ANNOUNCED INSPECTION OF ROEBOURNE REGIONAL PRISON The Inspector’s Preface THE CHALLENGE OF MAKING PRISON INSPECTION EFFECTIVE AND THE OPPORTUNITY PROVIDED BY THE SECOND PHASE OF INSPECTIONS MEASURING PROGRESS AT ROEBOURNE REGIONAL PRISON The Office of the Inspector of Custodial Services was established in mid-2000.With regard to prisons, its statutory remit and obligation is to inspect each Western Australian prison at least once every three years.That obligation had been met by May 2003 with the inspection of Greenough Regional Prison. By that time two prisons – the Special Handling Unit at Casuarina Prison and the Eastern Goldfields Regional Prison – had also been re-inspected; however, each of these inspections was in some sense ‘abnormal’ in that they were follow up inspections to initial unannounced inspections. Roebourne Regional Prison was the first to be re-inspected as part of the scheduled inspection cycle. Having said that, it should be noted that the second phase announced inspection of Roebourne Prison was accelerated; that is, it took place within a shorter period than the normal three-year cycle.The previous inspection had, in fact, occurred in April 2002, but at that time the prison regime and the quality of the services were of such concern to this Office that the Department of Justice was put on notice that the next announced inspection would take place in approximately 18 months’ time. In the event, the re-inspection occurred 19 months later, in November 2003.The hope and expectation had been that this preliminary notice would serve two purposes: first, to indicate the Inspector’s view of the urgency of commencing major improvements; second, to provide the lapse of a sufficient period of time to enable the Department and the prison to realistically address some or all of the identified problems. With the commencement of the second cycle of inspections, the time was apposite to re-think the approach that would be taken to future inspections.The first cycle involved identifying baselines in relation to particular prisons and, by implication, in relation to prison services generally. Establishing baselines inevitably involves paying a considerable amount of attention to operational detail.Thus, even though from the outset it has been the philosophy of this Office that recommendations should be reasonably strategic rather than operationally specific, concentrating more on outcomes than processes, nevertheless the identification of operational deficiencies and the making of recommendations in relation to these has inevitably and properly been an aspect of the modus operandi. The Department of Justice, for its part, has responded frankly and openly to previous recommendations by indicating in its various Action Plans its agreement or disagreement and its intended response. In this regard, the in principle acceptance of our recommendations has been extremely high – running at more than 90 per cent overall – and this would in itself seem to be indicative of the value of the inspection process. Mr A.J.Simpson to the Minister for Justice (1) Using the Assessment and Integrated Prisoner Regime system of risk assessment, what was the highest level of Prisoner at each metropolitan prison during the following years - (a) 2000; (b) 2001; (c) 2002; (d) 2003; (e) 2004; and (f) 2005? Brian Steels Abstract This study explores the experience of people who have been publicly declared guilty. It retells the narratives of offenders from the point of arrest through to conviction and, where relevant, imprisonment and release. The experiences of close relatives are also explored and provide an important part of the thesis. These accounts are set against the institutional context of the criminal justice system and a systemic account of police, courts, prisons and community corrections is provided. The main aim of the study is to investigate and document the impact of the criminal justice process on offenders’ sense of ‘self’. At a theoretical level, the study is informed by symbolic interactionism, particularly the work of Erving Goffman. This enables the development of insights into issues such as loss, shame, humiliation and loss of self. The asymmetrical power relationship in which these feelings are engendered and maintained is emphasised. At the same time, the study records the level and types of resistance among the subjects of the criminal justice system. The findings are significant for our sociological understandings of the impact of being declared guilty, for they suggest that the criminal justice process per se contributes to a severely damaged self, and that the subjective experience of ‘being found guilty’ starts at the moment of arrest and persists well after sentencing as subjects try to re-integrate into the community with a record of conviction.

Hon Alison Xamon to the Minister for Environment representing the Minister for Corrective Services I refer to the use of separate confinement in Weste Australian prisons, and I ask: (a) for each prison and Banksia Hill Detention Centre separately, on how many occasions were prisoners subject to a separate confine ent order in: (i) 2018-19; and (ii) 2019-20 to date; (b) how many of the orders in (a)(i) and (ii) were made by a: (i) prison superintendent; (ii) visiting justice; and (iii) other (please advise who); and (c) for what length of time were prisoners subject to separate confinement under the orders in (a)(i) and (ii)? Answer (a)(i) In 2018-19: Punishment by confinement (s82 Prisons Act 1981) was utilised a total of 1421 ti e across the adult custodial estate as referred to in Table 1 [Please see tabled paper no. ]. Separate confinement (s43 Prisons Act 1981) for the pur oses of maintaining good govem ent, good order or security in a prison was utilised a total of 63 times. This being Hakea Prison (x23), Casuarina Prison (x37) and Bandyup Women s Prison (x3). Separate confinement (si 73 (2)(e) Young Offenders Act 1994) was utilised a total of 19 times at Banksia Hill Detention Centre. (a) (ii) In 2019-20: Punishment by confinement (s82 Prisons Act 1981) was utilised a total of 1978 times across the adult custodial estate as referred to in Table 2 [Please see tabled paper no. ].
