Fulcrum’s Story:

The story begins with two owners (husband and wife) who met in graduate school pursuing different avenues in the environmental science industry. Ling Cao, who obtained her B.S. and M.S. in Biological Studies, and Don Kellar, who obtained his B.S. in Environmental Science, and M.S. in Geology with an emphasis in Hydrogeology, both began their professional careers in 2001 and 2001, respectively. Don’s initial experience began with conducting remediation and brownfield redevelopment for multiple oil companies, and large industrial facilities before performing real estate due-diligence transactions. Ling began her career conducting real estate transactions throughout the U.S. as well, which ultimately led to the partnership and birth of Fulcrum Resources, Inc.

In 2007, Ling and Don formed Fulcrum Resources, Inc. as a two-man operation and headquartered out of Los Angeles, California. To date, Fulcrum’s story has been one of much success. With their ambition and ethics, Fulcrum has grown to 50 employees with coverage throughout the United States, and has performed over thousands of transactions from all different types.

Fulcrum has conducted thousands of projects throughout the U.S., Canada, and Mexico consisting of environmental due‐diligence, engineering due‐diligence, remediation, energy services, and industrial hygiene services.

Below are some highlights of projects accomplished under the direction of Fulcrum Resources (FR’s) staff.

Year: 2008 Service: Environmental & Engineering

Location: Michigan & Ohio (Statewide) FR completed a 12‐site hotel portfolio of sites throughout Michigan and Ohio for a CMBS client. Our services consisted of performing limited environmental assessments and property condition assessments within a tight deadline. FR staff was able to perform a dual scope within a 2‐week timeframe.

Year: 2007 Service: Environmental & Engineering

Location: San Francisco, California FR completed a 38‐site residential apartment portfolio of sites throughout San Francisco, California for CMBS client. Our services consisted of performing environmental screening and property condition assessments with seismic evaluations. FR staff was able to perform a dual scope within a 15 Business Day timeframe.

Year: 2015 Service: Assessment & Remediation

Location: Englewood, New Jersey FR completed a Phase I for an existing dental office, which was found to be a former gas station. Subsequently, FR performed a Phase II and found a 500‐gallon waste oil UST. FR then oversaw the removal of the waste oil UST, and a closure letter was granted under FR’s direction.

Year: 2015 Service: Assessment, Remediation, Brownfield Redevelopment

Location: Denver, Colorado A TSA was completed by FR for a vacant repair shop, which was found to have been a former gas station. FR conducted the initial Phase II Assessment was found tanks remaining in place, and also found groundwater to be impacted with MTBE and Benzene. FR worked with the states VCUP Program to grant 90% reimbursement to customer for remediation. FR got the site closure, and the site was later redeveloped into a hotel and parking garage.

Year: 2016 Service: Environmental

Location: Florida (Statewide) FR completed Phase I Environmental Site Assessments on 24 gas stations throughout the entire state of Florida. This was performed as a portfolio purchase through lending institution.

Year: 2016 Service: Environmental & Engineering Freddie Mac

Location: Texas (Statewide) FR completed a total of 7 ESA/PCA combo reports under the Freddie Mac SBL Program for a Freddie Mac Lender within a tight deadline.

Year: 2017 Service: Assessment and Remediation

Location: San Jose, California FR worked with Santa Clara County directly to conduct soil sampling under the pump dispensers, product lines, and 3, 10,000‐gallon USTs, and also manage the removal of the three USTs while the gas station was undergoing upgrades.

Year: 2017 Service: Engineering

Location: Los Angeles, California FR completed a total of 4 Probable Maximum Loss Reports for a client purchasing four different properties throughout greater Los Angeles. The four PMLs were performed due to their respective locations to fault zones, and amount of loan. One of the buildings also required retrofitting, which FR was able to assist in the cost estimate and design.

Year: 2017 Service: Environmental Assessment and Brownfield Redevelopment

Location: San Gabriel, California FR oversaw the closure and capping of a 3‐stage clarifier, and closure of a 500‐gallon waste oil UST. The site was previously used as a car wash and had known contamination. FR was able to provide clearance and the site was redeveloped into a kidney dialysis office.

Year: 2017 Service: SBA 504 Green Loan Assessment

Location: Signal Hill, California FR was able to show reduction of 10% of total energy consumption for an industrial building located in Signal Hill, California. Solar panel design was also provided to assist in the reduction of total energy consumption.
