Number of Suspected CRZ Violations reported by LSGI's for Third interim report . 4 Coastal District Committee, Ernakulam Page 1 Third Interim Report Chapter 1: - Introduction 1.1 Background Following the Supreme Court order to demolish four apartments constructed in violation of Coastal Regulation Zone (CRZ) norms at Maradu municipality, as per the orders dated 23.09.2019 in MA1808-1809/12019 in C.A. No.4784-4785/2019, the Kerala State Coastal Zone Management Authority Vs Maradu Municipality, the Hon’ble Supreme Court of India has directed the Chief Secretary, Government of Kerala to prepare the list of violations against C.R.Z Notification across the State. The government has thus constituted the Coastal District Committee as per G.O.(Rt) No. 98/2019/Envt. Dated 16/10/2019, 17/10/2019 in ten coastal Districts (Kasaragode, Kannur, Malappuram, Kozhikode, Thrissur, Ernakulam, Kottayam, Alappuzha, Kollam and Thiruvananthapuram) with the following members. 1. District Collector (Chairman) 2. District Town Planner (Convener) 3. Secretary of the concerned local body (Member) 4. Village Officer of the concerned coastal village (Member) 5. Any other member nominated by District Collector. The Government have directed to submit the first Interim report of each Coastal District Committee to Chief Secretary on 31st October 2019. The second Interim Report shall be submitted on or before 30th November 2019. The third Interim Report shall be submitted on or before 20th December 2019. The comments/suggestions/opinions on the reports submitted by District Committee will be collected from public by the concerned District Collectors by 31st December 2019. The same shall be incorporated and the Final CRZ Violation Report shall be submitted to Government on or before 12th January 2020. The first report was submitted on 31st October 2019 and the second interim report was submitted 30th November 2019. A training program for the officials of the local bodies for reporting CRZ Violations was conducted by KCZMA officials on 4th December 2019, and the new proforma provided by KCZMA was given to the concerned LSGI’s for reporting the details of CRZ violations for the third interim report. The details of CRZ violations filled by the local bodies in the newly provided proforma are compiled and enclosed together with this report. Coastal District Committee, Ernakulam Page 2 Third Interim Report Chapter 2: - Suspected CRZ violations in the district 2.1 Maradu Municipality and Kochi Corporation A pilot survey on high-rise buildings in the Maradu municipality and Kochi Corporation was carried out by the Town and Country Planning Department as per the directions of District Collector for identifying and listing of the existing high-rise buildings in the CRZ areas of these local bodies. The survey identified 41 buildings in Maradu municipality and 93 buildings in Kochi corporation CRZ areas which has to be verified by the KCZMA. In these buildings, certain buildings seem to have been built with KCZMA concurrence or with court permission which may have to be checked. This exercise was done by overlaying Coastal Zone Management Plan 2011 over current Google images and verifying on site through Departmental surveyors. These identified high-rise buildings in the CRZ areas of the Maradu municipality and Kochi Corporation need to be further verified with relevant documents to find out the actual CRZ Violations among them. A Special Cell and Advisory committee on CRZ is constituted for the district under the Chairmanship of the Sub Collector Fort Kochi and it is proposed to give notice to the above constructions for submitting details regarding the approvals obtained for their construction. 2.2 Details of suspected CRZ violations reported from LSGIs A training program was conducted by KCZMA officials on 4th December 2019, for the officials of the local bodies for reporting CRZ Violations. A new proforma was given by KCZMA during the training programme and this proforma was given to all the concerned LSGI’s for reporting the CRZ violations for the third interim report. The new proforma by the local bodies are compiled and enclosed along with this report (Annexure II). In case of LSGI’s who have not submitted the proforma for the third interim report, the details submitted for the first and second interim report are used. These reported violations needs to be further verified along with the KCZMA officials for finding the actual cases of CRZ violations. The letter stating additional remarks/limitations furnished by secretaries of Maradu municipality, Thrippunithura municipality, Kottuvally gramapanchayath and Kadamakkudy gramapanchayath together with the prescribed proforma for reporting the violations are enclosed as Annexure I of this report. The following table is the consolidated list of suspected CRZ violations reported from the concerned local bodies in the district for submitting third interim report to the Government. Contemporary Malayalam cinema however, is praised for its‘new generation cinema’ wave, which ha sapparently shed both its fetish over rustic settings, anti-political undertones and patriarchal violence, to embrace an urban, post-political life of the supposed ‘new generation’ Malayalees. Such cinemas however, continue remain within the monochrome panorama of the old generation which refused to acknowledge the social other and continued to position the dark-skinned, short statured, plump bodies as a site of violence and humour where the physical body plays a part in the politics of subaltern subjugation. The indirect implication of course being that such bodies are not suited for a civil society, who remain incongruent with the realities of the modern spaces by either being violent and antagonistic or comic and out of place. The paper aims to broadly define and delineate the practices of casteism and visual untouchability being practiced in Malayalam visual media.
