The first such conference took place two years ago in Brazzaville. UIC was present at Brazzaville and will be present again in Algiers to represent the rail sector alongside the African Union of Railways. The SIAFI session provided invaluable material for the specific messages to be conveyed during this conference. The first session, which focused on the main lines of progress for the rail system in Africa over the next fifteen years, was chaired by André Michel. This was an opportunity for Jan-Louis Spoelstra of the UIC Africa Regional Office in Johannesburg to present the Vision 2025 referen- ce document prepared by UIC. The association plans to identify similar visions and conduct spe- cific actions in all of the "UIC regions" of the world. Drawing on macro-data from the United Nations, the African Development Bank, the World Bank and the International Monetary Fund, the Vision document incorporates key variables for the future of the continent, including the cost of energy, demographic growth and environmental conditions. This prospective document, produced between January and November 2007, offers a backbone for the strategies and subsequent work conducted in the framework of UIC Africa. It will be the basis for a development plan incorporating the other partners in the transport chain and reflecting the need for cooperation between modes. The development of efficient intermodal chains is essential, particularly in the fight against the growing costs of logistics, harnessing the scope for complementarity between transport modes (rail, road and shipping). n°90 - 28th February 2008 2 Vision 2025 must now be worked on at regional level with regional cooperation organisations before being validated by the political authorities, since a strong political will is cru- cial to the development of railways and their interconnection across the African continent. The railway experts representing a range of African railway companies and organisations at the round table that conclu- ded the first session (Mr Ouedraogo of SOPAFER-B / Burkina Faso; Mr Bel Bachir of ONCF / Morocco; Mr Debeka of OFAC From left to right : Joachim Debeka, OFAC and CFCO / Congo; Mr Diagne UIC consultant for Africa) all Secretary General, and Adama Diagne, UIC confirmed that demand for transport was set to grow in Africa Consultant for Africa. and that a substantial share of the market would belong to the railways once their quality of service and operating conditions had improved. A synopsis of these contributions, incorporating the range of specific cases presented at the SIAFI session (on issues like infrastructure development, human resources and security), will be added to the Vision 2025 document. UIC, as the organisation for international rail-sector cooperation and partner of the African Union, will present the Vision 2025 document at the first ple- nary conference of African Union Transport Ministers, to be held from 20 to 24 April next in Algiers. The second session, which focused on different railway management modes, was chaired by Jan-Louis Spoelstra, and gave an overview of the mechanisms of restructuring and privatisation. Jan-Louis Spoelstra, UIC The papers given at this session (with contributions from Mr Elias of Africa Regional Office in Johannesburg. Mozambique railways, CFM; Mr Kadjo N’Guetta of SIPF / Ivory Coast; Mrs Drabo of SOPAFER-B / Burkina Faso) reviewed the impact of privatisation on State-owned com- panies in the field of rail transport. Joséphine Drabo, Director General of SOPAFER-B, described the franchising (or affermage, a type of concession contract) of railway operations between Abidjan and Ouagadougou (Ivory Coast / Burkina Faso) which began in 1995, marking the start of private financing of railways in Africa. The contribution from the World Bank looked at aspects of concessioning as applied to African railways, drawing attention to the fact that their long-term survival depended on the injection of public investment. The question was raised as to how far railway privatisation should go in Africa, in view of the fact that the companies remai- ned largely dependent on political decisions. Generally speaking, this political will to restructure the transport sector in Africa is encouraged by international financing bodies such as NEPAD (New Partnership for Africa's Development), UNTACDA (the United Nations Transport and Communications agency) or cooperation for bilateral development. One of the points in the Brazzaville Declaration drawn up at the First Conference of African Transport Ministers from 13 to 14 April 2006 (which also featured an Action Plan for the years 2006-2008) sought to encourage governments to implement or continue structural reforms, particularly in connection with public / pri- vate partnerships. n°90 - 28th February 2008 3 The presentations given during the African SIAFI demonstrated that while organisational considerations clearly influenced transport efficiency, the diffe- rent strategies adopted by railway companies across Africa could each deli- ver satisfactory results in a given context. Morocco, for example, had a struc- ture that was State-owned while South Africa had opted for a blend of finan- cial and organisational tools based on corporatisation (similar to State-owned subsidiaries). The need to have satisfactory infrastructure in a decent condition was confir- med as essential to the proper functioning of any transport system, and rail transport systems in particular. Ignacio Barron outlined potential ways of improving rail service performance in Africa.     2.4 Benin Railway Assessment Benin railway network was constructed between 1900 and 1936. It’s structured around a single track, narrow gauge (1m) of 577 km in total and divided in three lines: 1. The Central line, from Cotonou to Parakou - 438km. 2. The West line, linked to the central line at Pahou (Pobè) - 32 km from Pahou to Segbohoue via Ouidah. 3. The East line, from Cotonou to Pobe via Porto-Novo, 107 km. For the moment, only the central line is being used and the last two lines have been put out of operation: Cotonou – Pobè and Cotonou – Sègbohoué. In November 2013, Benin and Niger signed a memorandum of understanding for the construction of a railway line linking Cotonou to Niamey, Niger. In addition to linking Parakou with Gaya, this project aimed to rehabilitate and modernize the Cotonou-Parakou railway line. The end of the work was originally scheduled for September 2015 but has been delayed. The governments of Benin and Niger decided to launch the project AFRICARAIL together with Togo and Burkina Faso. The objective of the project is for the first phase to build 1,300 km of rails to connect to the partner countries. The Convention aims primarily at facilitating the financing of mobile equipment operated in the territories of more than one State by means of international rules for the creation, registration and enforcement of “international interests” held in such equipment. The same day, a first protocol dealing with aircraft equipment was adopted alongside the Convention under the joint auspices of the International Institute for the Unification of Private Law (UNIDROIT) and the International Civil Aviation Organization (I.C.A.O.). Its implementation has already revealed its economic impact, some companies actually finding that ratification of the Aircraft Protocol constitutes the key to access to new civil aircraft, essential equipment for the development and consolidation of their markets. A new sectoral protocol dealing with railway rolling stock will be submitted for adoption by States at a Diplomatic Conference to be held in Luxembourg from 12 to 23 February 2007. In the run-up to these negotiations, and in follow-up to two other such regional symposia held in Europe (Warsaw, Poland) and Latin America (Mexico), respectively, Africarail and UNIDROIT took the opportunity, on the occasion of the Convention’s fifth anniversary Convention, to invite actors involved in railway infrastructure projects in Africa to a meeting intended to illustrate the economic benefits that would accrue both to States and investors from the application of the future Rail Protocol.

    The electronic newsletter of the International Union of Railways n°33 - 4th December 2006 Infrastructure UIC participated to the Annual RailNetEurope Business Conference in Vienna The Annual RailNetEurope (RNE) Business Conference took place on 30th November in Vienna and was well attended by more than 180 participants from Infrastructure and Railway Undertaking companies and other related businesses. The morning programme was devoted to updating the participants on RNE achievements to date and future plans in the areas of the international timetabling processes, corridor mana- gement, IT and European Performance Regime. The afternoon session was split between two Panel discussions. The first related to the Key tasks and Market expectations of organisations involved in Rail Infrastructure Managers Business. Mr Gerard Dalton, UIC Director Infrastructure Department, was a member of the panel together with Dr. Johannes Ludewig, CER Executive Director, Mr Michael Robson, EIM Secretary General and Ms. Asa Tysklind from the European Commission Directorate General for Energy & Transport. The second discussion related to European hinterland Traffic - Trends, Challenges and Opportunities, at which Mr Eric Peetermans, Chairman of the UIC Combine transport Group participated along with Dr. Eric Pfaffmann, from Railion Deutschland AG. In a more globalized and integrated world, TCs are commanding attention and gaining importance, particularly in developing economies and emerging markets, because of their role in economic development and trade facilitation. The report begin with examining potential trade movement among the countries by identifying the comparative advantage of each country adjacent to the relevant TCs, as well as the existing trade flow patterns and utilization level of those corridors. The report, therefore, aims to heavily underscore the need for efficient international TCs among the OIC member countries, as well as propose a set of priority TCs that deserve attention and inclusion in the political and development agenda of member countries and international organizations.

A l'issue de l'audience qui s'est tenue devant la Cour le 17 octobre dernier, Monsieur le Juge Cançado Trindade a posé aux Parties les questions suivantes : « Premièrement, les Parties pourraient-elles indiquer sur une carte les zones fréquentées par les populations nomades à l'époque de l'accession à l'indépendance et aujourd'hui, et préciser dans quelle mesure le tracé de la frontière aura une incidence pom ces populations ? Deuxièmement, dans quel rayon autour de la frontière séparant les deux Etats ces populations évoluent-elles (merci d'indiquer sur une carte, si possible, quelles sont exactement les portions de la frontière concernées)? Troisièmement, quels sont les villages susceptibles d'être affectés par le tracé de la frontière que les Patties revendiquent ? ».
