ENVIRONMENTAL MANAGEMENT PLAN

FOR “ROAD INFRASTRUCTURE AND SAFETY PROJECT”

1. INTRODUCTION

Total lenght of main and regional roads in Federation of Bosnia and Herzegovina (hereinafter FBIH) is around 4.748 km, among which main roads are 2024 km and regional roads 2.724 km. The main roads are administrated and managed by JP Direkcija cesta Federacije Bosne i Hercegovine (hereinafter JP DC FBiH) and regional roads by the Road Directorates or relevant ministry at the cantonal level. Road management responsibilities have been established by the Law on Roads of FBiH («Official Gazette of FBiH, no 6/02).

In the period 1996-2003 godina significant rehabilitation works on priority roads and bridges in FBIH have been achieved through the internationally financed projects. Survey of main and regional roads conditions conducted in 2004 indicated that still significant part of the road network in FBIH is in poor conditions. Rehabilitation of the important main and regional roads has high priority taking into consideration improvement of the level of service for road users, adjustment to the socio-economic development and improvement of the road safety.

The main road network analyze, based on the roads, bridges and tunnels date bank in FBiH, has been conducted and work programme priorities has been established by the HDM-4. Rehabilitation cost for 1.184 km of the main road network, in other words 109 road sections is estimated in the amount of 80 mil. EUR in the period 2007-2011.

Roads and bridge rehabilitation is going to be financed out by the loans provided from World Bank (WB), European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB). Therefore, rehabilitation of 15 road sections and 7 bridges and viaducts on the main road network are proposed to be financed out from WB fund.

2. OBJECTIVES

The main objective of the Environmental Management Plan (hereinafter EMP) is establishment mitigation measures for adverse environmental impacts and environmental monitoring measures during road rehabilitation works in order to prevent/reduce either direct or indirect impacts of the project on the inhabitants, flora and fauna, water, air, soil, climate, landscape, cultural heritage and material goods.

3. GENERAL DESCRIPTION OF THE PROJECT

The main and regional roads conditions survey has been carried out in 2004 as important input for road, bridges and tunnels date base establishment. Survey indicated that still significant part of the road network in FBiH is in poor conditions and damages were identified on numerous main road sections in FBiH.

2 The following types of damages were identified and entered in the road, bridges and tunnels date base:

- Longitudinal and Cross Cracking; - Network (alligator) Cracking; - Potholes and Patches; - Rutting; - Raveling; - Aggregate grains dissipation; - Bleeding; - Edge cracking; and - Deformations.

Pavement damages cause: - Decrease of the service level for road users; - Decrease of the riding speed and quality; - Increase of the travel time for passengers and goods; - Decrease of the traffic safety; - Increase of the road user costs; and - Increase of the maintenance costs.

Taking into consideration current conditions of the main road network and consequences of this situation, this calls for rehabilitation of certain sections on main roads. Rehabilitation includes works necessary for recovery destructed or damaged road sections in the previous state. Rehabilitation works doesn’t change the conditions previously set up through urban planning and construction permits, in other words works are within road side. Detailed design for rehabilitation will be made in accordance with Construction Design on which the construction permit has been obtained previously.

Rehabilitation works on the roads and bridges to be funded out by WB comprise mainly the following: - Pavement overlaying, - Drainage rehabilitation, - Slope rehabilitation, - Rehabilitation of possible settlings and landslides, and - Improvements of the road safety.

Rehabilitation works on the roads and bridges will support higher level of service for road users at present as well as the future traffic condition in FBiH.

4. DESCRIPTION OF THE ROAD SECTIONS AND BRIDGES

Road section and bridges envisaged to be rehabilitated from the WB fund are on the following roads:

4.1. M17 – Section Gnojnice-Dracevo (28, 4 km)

Section Gnojnice-Dracevo is passing through the area known as vineyard, fruits and vegetables raising one. Agriculture terrains are very often in the road vicinity. Nearby the road, sometimes at distance of 500 m flows river Neretva. Road section overpasses tributaries of the river Neretva-Buna and Krupa by the bridges Along the section are settlements: Buna, Zitomislici, Pocitelj, Capljina, Klepci, Celjevo, Visici, Dracevo. Housing is alongside the road, particularly on the second part of the road section. The inhabitants living alongside the road using the crossings over the main road for communication between themselves. By the road there are also bus stations and schoolchild’s crossings. On the left side of the road section, between Pocitelj and Dracevo, at 3-4 km distance from the road, is located a wetland - Hutovo blato. Hutovo blato has been declared Nature Park and put on the Ramssar's List of wetlands hes having international importance. Nearby the road is a town Pocitelj. Historical urban area of the town is one of the national monuments of Bosnia and Herzegovina.

Rehabilitation of road section Gnojnice-Dracevo by asphalt overlaying of the alignment, will not imperiled the protected heritage and additional mitigation measures are not necessary.

4.2. M17 – Section Ostrozac-Jablanica (11, 79 km)

Section starts at 3, 8 km from Ostrozac, at the edge of the artificial accumulation of Jablanicko Lake. On the road section there are several tunnels and coming down to town Jablanica. Bridge over river Rama, Neretva's tributary is on the town entrance. This road section is passing through Jablanica urban area. After Jablanica this section is cut into Neretva river cliff and following its flow. Alongside the road are various well known traditional passenger rest areas.

4.3. M17 – Section Stup 3-Blazuj (6, 22 km)

Section is passing through Sarajevo urban area. First part of the section (around 2 km) is passing through residential areas. On the second part of the road section, on the left side are agriculture terrains, while on the right are service objects, small industry facilities and housing.

4 4.4. M17 – Blazuj-Hadzici (9, 50 km)

Section starts at the exit from Blazuj. On its right side are residential objects and smaller agriculture terrains, while on the left, at the distance of 400-500 m is small river Zujevina. Between the road and the river Zujevina is railway.

4.5. M17 – Blazuj-Stup 2 (6, 10 km)

Section has the same characteristics as Item 4.3 except its direction is in opposite way.

4.6. M17 – Overpass in Blazuj, Section Stup 3-Blazuj, km 6+494

Overpass is at the entrance of settlement Blazuj. Under the overpass passing road, railway and expressway (Sarajevo west exit). In the vicinity is mostly industrial area.

4.7. M17 - Overpass, Section Blazuj-Stup 2, at km 2+100

Overpass is inside Sarajevo urban area, at the entrance to suburb Ilidza. Road and tram passing under the overpass. Vicinity has all characteristics of the urban area.

4.8. M18 – Bridge over river Bosna and railway Sicki Brod-Sarajevo, at km 108+400

Bridge is located at the entrance to Sarajevo in the Vogosca municipality. Crossing river Bosna and railway and connect M18, through Josanica intersection, with M17. Under the bridge is smaller agriculture terrain. In the vicinity there are few residential and restaurants.

4.9. M18 – Bridge over stream Brlog, Sicki Brod-Srajevo, at km 34+268

Bridge is passing over stream Brlog. Forest hills are in the road vicinity. There is also a fish-farm (200-300 m) and smaller pools for recreation.

4.10. M18 – Overpass above the railway in Sicki Brod, at km 1+100

Overpass is passing over the railway. In the vicinity there are no settlements, except few houses behind the overpass. Under the overpass is uncultivated soil with wild plants.

4.11. M4 – RS/FBH border (Stanic Rijeka)-Gracanica (12, 50 km)

Section is passing through slightly hilled and agriculture areas. Along the road are parts of the settlements Stanic Rijeka, Klokotnica, Brijesnica Velika, Brijesnica Mala and Stjepan polje. Several bus stations and schoolchild’s crossing are on the road. No rivers in the road vicinity.

5 4.12. M4 – Gracanica-Donja Orahovica (9, 50 km)

Section is passing through slightly hilled and agriculture areas. Settlements Pribava, Donja Lohinja and Gornja Lohinja are located along the road. Several bus stations and schoolchild’s crossing are on the road. No rivers in the road vicinity.

4.13. M5 – Jajce-Jajce Jug (5, 18 km)

Start of the section is in Jajce urban area. At the beginning of the section, on its left side across river Pliva is old royal town Jajce. Historical town of Jajce including fortification structures (fortress, walls, donjons, gates...); religious and old residential objects are declared national monuments of BiH. Originally constructed area of Jajce has been nominated to UNESCO World Heritage List. Road crossing river Vrbas by the bridge. Before the bridge, on the right side at the distance of 50 m of the road, is located protected natural heritage- calcareous mount Varosnica. On the right side from the bridge is another protected natural heritage- Pliva waterfalls. The rest of the section is on the right bank of river Vrbas and incorporated in the hill above the river. On the right side of the road, across river Vrbas is a big industrial zone. The worst pollution is being result of ferrosilicon production.

Rehabilitation of road section Jajce-Jajce Jug by asphalt overlaying of the alignment, will not imperiled the protected heritage, so the additional mitigation measures are not necessary.

4.14. M5 – Jajce Jug- 1 (9, 88 km)

Section is going along river Vrbas. Road section is on the distance approximately 50-100 m from the river Vrbas. Left from the section are hills with deciduous trees, while on the right is river Vrbas. Villages Torlakovac, Bila Voda and Vinac are situated next to the road. In the village Torlakovci there is schoolchild’s crossing.

4.15. M5 – Secercehaja's bridge-Korija (3, 33 km)

Section starts on the exit of Sarajevo, climbs towards the top of the hill and passes through the tunnels Korija and Krecana. On the left side the section is incorporated in hill, while the river Miljacka canyon is on the right. Right from the road alignment, at the distance of some 300 m is a National Monument Kozja cuprija.

4.16. M5 –RS/FBH border (Praca)-Hrenovica (7, 22 km)

Section is passing through the river Praca canyon. Around the section are agriculture terrains and forest hills. Before entering Praca, on the left side at the distance of approximately 500 m, road is parallel with flow of the river Praca. Praca and Hrenovica are the closest settlements.

6 4.17. M5 Viaduct Komar, Donji Vakuf-Travnik, at the km 49+ 812

Viaduct is passing through the forest on the Komar mountain. No settlements in the vicinity.

Viaduct is passing through the forest on the Komar mountain. No settlements in the vicinity.

4.19. M15 Kamicak-Kljuc (10, 00 km)

Section is passing through forest, pasture lands and agriculture terrains. Villages Kraselje and Ramici (few houses) are in the vicinity. In the Krasulje there is bus station and schoolchild’s crossing. No rivers in the road vicinity.

4.20. M15 Sanski Most 1 Sanski Most 3 (4, 76 km)

In its total length section is passing through town Sanski Most. At the beginning of the section (intersection R405), on the right side, town hospital is located. Section is crossing river Sana by the bridge. First part of the section is passing through the business- residential center of the town, while the second half goes through industrial zone (concrete factory, stone separators, various storehouses etc).

4.21. M4.2 Grahovo-Skokovi (7, 80 km)

Section is passing through slightly hilled area with agricultural terrains and forests. Along the section, right to the road, are settlements: Mala Kladusa, Marjanovac, Sumatac and Purici. There are several bus stations and schoolchild’s crossing on the road. No rivers in the road vicinity.

4.22. M4.2 Skokovi-Cazin (15, 98 km)

Section is passing through slightly hilled area with agriculture terrains and forests. Bigger settlements toward this section are Coralici, Cazin, and Puskari. Some parts of the settlements are next to the road. There are several bus stations and schoolchild’s crossing on the road. No rivers in the road vicinity.
