U povodu te obljetnice odlučili smo izraditi bibliografiju građe Zbirke knjižnične građe o Domovinskom ratu kako bi na jednom mjestu prikazali minuli rad i zahvalili svima koji su u tom radu sudjelovali i omogućili postojanje ove Zbirke. Izrada bibliografije se u najvećem dijelu obavljala krajem godine, kako bi se obuhvatilo najaktualnije stanje Zbirke, te se u 2020. počelo s uređivanjem i oblikovanjem golemog popisa koji je ovim radom nastao. Privreme- no usporeni pandemijom i karantenom, na proljeće 2020. bibliografija dobiva svoj završni oblik. Organizirana u abecednom popisu prema autorima, popisuje više od 3000 naslova knjižne građe, časopisa, sitnog tiska te elektroničke građe. Značaj Zbirke knjižnične građe o Domovinskom ratu još jednom se očitava u ovom popisu. Kroz široki raspon znanstvenih disciplina čija su gledišta zastupljena u Zbirci – povijesti, politologije, voj- nih znanosti, prava i drugih – te raznolikost umjetničke građe inspirirane Domovinskim ratom, Zbirka jasno prikazuje značaj koji je Domovinski rat imao za Hrvatsku te koliko je kao tema bio zanimljiv znanstvenicima ne samo iz Hrvatske nego i šire regije, Europe i svijeta. Ta multidisciplinarnost i brojnost stranih autora nudi čitav niz viđenja uzroka, tijeka i posljedica rata te je cilj Zbirke ponuditi cjelokupnu sliku tog važnog vremena hrvatske povijesti novim generacijama stručnjaka. S tim ciljevima na umu, na sjednici Stručnog vijeća Nacionalne i sveučilišne knjižnice u Zagrebu 9. prosin- ca 2008. godine je i utemeljena Zbirka knjižnične građe o Domovinskom ratu, čiji je prvi voditelj bio Tomica Vrbanc. Osnovana kao dio nacionalne zbirke Croatica, Zbirka knjižnične građe o Domovinskom ratu preuzima te prilagođava kriterije nacionalnog fonda te prikuplja, čuva, obrađuje i daje na korištenje građu objavljenu u Hr- vatskoj i svijetu, knjižnu i neknjižnu, bez obzira na medij, na bilo kojem jeziku, stranih i domaćih autora, koja se bavi temom Domovinskog rata ili je izdana tijekom njegova trajanja. U samom početku građa Zbirke je dobivena izlučivanjem relevantne građe iz postojećeg fonda Nacional- ne i sveučilišne knjižnice te se zatim stupilo u redovan proces nabave građe putem kupnje, zamjene i dara. U nekoliko navrata tijekom 2009. godine, prve godine rada Zbirke, poslani su pozivi za sudjelovanje u izgrađiva- nju Zbirke državnim institucijama Republike Hrvatske, nakladnicima, znanstveno-istraživačkim ustanovama, udrugama te široj javnosti putem doniranja građe. Odaziv je bio velik te se nastavio i tijekom sljedećeg deset- ljeća, čime je postao jedan od najznačajnijih vidova nabave građe Zbirke. Značajan doprinos Zbirke knjižnične građe o Domovinskom ratu za znanstvene krugove koji se bave ovom temom je i digitaliziranje članaka iz hrvatskog i inozemnog dnevnog i tjednog tiska objavljenih od 1991. do 1993. godine te obuhvaćenih trima svescima bibliografije Rat u Hrvatskoj – Razaranja 1991, Razaranja i obnova 1992 i Odjeci u stranom tisku 1991, 1992. Tijekom desetljeća postojanja, cilj Zbirke bio je i približiti svoj rad široj javnosti, što se postizalo organizira- njem prigodnih izložbi građe u okviru obilježavanja datuma i obljetnica važnih za Domovinski rat (obljetnice vojno-redarstvene akcije Oluja, Dan sjećanja na žrtvu Vukovara i slično). Približavanje široj javnosti i suradnja sa srodnim institucijama su u Zbirku donijeli i neke od najvrjednijih jedinica građe putem darova. Izrazito smo zahvalni svima koji su joj u prvom desetljeću postojanja omogućili da bude značajno središte za sva znanstvena istraživanja o Domovinskom ratu te obuhvaća sjećanja, emocije i inspiracije onih koji su ta teška vremena proživjeli. Using the public “face” of memory – monuments, museums and commemorations – I contend that Croatia’s narrative of self and self- sacrifice (hence “KRVatska” – a portmanteau of “blood/krv” and “Croatia/Hrvatska”) is divided between praising “defenders”/“branitelji”, selectively remembering its victims/“žrtve”, and silencing the Serb minority. While this divide is partially dependent on geography and the various ways the Croatian War for Independence came to an end in Dalmatia and Slavonia, the “defender” narrative remains preeminent. Kennedya 7, 10000 Zagreb, Croatia [email protected] Abstract The paper presents the process of introduction of the Nomenclature of Territorial Units for Statistics (NUTS) in Croatia. It discusses all criteria that should be applied during and constraints that disabled reaching optimal solution. First constraint was the EUROSTAT’s recommendation that the establishment of the Nomenclature of Territorial Units for Statistics should be based on the existing administrative division of the state territory. According to the main criteria (population size) the entire territory of the Republic of Croatia represents NUTS level I, existing counties NUTS level III, whereas the existing municipalities and cities fulfil criteria for NUTS IV level regions. As there are no administrative territorial units that correspond to NUTS level II, which is the main framework for the implementation of regional policy and the analysis of regional problems and analyses, the most suitable solution is the formation of this level by combining counties. The biggest problem is how to define the NUTS II level. 1. Aggravating circumstance is the fact that a longer-lasting division of real regional units, which could serve as the basis for regional development policy has never been established in the Republic of Croatia. By this fact alone, the dividing of the territory of the Republic of Croatia to second level statistical units brings with about a sensitive issue of regionalisation of Croatia and leads to political debates. Besides, the existing monitoring of statistical data on lower levels is not satisfactory, so that problem of data as the basis for quality economic analysis appeared.

It builds its argument on the interaction of international and domestic factors. In doing so, it details the origins of Yugoslav ideology as a fluid concept rooted in the early 19th century Croatian national movement. Tracing the evolving nationalist competition among Serbs and Croats, it demonstrates inherent contradictions of the Yugoslav project. These contradictions resulted in ethnic outbidding among Croatian nationalists and communists against the perceived Serbian hegemony. This dynamic drove the gradual erosion of Yugoslav state capacity during Cold War. The end of Cold War coincided with the height of internal Yugoslav conflict. Managing the collapse of Soviet Union and communism imposed both strategic and normative imperatives on the Western allies. These imperatives largely determined external policy toward Yugoslavia. They incentivized and inhibited domestic actors in pursuit of their goals. The result was the collapse of the country with varying degrees of violence. The findings support further research on international causes of civil wars.

Our own investigations of these reports, conducted during a series of fact-finding missions to Croatia in the past year, indicate that many of these reports are well-founded. We call upon you to investigate the abuses enumerated in this letter and to punish those responsible for them. We call upon you to take immediate measures to ensure that such violations of human rights do not occur again. The abuses described in this letter include violations of the laws of war in the current conflict between Croatian and Serbian forces and the Yugoslav army, including the summary execution of civilians and disarmed combatants; the torture and mistreatment of detainees; arbitrary arrests and disappearances; destruction of civilian property and the killing of journalists covering the war. In addition to violations connected with the war, Helsinki Watch has also documented restrictions on freedom of expression and the press and interference with the independence of the judiciary. Finally, we are gravely concerned about the harassment, discrimination and rising violence against Serbs not engaged in the armed conflict in Croatia. Rules of War Violations in Croatia by Croatian Forces Violations of the rules of war are often committed by local police officers and members of the Croatian army1 in areas which are under heavy siege by Serbian forces and the Yugoslav army.

The Ethics of a Justice Imposed: Ratko Mladic's Arrest and the Costs of Conditionality Marlene Spoerri , Mladen Joksic It has been 16 years since the Bosniac population of Srebrenica—a small town in eastern Bosnia—was systematically annihilated in a brutal campaign of genocide and ethnic cleansing. Over the course of several weeks, more than 8,000 people were slaughtered. The victims of Srebrenica were largely, but not exclusively, men. Some had their throats slit. Most were shot with a single gunshot to the head. Of those killed, 500 were young boys under the age of 18—some not CREDIT: Marlene Spoerri old enough to have taken their first step. Among those murdered, several dozen were women and girls. Of the survivors, many were raped and thousands were left without fathers, brothers, and sons. The arrest of Ratko Mladic, the former Bosnian Serb general accused of implementing the genocidal assault on Srebrenica, marks the closing of a difficult chapter in Serbia's history. Driven largely by foreign policymakers who have sought to condition Serbia's Euro-Atlantic integration on the arrest and extradition of suspected war criminals, Mladic's arrest adds to a long list of former presidents, prime ministers, and generals that Serbia has apprehended over the course of the past decade. Unfortunately, if promises of lucrative loans, visa-free travel, and EU membership have succeeded in driving Serbia's compliance with the International Criminal Tribunal for the former Yugoslavia (ICTY), material incentives have had far less success in inciting a process of societal self-reflection.
