Summary: Lane marking changes are to be implemented at the at the Sheffield Parkway/Handsworth Road junction. 1.0 SUMMARY

2.0 WHAT DOES THIS MEAN FOR SHEFFIELD PEOPLE

2.1 More efficient use of the roundabout will help journey times and their reliability, including for all users of the high frequency bus service 52.

3.0 OUTCOME AND SUSTAINABILITY

3.1 This contributes to the success of the Woodhouse – City Centre Key Bus Route project, while also being more efficient for all traffic in the area.

4.0 REPORT Including Legal, Financial and all other relevant implications (if any)

4.1 The scheme is part of the Woodhouse – City Centre Key Bus Route project to improve reliability, punctuality and accessibility for users of the high frequency bus service 52. At this location, both inbound and outbound buses on Handsworth Road experience delays getting on to the Sheffield Parkway/Handsworth Road roundabout. It is proposed to alter the road markings on the south eastern side of the roundabout, and on the Parkway slip road, to reflect turning movements and provide better opportunities for all vehicles to access the roundabout from Handsworth Road (especially from the south east side) as shown on Plan SD- HW04179-P1. Appropriate signing will be installed to guide motorists better on the slip road from the Parkway. The changes are planned to be combined with general highways maintenance work to keep disruption to a minimum.

4.2 Legal implications - the Council, as the Highway Authority for Sheffield, has powers under Part V of the Highways Act 1980 to implement the improvements requested in this report. As the Traffic Authority the Council also has the power under the Road Traffic Regulation Act 1984 to place traffic signals and in exercising that power the Council must be satisfied that it will secure the expeditious, convenient and safe movement of vehicular and other traffic (including pedestrians). Provided the Council is so satisfied it is acting lawfully and within its powers.

4.3 Financial implications – the scheme capital costs (for lining, signing and a small amount of additional traffic management) are covered by the existing capital approval for the Woodhouse – City Centre Key Bus Route. This is funded from the Local Sustainable Transport Fund (LSTF) Main Fund. Ongoing additional maintenance costs will be incurred in relation to the additional signing. Expenditure on similar schemes elsewhere tells us that this will be in the order of £1,500. As there is no revenue element in this project, the commuted sum will be funded out of

Page 4 of 5 Transport Traffic & Parking Services Divisional revenue budget which, in this instance – as a bus-related scheme – could include bus lane camera enforcement income.
