana, met in regular session on Thursday, May 16, 2013 at the C. J. Schoen Administrative Complex, 321 T N. Theard Street, Covington, Louisiana, at seven (7:00) o’clock P.M., (Central Daylight Savings Time). I. OPENING A. Roll Call There were present: President Elizabeth B. Heintz and Board Members Neal M. Hennegan, Michael J. Dirmann, Stephen J. “Jack” Loup, III, Charles T. Harrell, Roanne V. Tipton, Willie B. Jeter, Peggy H. Seeley, Robin P. Mullett, Ronald "Ron" Bettencourtt, Robert R. “Bob” Womack, John C. Lamarque and Mary K. Bellisario. There was absent: James “Ronnie” Panks, Sr. and Ray A. Alfred. B. Invocation C. Pledge of Allegiance President Heintz called on Mr. Loup for the invocation and the Pledge of Allegiance. D. Recognition of Visitors 1. Northshore Kiwanis Club Presentation Mr. Rick Danielson presented the official poster of the Mandeville Seafood Festival to Superintendent Folse and the Board. He said for the last seven years the Northshore Kiwanis Club of Mandeville sponsored a poster contest for the Mandeville Seafood Festival open to all junior high and high school students in the Mandeville area. Mr. Danielson recognized a recent Mandeville High School graduate for the design of the poster. E. Special Recognition 1. Superintendents Award for Outstanding Character and Citizenship Superintendent Folse said the Superintendent’s Award for Outstanding Character and Citizenship was created to honor people and programs showing outstanding character and citizenship at their individual schools. Superintendent Folse presented the award to the “Hand-In-Hand” Service Learning Project of Covington High School. Superintendent Folse asked Covington High School Principal, Mrs. Deborah McCollum, and Project Manager, Ms. Mary Martin, to join him at the podium. Superintendent Folse also honored Covington High School teachers and students who were at the meeting. Superintendent Folse said the “Hand-In-Hand” project originated seven (7) years ago and is a service learning event which teaches basis scientific concepts to visiting second grade students. He said on the April 16 “Science Awareness Day” more than 700 second grade students were brought by bus from Covington Elementary, Lyon Elementary, Folsom Elementary, Lancaster Elementary, Fifth Ward Junior High School and Lee Road Junior High School. Superintendent Folse said the students were greeted by high school students with displays featuring hands-on experiments or demonstrations of a wide range of scientific concepts. Superintendent Folse called on Mr. David Blasini of Capital One. Mr. Blasini presented a check for $750.00, donated by Capital One Bank, to the “Hand-In-Hand” Project. 2 Superintendent Folse thanked Capital One for their generous support of the Superintendent’s Award every year. Superintendent Folse also presented a finalist award to a Lancaster Elementary School student group named, “Little Citizens – Big Change.” Superintendent Folse asked Lancaster Elementary School Principal, Mrs. Susannah Welch, the teacher who nominated the group, Ms. Sarah Meyer, and students Jence Simms, Lauren Hebert and Julia Marcas to join him at the podium. Superintendent Folse said Jence and Julia decided last summer that they wanted “to make a difference” and they set up a lemonade stand to raise money for the Humane Society. He said their lemonade stand raised $130, but they also sparked an idea for an annual fundraiser for the Humane Society called “LemonAID Ambassador for Animals.” Superintendent Folse said as a result more than 100 children across the state participated this year to raise money. Superintendent Folse said once the girls saw the difference they could make they formed a non-profit group called “Little Citizens – Big Change.” He said the group helped the flooded citizens of Madisonville during Hurricane Isaac, they held an Earth Day yard sale and delivered Christmas dinners with the Covington Rotary Club. Superintendent Folse congratulated the group and Mr. David Blasini of Capital One Bank presented the group a check for $250.00. 2. Capital One Scholarship Recipients Superintendent Folse said he was pleased to be joined by Mr. Denis Schexnayder, Vice President and Northshore District Manager for Capital One Bank. Superintendent Folse said through the Capital One scholarship program, “Investing for Good,” two (2) $5,000.00 scholarships were awarded to students who recently graduated from Salmen High School. Mr. Schexnayder presented the scholarship checks to Christina Grommon and Joseph La. Superintendent Folse said Capital One’s “Investing for Good” program provides opportunities to children and youth to access and excel in educational enrichment activities that prepare them for future successes. 3. Mandeville High School State Tennis Champions Mr. Kevin Darouse, Supervisor of Administration, said on Wednesday, May 4, under the guidance of Coach Sean Esker, the Mandeville High School tandem of Cody Oregeron and Silvio Cocito-Monoc won the Division I, Boys Doubles Championship. Mr. Darouse said the Lady Skippers Tennis Team capped off their 2013 season by winning the Louisiana, Division I, State Championship at the University of Louisiana Monroe. Mr. Darouse said senior, Catherine Ragon, a UAB signee, finished her high school career winning the Division I Girls Single Championship for the second time in three appearances. Mr. Darouse said Catherine completed her high school career losing only one match which was in the 2010 state finals. Mr. Darouse said senior Brenna Keller and junior Jasmine Simon won the Division I Girls Doubles Championship. A video was presented by Channel 13. Mr. Darouse introduced and congratulated Coach Sean Esker and the Mandeville High School state tennis champions. Mr. Darouse thanked the parents and Mandeville High School Principal, Mr. Bruce Bundy. The following resolution was offered by Mr. Hennegan, with a unanimous second: WHEREAS, the game of tennis requires all players to exhibit a high level of personal commitment and self discipline thus making the game of tennis a true team sport; and WHEREAS, the Mandeville High girls tennis team did not lose a single tennis match during the regular season on its way to the Class 5A state championship; and WHEREAS, Coach Sean Esker has guided the Mandeville High boys and girls tennis teams to an outstanding season capturing the Division I, Class 3 5A State High School girls team title and doubles title, as well as the boys state doubles title and overall third place finish in state competition; and WHEREAS, this championship was the girls second team title in the past three years, with senior, Catherine Ragon winning the girls state singles championship for the second time, while the doubles team of Breanna Keller and Jasmine Simon were winners of the girls state doubles title and the boys doubles team, consisting of Silvio Cocito-Monoc and Cody Orgeron won the state boys doubles title this year, and the boys team finished third in state; and WHEREAS, the members of the Mandeville High School boys and girls tennis teams have conducted themselves with athletic distinction and have demonstrated sportsmanship and character, bringing honor to themselves, their families, Mandeville High School, and the St. Tammany Parish Public School System. NOW, THEREFORE BE IT RESOLVED, that the members of the St. Tammany Parish School Board acknowledge and congratulate Mandeville High tennis players for their outstanding season and team first approach which led to winning the Division I state high school tennis tournament, as well as Coach Sean Esker and Principal Bruce Bundy. BE IT FURTHER RESOLVED, that this resolution be spread upon the official minutes of the Board, with a copy being sent to all schools within the School System to post as a sign of congratulations to Mandeville High School. President Heintz asked if there were any questions from the Board or comments by the public, and there were none. All members present voted in the affirmative, and the resolution was declared adopted. 4. School Nurse Day Mrs. Cathy Aime, Supervisor of Administration, asked the school nurses to join her at the podium. Mrs. Aime said May 8th was National School Nurse Day, which was the Wednesday of National Nurse Week. Mrs. Aime said the nurses are precious employees who work tirelessly to serve the students of our Parish. She saluted Team Leader for the SPED Nurses, Patricia Talmage, and Team Leader for the West End Regular Nurses, Patricia Reynolds, who could not be here tonight, for they are both retiring at the close of this school year. Mrs. Aime said school nurses juggle a complex array of medical and social issues, seeing well over a thousand students and all move from school to school throughout our district. Mrs. Aime said a typical schedule does encompass immunizations, health care screenings, hearing and vision testing; dealing with accidents, diseases such as diabetes and asthma, special needs like tube-feeding, preventing the spread of disease through blood exposure; and the fallout from mental, emotional and social problems. Mrs. Aime said our school district salutes school nurses this day and every day as well as the leadership and guidance from Mr. Bill Brady. Combined, we have all made a stellar team that is and will continue to be comprehensive, sophisticated and profoundly devoted to the students in this Parish. Mrs. Aime thanked Mr. Brady for his continued reinforcement, understanding and friendship to this program. The following resolution was offered by Mrs. Seeley, with a unanimous second: WHEREAS, The National Association of School Nurses has designated May 8, 2013 as a day to honor our school nurses; and 4 WHEREAS, the St. Tammany Parish School Board recognizes the efforts of our school nurses and their association with the students of our schools; and WHEREAS, the St. Tammany Parish School Board thanks school nurses for their care and concern for the students of Louisiana and our parish; and WHEREAS, the St.
