PREFACE The Central Intelligence Agency publishes and updates the online directory of Chiefs of State and Cabinet Members of Foreign Governments weekly. The directory is intended to be used primarily as a reference aid and includes as many governments of the world as is considered practical, some of them not officially recognized by the United States. Regimes with which the United States has no diplomatic exchanges are indicated by the initials NDE. Governments are listed in alphabetical order according to the most commonly used version of each country's name. The spelling of the personal names in this directory follows transliteration systems generally agreed upon by US Government agencies, except in the cases in which officials have stated a preference for alternate spellings of their names. NOTE: Although the head of the central bank is listed for each country, in most cases he or she is not a Cabinet member. Some are of recent addition to the mix, while many others can boast of an ancient presence and contribution to society. The Baluch form one of the communities most integral to society in the Gulf, with representation in all six states of the Gulf Cooperation Coun- cil (GCC) and a presence that, in at least some of these countries, dates back innumerable centuries. As long-time residents and as Sunnis, the Baluch tend not to stand out or to be noticed in any obvious way. Nev- ertheless, they maintain a clear identity shaped by linguistic and cultural factors that makes them distinct on closer inspection. Consequently, an examination of their role provides an important insight into one aspect of the multicultural mosaic of the Persian Gulf. This chapter furnishes as extensive a look at the Baluch of the Arab littoral as is possible given the extent of available information. The term Baluch refers to a major ethnic group primarily located in Pakistan’s southwestern province of Baluchistan (Balochistan) and across 229 SECTARIAN POLITICS IN THE PERSIAN GULF the border in neighboring Iran.1 The Pakistani province extends from the Makran Coast along the Gulf of Oman to the northern frontier of Paki- stan with Afghanistan; there are consequently some Baluch across the border in Afghanistan as well. Baluchi tradition claims that the Baluch and the Kurds share a common ancestry originating in Aleppo.

    POLITISCHER SONDERBERICHT Projektland: Marokko Datum: 26.01.2012 Neues Kabinett und Regierungserklärung in Marokko Nach intensiven Verhandlungen zwischen den vier Parteien der Regierungskoalition (PJD (islamisch-konservative Partei), Istiqlal (konservative Partei), MP (liberale Partei), PPS (Linkspartei)) wurde am 03.01.2012 im Einklang mit der neuen Verfassung - Abdelilah Benkirane (PJD) durch König Mohammed VI. zum neuen Regierungschef ernannt. Diese Regierung, die ursprünglich auf 15 bis 20 Geschäftsbereiche beschränkt werden sollte, zählt nun insgesamt 31 Ressorts mit 22 Ministern, 7 beigeordneten Ministern, dem Generalsekretär der Regierung und dem Regierungschef, wobei es jedoch keine Staatssekretäre mehr gibt. Im Vergleich zur scheidenden Regierung ist keine bedeutsame Reduzierung der Ressorts zu verzeichnen, da die letzte Regierung insgesamt 35 Vertreter umfasste. Im Gegensatz zu den ursprünglichen Ankündigungen hat die Regierungsarchitektur keine grundlegenden Änderungen erfahren. Das für die Beziehungen mit dem Parlament zuständige Ministerium wird das Ministerium für Beziehungen mit dem Parlament und der Zivilgesellschaft, wodurch der Zivilgesellschaft – der neuen Verfassung gemäß – eine wichtige Rolle übertragen wird; das Justizministerium wird das Ministerium für Justiz und Hanns-Seidel-Stiftung_Politischer Sonderbericht_Marokko_26.01.2012 1 Grundrechte - was eine Stärkung der bürgerlichen und individuellen Freiheiten bedeutet, wie sie auch in der neuen Verfassung vorgesehen ist, die den Menschenrechten ein ganzes Kapitel mit 22 Artikeln widmet. Es handelt sich um die erste, auf der Grundlage der neuen Verfassung gewählte Regierung, die somit eine im Vergleich zu ihren Vorgängern wesentlich politischere Regierung sein wird. Durch die neue Verfassung wird nämlich die Rolle der politischen Parteien beträchtlich gestärkt – insbesondere dadurch, dass ein Regierungschef aus der Partei ernannt wird, die als stärkste Partei aus den Parlamentswahlen hervorgegangen ist.

    Brahim El Guabli Islamist and Islamised Memories in Moroccan Testimonial Prison Literature Abstract: The Moroccan ‘Years of Lead’ were a period of rampant state violence between the country’s independence in 1956 and the passing of King Hassan II in 1999. Although a robust scholarship has probed its multifaceted aspects, the impact of state violence on specific groups, such as Bahais, Jews, and Islamists, has yet to be included in discussions about the collective memory of post- independence Moroccan. Most importantly, however, in the midst of a relentless glocal war on terror, Moroccan Islamists continue to be marginalised or exclude themselves from the cultural and social memory of state violence. Drawing on al-Mufaḍḍal al-Maghūtī’s memoir Wa ya‘lū ṣawt al-ādhān min jaḥīm Tazmamart (2009) and Muṣṭafā al-Ḥasnāwī’s memoir Sujūn wa ashjān (2018), this article provides a conceptualisation of Islamist and Islamised memory of state vio- lence. The distinction between Islamist and Islamised memory demonstrates their different, and even oppositional, stakes in terms of politicisation, religiosi- ty, and partisanship. The article also shows how the publishing media resigni- fies memories and inscribes them in frameworks of meaning that may not even be relevant to the survivors’ experience or concerns. Introduction Moroccan Islamists have been given short shrift in discussions of the ‘Years of Lead’. The Years of Lead, a period of authoritarianism and rampant state vio- lence which lasted between Morocco’s independence in 1956 and the advent of King Mohammed VI’s reign in 1999, gave rise to an abundance of testimonial prison literature between 1998 and 2018.
