GOV. DAVID PATERSON has gained a few degrees on the guv-o- HOT meter since its debut last week. Call it addition by subtraction: A slew of Spitzer administration officials resigned, clearing the way for Mr. Paterson to bring in more of his own team. Among those stepping down was communications director Christine Anderson, who had failed to stop Eliot Spitzer from undermining his own popularity even before a prostitution scandal forced him from office. Her replacement, Risa Heller, is well-schooled in media management, thanks to a stint with press-savvy Sen. Charles Schumer. Mr. Spitzer’s inspector general, Kristine Hamman, stained by the Troopergate scandal, quit last Thursday. Earlier in the week, Mr. Paterson replaced his predecessor’s counsel, David Nocenti, with state Supreme Court Justice James NOT Yates, and welcomed Dr. Jon Cohen, a forward-thinking health administrator, as a senior adviser. More than half a dozen other Spitzer insiders tendered their resignations, according to an Associated Press report. Meanwhile, Mr. Paterson continued to make progress toward a new state budget. He missed the March 31 deadline to finish it, but the outcry from legislators, the public and even good-government groups was nonexistent.
