The presentation outlined key areas of development in the local areas, the importance of the Strategy and what Objectives have to be met in order to achieve the Vision statement; ‘Rochdale Borough Council will develop and manage excellent play areas for every child in the Borough’. Resolved: The presentation be noted. 41 SECTION 106 - KINGSWAY PLAY PROVISION The Committee considered a report of the Director of Economy that sought approval to allocate Section 106 contributions from developments in the Kingsway Ward towards a new play facility at Robinson’s Common. Alternatives considered: Members were advised that the Council is required to spend Section 106 contributions in accordance with legal agreements and local and national Page 3 planning policy. Not bringing forward projects to spend Section 106 contributions in accordance with these agreements and policies risk the loss of investment in local facilities, and the refunding of monies held from Section 106 contributions where there is a time limited period for spend. Proposals that had been put forward in this report have been the subject of consultation with Kingsway Ward Members and reflected their priorities. The use of resources had been considered to maximise the funding available. Resolved: That the Township Committee approves the allocation of £7,904.76 of Section 106 contributions, from development at Moss Terrace and Bilberry Street, Rochdale, towards the development of a new play area at Robinson’s Common. Reasons for the decision: Rochdale South Township Committee had previously requested that all Section 106 Open Space funded schemes be approved by Members by way of a report to an appropriate Committee or Sub-Committee. A similar process of reporting existed in the council’s four other Townships. Therefore various costed schemes had been prepared by the Council’s Environmental Management Service and were supported by Ward Councillors. This particular scheme was within the parameters of the Section 106 agreements and the Council’s ‘Provision of Recreational Open Space in New Housing’ Supplementary Planning Document. Eligible for Call-in: yes. 42 ROCHDALE SOUTH TOWNSHIP FUNDS 2020/21 The Committee considered a report of the Director of Neighbourhoods which provided an update on revenue and capital expenditure, commitments and balances of Rochdale South Township Funds 2020/2021 and to enable the allocation of funds to proposed projects. In considering the various funding applications the Committee received oral representations from the applicant’s and/or their representatives, who were in attendance at the meeting. Alternatives considered: The Committee was asked to decide whether or not to approve the allocation of funds to projects/schemes as appropriate. Resolved: 1. The expenditure, commitments and balances of the Rochdale South Township Funds 2020/2021, as detailed in Appendices 1 and 2 of the submitted report, be noted; 2. The decisions made under delegated authority as detailed in Appendix 3 of the submitted report be noted; 3. That the Townships and Communities Manager, in consultation with the Chair, Vice Chair and Opposition Spokesperson of the Township Committee, be given delegated authority to make decisions on any deferred projects; Page 4 4. It be noted that the Townships and Communities Manager has assessed the proposed projects to be considered for funding against the criteria of eligibility for the Rochdale South Township Fund, the priorities of the Township and any specific risks have been identified in the report; 5. That applications for Township Funds 2020/2021, (as outlined at Appendix 4 of the submitted report); be dealt with as follows:- Reference Project Decision Name/Applicant RP/40/19 Training Kit for Pennine Approve an award of Juniors F.C. £915.75 RP/03/20 Managing Healthier Approve an award of Lifestyles £2,618.32 TC/27/19 Robinson Street - Knee Approve an award of Rail £1,529.40 TC/33/19 Crompton Street - Salt Approve an award of Bin £1,006.46 TC/01/20 Norden Road - Approve an award of interactive Speed Sign £2,875.00 (Option 2) TC/02/20 Balderstone Park Approve an award of Ornate Fence £16,080.00 TC/03/20 Mayfield Sports Centre Approve an award of - Grass Verge £6,122.64 Removal TC/04/20 Martlet Avenue – The Committee Speed Surveys and approves the part of the Traffic Calming application for the traffic calming measures but refuses the element of the application which relates to the traffic survey, as detailed at Appendix 4H to the report. Page 6 Agenda Item 6 Report to Rochdale South Township Committee Date of Meeting 4th November 2020 Portfolio Cabinet Member for Planning, Development & Housing Report Author Anouska Shepherd-Smith Public/Private Document Public Sites of Biological Importance Update Executive Summary 1.1 Sites of Biological Importance (SBIs) are local planning designations covering areas of nature conservation importance in Greater Manchester which contain locally valuable habitats, plants and animals. Whilst they are not statutory designations like Sites of Special Scientific Interest (SSSIs) or Conservation Areas, and therefore do not provide legal protection, they can be taken into consideration when determining planning applications which may affect the site and its nature conservation interest. 1.2 New SBIs and changes to existing SBIs are recommended on an annual basis by the Greater Manchester Ecology Unit (GMEU) and are reported to the relevant Township(s) in order that they may be adopted for planning purposes. 1.3 The latest review which GMEU have undertaken has recommended that the existing Naden Brook SBI is extended to include 1.1 hectares of additional woodland habitat in the north of the site. Naden Brook lost 0.1ha for technical reasons.

Report to Cabinet Date of Meeting 29th September 2020 Portfolio Cabinet Member for Children's Services Report Author Fay Davies Public/Private Document Public Appendix 1 - Private Secondary School Places 2021 and 2022 Executive Summary 1.1 Rochdale Council is awaiting delivery of two new mainstream Secondary schools that are being delivered by the Department for Education, DfE, through the Free school programme. The DfE will not guarantee when the schools will open until planning consent for the schools is guaranteed and until a date for practical completion is set. 1.2 Until that date the council must work to meet its statutory obligation to offer every child living in the borough a place in Secondary school. 1.3 The Schools Organisation and Development Team are working closely with the DfE to deliver the new schools as soon as possible but must also plan for the scenario where any new school places are delayed. This report details these plans. Recommendation 2.1 That Cabinet approve the release of funds from Basic Need capital funding to deliver additional places at Wardle Academy for 2021 and 2022 as detailed in appendix 1. 2.2 That Cabinet recognise that the delivery of our much needed Secondary schools through the central government Free school programme leaves the council dependent on timings and decisions by central government with regards to the delivery of those schools, and consequently puts at risk delivery of its statutory duty to offer a school place to every child living in the borough. 2.3 That Cabinet approve the release of funds from Basic Need capital funding to meet the need to deliver 120 additional places for September 2021 in existing borough Secondary schools, as detailed in appendix 1.
