George Goodwin Would like to see freight routes well signposted to discourage HGVs taking short Noted. Keevil Parish Council cuts down narrow country roads and through small villages. In particular, the Parish Council requests freight route signage at the Black Dog crossroads (A360/C20) to keep HGVs on the A360 and away from Keevil.

Jonathon Seed Fully supports the diversion of freight traffic along the A361 from Seend Fork to Noted. Councillor Littleton Roundabout. The route through Seend is totally unsuitable for freight Summerham and Seend traffic and includes a single lane pinch-point which is itself within 100 metres of a primary school.

Felicity Price Strongly supports the proposals for the following reasons: Noted. Parish Council • Dangerous, narrow and angled "pinch point" between crossing with Worton Road and main village street - likely damage to buildings. • Very poor visibility. • No pedestrian walkway. • General danger to pedestrians crossing the main street to shop, church etc. • Likely vibration damage to many listed buildings in Seend. • Noise nuisance to residents.

Altogether, the A365 is much more suitable for this type of traffic. Believes that Oak School must be able find a solution to crossing problems. CM09444 App3 1

Seend Parish Council • A bend at the eastern end of the village by Seend Park • Narrow pavements along the High Street which is used by children walking to Seend Primary School in School Road. • A dangerous pinch point by Wesley Cottage and The Hatch, where it is impossible for an HGV and a motor car to pass each other, causing vehicles to pull over into the entrance to School Road.

Headteacher, Seend Primary School • Many families with young children walk to school yet the road running thorough Seend has a very narrow pavement making walking and crossing the road hazardous. • Strong links with the church and taking the children from the school to the church is not easy due to crossing the road; it is very risky as adults stand in the road in high visibility jackets. Invariably a lorry or two will come around the corner at speed. • Would like to use the village more in teaching as there is a lot of history and geography study to be done here but the risk to children and adults is too great. • When any freight vehicle is going along the road from the Devizes end, traffic coming the other way cannot pass which results in backed up traffic at the end of School Road, waiting for the freight to pass.

Responses from 30 local All support the proposal to reduce HGV traffic on the A361. A summary of the Noted. residents in Seend. main comments made are as follows:

• Seend village suffers from unacceptable levels of noise and vibration from HGVs. • The volume and size of HGVs is a concern. • The A361 is too unsafe for children to walk along especially on the narrow corner by School Road due to HGVs, which often mount the kerb. CM09444 App3 2

Person Making Outcome of Summary of Representation Representation Representation • Nearby school and no formal crossing facilities. • Concerns about damage to property by HGVs. • The A365 is more suitable for HGV traffic as there are wide pavements and formal crossings in the vicinity of Melksham Oak School. • The village shop and School Road are close to a double bend at the end of the High Street, HGVs often meet in contention at this location. • Narrow carriageway widths through Seend village. • Seend is in a conservation area with a number of old and listed buildings, HGVs can have a detrimental impact on buildings. • Some HGVs often take a short cut between the A365 and the A361 via Bollands Hill. • The pinch point at the western end of Seend village is within 100 metres of a primary school. • Excessive speed of HGVs. • The weight, length and width of HGVs makes them unsuitable and dangerous when negotiating the very narrow double bend at the west end of the village. • Large number of incidents between HGVs, especially at pinch point in Seend. • No traffic calming measures are in place in Seend, unlike Melksham or Bowerhill. • Suggestion that action is needed beyond liaison with hauliers and signage encouraging HGVs to use alternative routes. • 130 signatures of residents that have been collected in Seend to support the proposed decision.
