In some instances, additional time was allotted for plan review following the presentation with subsequent approval received by email. 1/7/2019 PRD - Section Chiefs Date 3/12/2019 DNR - Resource Management Bureau Date 3/19/2019 MSPAC - Stewardship Subcommittee Date 4/11/2019 NRC - Michigan State Parks Advisory Committee Date PLAN APPROVALS RESOLUTION NO. 04-2019-03 MICHIGAN STATE PARKS ADVISORY COMMITTEE (MSPAC) RESOLUTION TO RECOMMEND APPROVAL OF THE “SOUTH HIGGINS LAKE STATE PARK GENERAL MANAGEMENT PLAN” ADOPTED: April 11, 2019 WHEREAS, the Michigan Department of Natural Resources’ (DNR) Parks and Recreation Division has completed the General Management Plan for South Higgins Lake State Park; and WHEREAS, the planning process reflects sensitivity to natural resource values, historic and cultural resource values, recreation and education opportunities, and is inclusive of all DNR programs and representative of eco-management; and WHEREAS, the planning process was further inclusive of stakeholder, constituent, and public input; and WHEREAS, the General Management Plan represents sound guidance for future planning phases that will be consistent with the mission of the DNR and the Parks and Recreation Division, and reflective of the purpose and significance of South Higgins Lake State Park; and WHEREAS, the General Management Plan is consistent with the recommendations of the Michigan State Parks and Outdoor Recreation Blue Ribbon Panel report submitted to former Governor Rick Snyder; and WHEREAS, the General Management Plan has been reviewed and recommended for approval by the Parks and Recreation Division and the MSPAC Stewardship Subcommittee. THEREFORE, BE IT RESOLVED, that the Michigan State Parks Advisory Committee recommends approval of the South Higgins Lake State Park General Management Plan; and THERFORE, BE IT FURTHER RESOLVED that the Michigan State Parks Advisory Committee further recommends that the DNR Director approve the General Management Plan for South Higgins Lake State Park; Submitted by: MSPAC Stewardship Subcommittee As the DNR celebrates the 100th anniversary of Michigan state parks system, a natural question arises – what was Michigan’s first state park? Well, the answer depends on how you interpret the question and isn’t simple. The 2019 state parks centennial celebration is centered around the formation of the Michigan State Park Commission by the state Legislature on May 12, 1919. The commission was given responsibility for overseeing, acquiring and maintaining public lands and establishing Michigan’s state parks system. One of the state’s earliest purchases was the site of Interlochen State Park in 1917. Although the land was purchased prior to 1919, Interlochen was the first public park to be transferred to the Michigan State Park Commission in 1920 and is considered Michigan’s first state park. However, many consider Mackinac Island as Michigan’s first state park, which is also true. Approximately 25 years before legislation estab- lished the state park commission, the federal government gifted the Mackinac Island property it owned to the state in 1895. The island was designat- ed as Michigan’s first state park under the Mackinac State Park Commission. Because Mackinac Island is operated under the Mackinac State Park Commission and was not placed under the Michigan State Park Commission, there is more than one answer to the “first state park” question. Interlochen State Park The Michigan Legislature paid $60,000 for the land that became Interlochen State Park, located southwest of Traverse City, in 1917.

O'Neal, Fisheries Biologist, Muskegon Environment Houghton Lake is located in the central portion of the Lower Peninsula of Michigan in Roscommon County (Figure 1). The lake is part of the headwaters of the Muskegon River Watershed along with Higgins Lake and the Cut River that connects the two lakes. Houghton Lake is the largest inland Lake in Michigan with an area of 20,075 surface acres (Breck 2004). The maximum depth of Houghton Lake is 22 feet, and the majority of the lake is shallow with an average depth of 8.4 feet and an estimated total volume of 165,072 acre-feet. Houghton Lake has several small tributary streams, including Backus, Denton, and Knappen creeks. The primary upstream flow comes from Backus Creek, which flows through a series of reservoirs about 6 miles upstream from Houghton Lake. Denton Creek also flows through a reservoir about 1 mile upstream. The Cut River, a tributary of Backus Creek, connects Houghton Lake with 238-acre Marl Lake and 9,600-acre Higgins Lake. The distance between Houghton and Higgins lakes is about 10 stream miles. Downstream from Houghton Lake, the Muskegon River initially flows to the northwest but eventually curves to the southwest and flows for 212 miles to Lake Michigan (O'Neal 1997). Human development within the watershed of Houghton Lake has significantly altered fisheries habitat within and around the lake.     The Watersheds of Northeast Michigan What is a Watershed? Did you know that everywhere you are, you’re within a watershed? A watershed is an area of land that contains a common set of streams, rivers and lakes that all drain into a larger waterbody. Watershed boundaries follow natural features of the landscape, such as a ridgeline or a height-of-land (see diagram at right). Watersheds include both the water features within the area, as well as the land surrounding those water bodies. As a result of the connected nature of a watershed, all activities on the land and water can affect the condition of the larger watershed. A watershed can be divided into progressively smaller watersheds, which are often referred to as subswatersheds. For example, the Klacking Creek Watershed is one of many subwatersheds that can be identified within the larger Rifle River Watershed. Likewise, the Rifle River Watershed itself is part of the larger Lake Huron Watershed.
