JUNIOR A John Grisdale, BC Hockey Junior A Divisional Director

SEASON HIGHLIGHTS: • 8 Interior and 8 Coastal BCHL franchises started the 2010-11 regular season vying for the Fred Page Cup.

• BCHL players have secured 92 scholarships to NCAA Universities and Canadian Universities and Colleges as of March 16, 2011. There are 353 former BCHL players currently playing in post secondary institutions.

• 7 BCHL players are listed as possible draft picks by the NHL Central Scouting for the June 2011 draft.

• 43 former BCHL players in the NCAA Final 16 Tournament, six NHL draft picks among them (can revise if this gets to frozen four).

• Since September 1, 2010 there have been nearly 347,000 unique visitors to the website at www.bchl.ca (1,543,000 total visits).

• BCHL Pay per View has grown by about 20% in this, its third season. Pay per View is no on the NeuLion platform with the Archives tool becoming increasingly important for BC Hockey officials.

• The BCHL operated under the Junior A supplement and we’re very pleased with the first year and its emphasis on curtailing blows to the head and checking from behind. Fighting majors are down 50% also.

• The won their 6th RBC Cup in Dauphin, Manitoba. It was their second consecutive national title.

• Four BCHL grads made their debuts in the NHL: Zac Dalpe with the , Colin Greening and Patrick Wiercioch with the and Brendon Nash with the .

• 10 form BCHL players made it to the NHL’s frozen four, in Detroit’s Ford Field with over 60 listed on final 16 rosters.

JUNIOR B Brian Harrison, BC Hockey Junior B Divisional Director

The 2010-2011 Season was once again a success for Jr.B in the Province.

All three Leagues made the adjustment to the suspension system for a game misconduct in the last ten minutes of the game. The end result, I believe, had the desired outcome for what was intended by this change in Hockey Canada regulations.

Jr. B shares the concern with respect to concussions and headshots and will support fully, anticipated HC changes that are hoped will lead to reductions in both of these areas of concern. It is our belief that we must make our game as safe as possible for participants. Further, it is our hope to standardize the playing rules for all three Leagues this coming season, which will supplement the initiative of Hockey Canada.

This year saw the KIJHL expand into Osoyoos. This had a phenomenal season by losing just two games and emerging as KIJHL Champions. Well done, Osoyoos!! Next season the KIJHL will be expanding by two teams with Jr.B returning to both Chase and Summerland.

Unfortunately, the VIJHL lost a team part way through the season with the folding of the West Shore team. Fernie did an outstanding job of hosting the this year. The event was well organized and very well attended. Teams participating included Richmond (PIJHL), Osoyoos (KIJHL), Peninsula (SIDNEY, VIJHL) and Host, Fernie. Peninsula came out on top and won the right to continue to the Keystone in a hard-fought game vs Fernie. Osoyoos won the Bronze medal game vs Richmond. Congratulations to all teams and players.

The (Western Canadian Championship) was held in Sherwood Park, Alberta. While Peninsula didn’t finish in the medals (Fourth) they did represent us very well. This is an extremely difficult tournament, as often a team must play 3 games in 27 hours.

One of the concerns about taking part in the Keystone centers around the high cost of participating. The costs are making it difficult, if not impossible, for all teams to participate. To help with the costs, the three Leagues are exploring avenues by which the cost of participating in the Keystone can be financed on a shared basis.

As a result of changes in the BCHL (starting later in September), Jr.B Leagues are looking at ways of adjusting their schedule to minimize the impact on their schedules. This could mean a later start in the season for Jr.B as well.

And finally, thanks go to the B.C.Hockey staff, as well as the Executives of all three Jr.B Leagues for their assistance in making my task as Jr.B Director much easier.

SENIOR MALE HOCKEY Mike Fraser, BC Hockey Senior Male / Recreational Divisional Director

Being new to this position, the first month I touched base with the teams in Senior Hockey by mass email introduction followed by familiarization of CIHL, BCIHL, Powell River, Mid Island and Sechelt playing in a makeshift league with a of games. I answered many inquiries and questions regarding all phases of Senior Hockey with help from BC Hockey Office. Handling suspensions was another facet of this position. Communication with these Senior teams was the most important part in the early going setting the stage for a very busy new year. Through the resources I had in the Office I learned more about registrations, transfers, player movement and other Senior hockey related matters.

The Coy Cup was held in early March in Prince Rupert with four (4) teams competing in a very close competition. The Kitimat Ice demons were crowned Coy Cup Champions defeating Williams Lake in the final game.

Next up was the Savage Cup held three (3) days later in Fort St John with three (3) teams competing in what turned out to be a two (2) team, two (2) game total final with Prince George and Fort St John. The were disqualified for using an ineligible player. Different rules will have to be put forward as resolutions for future Championships of this nature. Fort St John won the Savage Cup quite easily defeating Prince George.

Four days after the Savage Cup, the BCIHL Championship was held in with five (5) teams competing with stiff competition and higher caliber hockey than I anticipated. After five (5) days of competition SFU defeated Thompson River University in a hard fought final. It was a very positive tournament for all.

Four (4) days following the BCIHL Championship, I was off to Red Deer for the Inter Branch McKenzie Cup with Fort St John up against Bentley Generals in a Best of five (5) championships. Every game was hard fought with Bentley Generals defeating Fort St John 3-2 in the fifth and deciding game and advancing to the Allan Cup April 11-16.

I have gained 10 years of experience after one month of Championships.

SENIOR FEMALE HOCKEY Rick Kupchuk, BC Hockey Female Senior / Recreational Divisional Director

Competitive hockey at the senior level is growing at a slow, but steady pace.

Eleven teams were carded in the Senior/Junior division, with four (4) Lower Mainland teams in the Senior AA category, six (6) in the Senior A group, and one (1) carded in Junior. New teams this past season were the Richmond Devils, Dawson Creek Elite and Simon Fraser University, all of which carded at the Senior A level.

The Richmond Devils and Simon Fraser joined the South Coast league, which operated this past season with eight (8) teams, while Dawson Creek played in the Alberta-based Peace Country league.

Looking ahead for next season, the South Coast League has received inquiries from Trinity Western University and the University of the Fraser Valley regarding membership for next season, raising the possibility of a collegiate division of female hockey within the branch.

Provincial Champions in 2010-2011 were the Killarney Knights in Senior AA and the Vibe in Senior A.

Killarney Knights, unfortunately, did not go to the Western Shield tournament due to a lack of players able to travel to Winnipeg. The runner-up Delta Jets agreed to represent the branch in the Senior A category in Winnipeg, but a short-handed team placed fifth and missed playing for a medal.

The Kamloops Vibe won a bronze medal in the Senior B division at the Western Shield, defeating the Western Predators of Manitoba 5-1 in the bronze medal game.

The Adult Rec Hockey Program of Hockey Canada has been welcomed by non-competitive teams seeking a more inexpensive, simpler way of enjoying the game.

DISTRICT REPORTS

EAST KOOTENAY REPORT John Gillen, BC Hockey District Director

The 2010/2011 hockey season in the East Kootenay District started with our first District Meeting on August 30th in Cranbrook. A good first step for the year was having a volunteer step forward to assume the position of the Female Development Coordinator for the District, a position that had been vacant for the past several years. We were also able to finalize the host associations for the two (2) BC Hockey Provincial Championships that will be held in the East Kootenay this year.

Hockey Canada Officiating Program There were seven(7) minor clinics conducted in the District with 122 registered officials. With the approval of BC Hockey our District RCM conducted two(2) officiating workshops in Whitefish, Mt. and Spokane, Wa. to outline the differences in rules between Hockey Canada and USA Hockey. This initiative was prompted by the fact that we have a Montana MHA playing in our District League and there are a large number of exhibition games played between teams in our District and Spokane MHA. Both workshops were very well received by the USA Hockey officials.

National Coach Certification Program There were four(4) coaching clinics conducted in the District this year. Two(2) Development 1 clinics with 39 attendees and two(2) Hybrid Coach clinics with 34 attendees. The East Kootenay District this year mandated that coaches in Recreation Divisions must be trained and certified.

Hockey Canada Safety Person Program There were four(4) HCSP clinics conducted in the District with 15 attendees. Out of these clinics, a problem was identified is that candidates that have completed these courses are finding that they are not being updated on their HCR profiles. This is being followed up with BC Hockey.

Out of Province Travel Requests Travel requests for East Kootenay teams to play outside the District continues to account for a lot of my time during the season. We have several teams from Cranbrook, Elk Valley and Windermere Minor Hockey Associations playing in two Alberta leagues during the season. These league games along with exhibition and tournaments played by other teams from the District amounted to 151 Out of District travel requests during the year.

Gross & Match Penalties With the change in policy wherein the Districts were responsible for Gross Misconducts and Match Penalties, except for those requiring investigation, it was decided that our District President would deal with this. I worked with him in becoming familiar with what was required and developing a protocol to deal with the penalties requiring my investigation. For the most part I believe that this change in policy went well in the District.

BC Hockey Provincial Championships Our District hosted two(2) Provincial Championships this year, Midget Tier 3 in Cranbrook and Midget Female in Windermere Valley. A special thanks goes to both of these associations for the great job they did in hosting these Championships. The East Kootenay had a very successful Provincial Championships this year with two teams, Midget Tier 2 and Pee Wee Tier 3 winning in their divisions and a third team capturing the Fair Play Award.

Meetings I routinely attend the District meetings each month in Cranbrook, B.C. In addition, I attended two(2) Provincial Championship Host Committee meetings along with several other meetings with groups and Minor Hockey Associations.

I wish to thank the President of East Kootenay MHA and staff for their time and effort in keeping hockey a fun and safe experience in the East Kootenays and their continued support of my position this past year.

I also wish to acknowledge all the staff at the BC Hockey office for the friendly and helpful manner in which they handled my questions and requests during this past year.

WEST KOOTENAY REPORT June McKenzie, BC Hockey District Director

As a newly elected District Director at last year’s BC Hockey AGM, this season presented some challenges & quite a learning curve. I’d like to thank the BC Hockey Executive Committee members and BC Hockey Office Staff who provided assistance and answers to my many questions during this season. Thank you also to the West Kootenay Minor Hockey Association members for their support and patience while I was becoming familiar with my new duties.

This year, West Kootenay MHA had a total of 55 teams from the eight member associations, participating in the following leagues:

Recreational: Atom 16 teams Pee Wee 11 teams Bantam 10 teams Midget 8 teams Carded (Rep): PeeWee 6 teams Bantam 3 teams Midget 4 teams

The rep leagues included three teams from Spokane, Washington. In addition, there were three Tier 2 teams (one Pee Wee, one Bantam & one Midget) who participated in OMAHA Tier 2 Leagues during the regular season. The Kootenay Ice, Major Midget team for the Kootenays, was based in Castlegar, with ice time being provided by several of the local associations. We had a Female Pee Wee Tier 1 team based in Rossland-Trail, Female Bantam Tier 1 team based in Castlegar and Female Major Midget team based in Nelson. Female players from all West Kootenay MHAs were eligible to attend try-outs for these teams. There were also nineteen Novice/Initiation teams throughout the District. We had requests to form three Atom Tournament teams under BC Hockey Policy 1.30, which were all approved to attend tournaments at the end of the season. Ten WKMHA teams represented the District at various BC Hockey Championship Tournaments. Although none of the teams brought home banners, it was a great experience for everyone involved.

As the West Kootenay District didn’t host any BC Hockey Championship Tournaments this season, I attended the Tier 3 Midget Championships in Cranbrook. I’d like to thank the organizing committee, volunteers, officials, sponsors, and of course the teams who travelled to the Championships. Some

2010 – 2011 ANNUAL REPORT teams travelled quite a distance to attend and it was great to see competitive games and good sportsmanship displayed throughout the week. Congratulations to on becoming the Tier 3 Midget Champions and to Whitehorse on being named the winner of the Fair Play Award.

Generally due to numbers, except for Officials’ clinics, clinics are hosted by individual WKMHA associations and open to all WKMHA members. This year we had the following:

HCSP Certification: 26 certified Coach/Hybrid Clinic: 8 certified

Seven associations hosted Officials Clinics: 208 certified (Levels 1 – 3)

As the District didn’t have the demand to host a clinic, several coaches who required Development One certification attended clinics hosted in other districts.

This season, we also filled District positions on the BC Hockey Female Development Committee and the BC Hockey Safety/Risk Management Committee which had previously been open.

Local West Kootenay associations hosted Male Under 16 Kootenay Zone Camp, and Female Under 16 and Under 18 Kootenay Zone Camps.

Three District players were selected to Team BC for the Canada Winter Games, two on the female team and one on the male team.

Over the course of the season, I investigated five match penalties and six gross misconducts, assessed to two coaches and seven players, resulting in a total of 44 games or over 150 days.

LOWER MAINLAND REPORT Rick Alder, Lochie Bell & Bonnie Cameron, BC Hockey District Directors

The Lower Mainland’s 2010-2011 hockey season started with the PCAHA Semi-Annual meeting in September. In the month of October we attended several Coach/Manager meetings throughout the Lower Mainland. We worked with the Managing Directors helping them to get started dealing with the Match Penalties and Gross Misconducts. We continued this support throughout the season.

BC Hockey Championship Meetings Meetings were held in October, December, and February with the host committees of the four associations that were hosting the championships in the Lower Mainland. A special thanks to Aldergrove Minor Hockey, Abbotsford Minor Hockey, Surrey Minor Hockey, and Ridge Meadows Minor Hockey for the fantastic jobs they did on hosting the Championships. Congratulations to the Lower Mainland teams that won in their divisions.

Referee Clinics Four super clinics were held for the returning Level 1 and Level 2 officials. In addition Level 1 clinics were held in most associations for the beginning officials.

Coach Clinics There were 24 Coach/ Hybrid clinics with 1057 attendees, and 7 Development 1 coaching clinics with 283 attendees held in the Lower Mainland. The instructors were kept busy every weekend.

HCSP Clinics There were 17 HCSP clinics with 628 volunteers getting certified this season in the Lower Mainland.

Vancouver Canucks Special Events As representatives of BC Hockey, we have attended Canuck functions with the Hockey 1-4 players for the ‘in-between period’ game, arranged for a player to attend the Canucks Opening Night, and attended the game with the Grand Forks Pee Wee team that won the poster contest.

BC Hockey High School League This league has grown from six teams last year to twenty teams this year. It is hoped that it will expand again next year in the Lower Mainland and maybe grow into some other districts. Lochie Bell is looking after the discipline for the league and Ryan Bulger is the Referee in Chief and Referee Assignor.

This season the match penalties and gross misconducts, except for the ones requiring investigations, were dealt with by the Managing Directors for each league.

Tournaments and US Exhibition Games As a pilot project this year these games were handled by the Tournament Director of PCAHA.

We would like to thank the BC Hockey Executive and staff, and the PCAHA Executive and Associations Presidents for their continued support this season.

NORTH CENTRAL REPORT Cathy Mason, BC Hockey District Director

The North Central District had a successful 2010-2011 season.

Prince George hosted the Peewee Tier 1 Championships where Burnaby Winter Club were crowned champions and Fair play recipients.

Mackenzie hosted Bantam Tier 4 Championships where Burns Lake earned first place and Lillooet was presented with the Fair Play award.

Congratulations to all the teams, the many volunteers and especially the Tournament Committees.

Prince George hosted the BC Hockey Female Jamboree and a large enthusiastic group of young female players experience a great weekend of friendship, sportsmanship and great hockey. Thank you to Dawn Bursey and BC Hockey staff Michael Butler for all the hard work that goes into these events.

Quesnel Bantam Tier 3 and Prince George Bantam Tier 2 came very close to that elusive Championship banner and Congratulations go out to those associations, coaches and players.

The suspensions this season were associated more with recreational hockey than carded hockey for the first time in a long time. The district association did a great job staying on top of all reported offences.

Prince George, Mackenzie and 100 Mile House took care of hosting High Performance events in the district and many volunteer hours went into those events as well. Congratulations to all players who attended and also to the North Central Coaches selected.

Prince George Tier 1 teams participated in the OMAHA league play again for the second year in a row and it proved to be a successful partnership. Fans enjoyed watching the kids play against other Tier 1 teams at home.

I would like to thank the individuals that take the time to volunteer for District coordinator positions; Adrien, Dawn, Steve, Frank, Keith and Tanya your commitment to the game and the kids is very much appreciated.

I would also like to thank the Cariboo AHA for their support throughout the year and look forward to a productive 2011-2012 season

NORTH EAST / YUKON REPORT Trudy Alexander, BC Hockey District Director

The season started off fairly quiet with the District Presidents taking care of suspensions. They did a good job and the players were well behaved enough to break them in slowly.

Fall and winter kept everyone busy traveling around for league and tournament games. Spring came along and with it the Northeast / Yukon was host to Senior A Ladies Championship, Bantam Tier 2 Championships, Peewee Tier 4 Championships and Senior Male AAA Savage Cup. Northern

2010 – 2011 ANNUAL REPORT hospitality was at its peak and as usual we did not disappoint any of our guests. Our officials were on the go and we are very proud of their representation.

Hockey was good to us this season with the Peewee Tier 2 winning the Gold in Championships, Ladies placed second, Senior Male won the Savage Cup and our District Zone Tracker Flyers won their league playoffs.

My final year as District Director has been with mixed feelings of wow my evenings will not be spent on the computer answering emails to oh my what will I do with myself. Years of meetings phone calls, emails, letters, some positive some not but all in all it has been great. To the Peace River District and all the Minor Hockey Associations in the Northeast / Yukon, your hospitality and support have been tremendous. Good–bye and good luck to the Executive Committee Members I have had the pleasure of working with. Last but certainly not least Barry and the office staff, without you my job for the past nine years would have been very difficult. Your patience, knowledge and help have been over the top. BC Hockey is lucky to have all of you, and for the last time I say again, thanks, I will miss you all.

NORTH WEST REPORT Darrell Lerum, BC Hockey District Director

2010-2011 Season has passed and the North West District has enjoyed a very successful year. Doing this position for my third year still brings lots of challenges but comes easier with the past year experience. With the help of the District President and the District Coordinators the District ran several clinics throughout the year and everyone was certified that needed to be so teams were eligible for Championships.

Match and Gross suspensions this season was a little lower than last season. It was the first year one statistician kept track of both the Skeena Valley League and the Omenica league regarding the point system and the gross and match suspensions. Thanks for the person that took on this position she did an excellent job throughout season making my job alot easier so I could focus on other things throughout the district. The District needs to re-look at the point system to make it easier for coaches to understand and keep track of their points throughout the year. The two leagues have worked together on the point system and it showed by lowering the gross and match penalties.

Smithers hosted Tier 3 Bantam Championships this year, Bob Storey and I attended the Championships which ran very successfully. I received lots of very positive feedback regarding the week and Terrace ended up winning the Championships with Quesnel getting the silver medal.

Also within the District, Burns Lake won the Pee Wee Tier 4 Championships and also the Bantam Tier 4 Championships. It was a very successful year for the North West District.

Our Female teams continue to grow larger and stronger every year. Our female Bantam team from Terrace attended the female Championships and did very well. I would like to thank Mark Roberge NWFHPDC and Chantal Tom NWFDC for all there help with the female organizing this year.

This is my third year as District Director and I would like to thank the other District Directors and officers for their help throughout the year. All the people within the BC Hockey office are always very helpful so this makes our job as District Directors a lot easier so our Districts run smooth throughout the year. Hopefully I will be able to continue to be part of BC Hockey as the District Director for the North West for the upcoming season.

OKANAGAN MAINLINE REPORT Andrew Jakubeit, BC Hockey District Directors

I will speak to the responsibilities I was asked to perform. I was responsible for Bantam and Midget divisions and their related requests, actions or disciplinary matters; however with Jason Perris stepping down I spent from November onward overseeing the entire district. Firstly I want to acknowledge and thank OMAHA for being the front line administrators and being very professional and thorough. I will also thank Wilf Liefke for being a mentor, and the various program directors that ensured our officials, coaches, trainers, volunteers, and players got the training and opportunities to elevate and/or showcase their skill-sets and desires.

The 2010-2011 season was my first as a District Director and it was a pleasure working with like minded hockey people trying to better our game. We as BC Hockey administer rules and regulations that the membership has put forth, and I like to think our membership continues to push staff and executive to be leaders and innovators with respect to programming, skill development and vision…which is something we all should be proud of.

VANCOUVER ISLAND REPORT Deb Turney, BC Hockey District Director

As this being my first year as District Director, I must say it has been it has what some people have said a “hockey stick” learning curve. But with the great resources that are in place it has made this an enjoyable year. In saying that, I would like thank the 17 wonderful hockey associations that compose our district and VIAHA officers and staff members, you all have been a great team to work with.

This was the first year in which we used the new way of handling the gross and match penalties. I worked with Robin Edwards and Marg Herba in getting this process down smoothly. I thank the both of you for your time. I would like to report that we handled 30 match and 22 gross penalties, which is down from the total amount of 79 penalties for the 2009-2010 totals.

This was also a busy year for teams traveling out of our district. I approved 173 travel requests for teams to leave the island to play in tournaments.

We also hosted two BC hockey championships: Campbell River Hockey Association hosted the 11 team Peewee T3 tournament and Nanaimo Minor Hockey hosted the 6 team Midget T1 tournament. Both were very exciting tournaments with some great teams within our province attending. I would like to thank Jim Humphrey for supervising the Midget Championship and for letting my bounce every question pertaining to the Championship off him.

Within our district many volunteers are working together to develop a female program that will work for all associations. As we all know this takes many hours and there is always valleys and peaks but what I what I do know everyone’s is there for one reason – the kids. I am looking forward with working with everyone and seeing the end result.

COACH COMMITTEE REPORT Joe McDonald, BC Hockey Officer at Large

Coaching certifications and completion of post task requirements for both Development 1 and Hybrid clinics still remains as a focus point. We did see some improvement this year as the year went on, but even at the time of this report, extension requests are still being requested. Communication is paramount in that all participants must follow up on their submissions to ensure post task and verification forms (see chart below) have been sent, received, marked and profiles updated before registrations begin for the 2011-2012 season. There were more “Specialty Clinics” requested and held this playing season as compared to previous years. I would like to thank all of the various clinic instructors and administrators in the work they did this past season. Many hours are spent setting up, travelling, facilitating and wrap up of these clinics. Well Done!

A Development 2 clinic is planned for the summer of 2012. In regards National Coaching Certification Program certifications, Hockey Canada is looking at inserting a new module “MED or Making Ethical Decisions” in to the Development 1 program. We anticipate this to come in place for next season.

This past fall BC Hockey took part in a “Finnish Coach Exchange” program. Both Hockey Canada and the FIHF were very pleased with BC and the hosts provided to work and exchange coaching thoughts and ideas with them. I would like to thank everyone that was involved in this exchange. Well Done!

This past season also witnessed a joint Hockey Canada and BC Hockey Skills Summit for coaches, which is based on material from the National Coach Mentorship Program and material created by Hockey Canada was used to train coaches. The modules consisted of creating offence, creating defense, puck control, skating, creative thinking, small games area and special teams.

During the months of May and June, the following clinics will have been carried out in preparation into next season: Master Course Conductor and District Coach Conductor training / meetings where post task markings will be completed, field evaluation training sessions and a review of coach committee recommendations.

In the 2010 – 2011 season, total of 1 new Mentorship Course conductor was trained, with an overall total of Mentorship Course conductors of 35 within BC Hockey

HIGH PERFORMANCE Randy Henderson – High Performance Chair

The BC Hockey High Performance District Camps, Provincial Camp or a BC Cup, continue to be terrific hockey experiences. The enthusiasm brought to camp by the players, officials, coaching staffs and parents is incredibly unique. The experience is one of learning, sharing, developing and competing. The experience is no doubt a whirlwind ride; these are high intensity, short term competitions that mirror and prepare the active participants for the next step.

Female High Performance The Female Branch Coordinator is Bruce Tuck from Vancouver Island. Bruce’s exemplary commitment to the program is evident by the conscientious manner he meets every task or event .

U14 Camps were held in four zones throughout the province for approximately 130 athletes. The focus of this level continues to be on and off ice skill development, fitness education and testing as well as an introduction to yearly planning. Options and requirements for high performance hockey are presented to the athletes and parents. The U14 program was introduced in 2008 as part of the BC Hockey Development Model and has had a very positive effect on participants, allowing them to be better prepared for the U16 and U18 levels.

U16 The U16 program alternates yearly between the BC Winter Games and the BC Cup competition. This year selection/development camps were held in the zones in January. Selected athletes moved forward to represent their zone at the BC Cup in March. This year the event was held in 100 Mile House, which again proved to be an excellent host community. The final game saw Fraser Valley defeat Greater Vancouver in a very competitive contest. The U16 program is an excellent stepping stone to the U18 level. Building on what was presented in the U14 program; expectations are high for athletes at this stage of their development. Those that are most successful understand the importance of a yearly plan and are committed to their personal development on and off the ice.

U18 The U18 zone camps were held in March/April 2010 leading to the BC Cup in Duncan. Fifty-one athletes were invited to Provincial Camp in Salmon Arm in May where twenty-eight athletes were short listed to contend for spots on Team BC which would compete in the Canada Winter Games held in Halifax in February 2011. Preparation for the Games included a development camp at Naden on CFB Esquimalt in July. The final team selection tournament took place at UBC in September where Team BC took first place against three CIS teams; UBC, University of Toronto, and Carleton. A December development camp took place in Summerland where the team focused on understanding team systems while competing against Bantam Tier 1 competition. Finally a two day pre-stage camp took place in Richmond prior to leaving for Halifax.

Team BC took 6th place in Halifax, up two spots from the previous Canada Winter Games. Significant strides were made throughout the selection process in terms of individual preparation and the overall competitive level of the team. Several very close games in Halifax could have gone in our favor which would have improved the final placing. Most people believe the team was in the top 5.

Male High Performance Due to unforeseen changes at his workplace, the Male High Performance Coordinator appointed last summer, Blake Wesley, had to step down in early April. We thank Blake for his time leading the program during a period when the program is quickly evolving on the U-17 side.

The Coach of BC’s Gold Medal team at the recent Canada Winter Games in Halifax this February, Russ Weber, has taken the reigns as the Interim Branch High Performance Program. Russ brings a passion for the game and devotion to the players that serves as a tremendous model for our coaching staffs. His commitment to providing each of our players with a quality experience at every step in the HP pathway serves as a superb model for everyone involved.

U16 Camps This year six U16 camps were held around the branch on the first weekend in April. For the first time, the program has expanded to include 2 more teams offering the High Performance U16 Cup experience to an additional 40 players. The ten groups of 20 players then gathered in Kamloops April 28th – May 3rd to compete in a jamboree format. An addition team was designated for the Okanagan and Lower Mainland. The bugs and wrinkles of the first time will be ironed out and we are confident an even better experience will be planned for next year.

In February, last year’s U16 team were off to Halifax and the Canada Winter Games. Team BC upset the eastern giants, Ontario and Quebec, to bring home BC Hockey’s first gold medal at the U16 CWG hockey. The process of selection focused on selecting excellent hockey players that were of quality character. This combination of skill and character proved to be a winning combination that has set a very high benchmark for all the coaching staffs and teams that follow. The branch cannot be more proud of the way the coaching staff or the players represented hockey in . As previously mentioned, head coach Russ Weber has re-joined the Male High Performance Program as the Branch Coordinator on the male side.

U-17 Our U-17 Zone Camps were held around the province April 8th-10th. There are 6 Zone team selection regions where our District Evaluators identify and invite players to try out at the Zone Camps. This year the BC Cup will be held in Salmon Arm from May 12th-15th. The U17 High Performance Program will not be holding a Provincial Camp and the top 23-25 players from the BC Cup will be invited to the Pacific Regional camp this summer in . This year we will be sending an Assistant Coach from the branch, an athletic therapist, as well as an assistant Director of Operations. Last season’s U-17 Team Pacific, a combination of players from BC and Alberta, seized a bronze medal at the U-17 World Hockey Challenge in Winnipeg.

High Performance Meetings The High Performance Committee met in Vancouver two weeks after the female and male committees gathered their coaching staffs on September 18th and 19th for training sessions. The female presentations to their coaching staffs were incredibly well attended and will continue next year. The presentations were a combination of topics centered on development of female hockey players. Topics from coaching tactics to individual player development and team tactics were outlined by a variety of presenters well known in the female game. The male side, facing difficulties in having staffs attend due to league commitments over the past few years, has resolved to have the coaching staffs receive their training from the District Evaluator in their respective districts. This should represent a savings to the program and provide a more specific, individualized explanation of the program and it’s goals, processes and procedures. We believe that meeting the needs of the two coaching staffs will be much more effective in these different groups.

FEMALE HOCKEY DEVELOPMENT COMMITTEE / FEMALE MIDGET AAA LEAGUE REPORT Joe McDonald, BC Hockey Officer at Large

Female Hockey Development Committee: The FHDC members met in late September 2010 with a goal of targeting female hockey at the grass roots level in regards to recruitment and retention. The growth and development of Female Hockey within BC is faced with a number of challenges, barriers and limitations. In years past these challenges have created obstacles to female hockey. A challenge workshop was designed to be a part of the committee meeting for two reasons, most importantly it gives the committee an opportunity to identify the issues, prioritize what is most important/where they can affect change, and develop a series of steps to help overcome the barrier. The second reason for the workshop is that it provides a format to discuss the barriers/frustrations members are feeling without taking away from the other important discussions. Challenges/Barriers/Limitations: • Lack of communication of female hockey information and education, • Lack of quality female coaches teaching our female athletes, • Lack of female leaders within the province, • Lack of female officials,

The committee brain stormed thoughts and ideas and broke out into workshop groups to address the following. • Communication and Education: Goal/Objective – To educate parents, coaches and executive members about the uniqueness and benefits of all levels of female hockey, • Potential for formation of “ All Female MHA’s”: Goal/Objective – Promote and assist with the formation of all female minor hockey associations where they can fit within the Branch, • Increase in Female Coaches: Goal/Objective – Get former MHA players to return to associations as coaches.

The committee made the following recommendations for consideration to BCH Executive Committee: • That BC Hockey continues to host the Female Hockey Leadership Seminar at the AGM – carried. • That the FMAAA league policy on minimum player numbers be reviewed – task given to the FML AAA Advisory committee for review. • That BC Hockey create a Facebook page for promotion of female hockey opportunities – tabled pending further review under BCH communication structure.

I would like to thank all of the Female Hockey Development Committee members and Teri Cotton (Branch Female Coordinator) but especially those that were able to break out into their respective districts and go that extra mile to work on the promotion of female hockey at the grass roots level. I would also like to thank the BCH office program / support staff for their hard work and dedication towards the continued development and growth of female programs.

We need to continue in our commitment to grow the female game, thus we will continue in our endeavor to attract more female players, coaches and game officials. To do this, we realize that we need to attract strong proponents of female hockey to our female development and high performance committees. We will need to work closer with our member minor hockey associations and districts, giving them the assistance they need to support the existing female programs while at the same time creating new opportunities.

Female Midget AAA The 2010-2011 season saw the fourth year of the BC Hockey Female Midget AAA League. The league was comprised of five teams which is down 1 team from the previous season. The annual team breakdown since the leagues inauguration is as follows: 2010-2011 = 5 teams, 2009-2010 = 6 teams, 2008-2009 = 7 teams, 2007-2008 = 4 teams

The start of the season had its challenges mostly due to obtaining required ice for scheduling. In the end the season was successful with the five teams enjoying a different format from previous years. The league was scheduled with interlocking home and away series between each team with a couple of super league weekends mixed in. This produced a 28 game total season which is up from previous years. The playoff / championship series was also changed to best 2 out of 3 series for each round. This was well received. The league held its second annual inaugural “All Star Game” in December the lower mainland. The girls put on a heck of a game which ended in a 4 – 4 tie. League statistics can be found on the BCH Website.

The Thompson Okanagan Rockets were crowned Female Midget AAA Branch Champions for the second straight season. The Thompson Okanagan Rockets travelled to to take on the Edmonton Thunder for the second straight year, in a best of three series but again came up short. The Edmonton Thunder will again represent the Pacific Region at the ESSO National Championships which are being held in St Albert, Alberta later in April 2011.

I would like to thank the league team officials for an outstanding season as the playoff championship rounds saw several overtime and one goal games with all but one series going all three games. I would also like to thank the FML AAA league coordinator, Chris Wagner for an outstanding job in assisting with the week to week activities of operating the league. Job well done by all.

MINOR HOCKEY COMMITTEE REPORT Wilf Liefke, BC Hockey Vice President In an attempted to broaden our current hockey programming a Spring Hockey Policy was established allowing players and teams to register with BC Hockey. The Spring Hockey seasons operates between the end of the school spring break and July 31. To date 14 teams have registered with BC Hockey along with one sanction for a tournament.

Two additional policies were implemented aimed at increasing participation at minor recreation level. The Recreation Tournament Team Policy allows minor hockey association to make application to register Atom and above players from the same Divison to attend tournaments at the Christmas Break or the end of the season. The Recreation Relief Player Policy ensures that minor teams wishing to attend recreation tournaments at the Christmas Break or at the end of the season have a minimum of 12 skaters and two .

Championships A majority of the BC Hockey Championships for minor were held March 19-25, with the Juvenile Championship a week later.

The Referee Committee met in early August, before the start of the season, to prepare for the upcoming season. We do have some new RCM’s and they are eager to learn and move the program forward in their districts. The seasoned veteran RCMs continue to selflessly provide the program with their time, knowledge and experience which creates a healthy environment for the new members to seek guidance when needed. Provincial RIC, Rob Fryer, and Chair, Randy Henderson, laid out program expectations for the year at the summer inaugural meeting.

This year the 4-hour clinic concept with the online component was piloted. We did have some issues with the online component such as the information being provided was not current and it was difficult to log-in to as it was on the old server. Overall the general feeling in the North-East district where this was tested was a success and the BC Hockey Officiating Program looks forward to moving forward with the e-clinic with the 4 hour classroom session in the very near future.

Criminal Record Checks The officiating program has a requirement for officials 18 and older to complete a Criminal Record Check. We had approximately 1595 officials affected by this initiative. In the end approximately 35% did not completed this. Some changes to the Back check system created issues with getting the checks done. This initiative is still met with opposition and several associations do require the checks to be done but choose to not send the checks to the BC Hockey office as they need them for their records. The Branch needs to work more closely with the local associations with respect to the CRC’s. Associations using officials after January 1st will be fined $100 every time they use an official with no CRC completed.

Online Supervision This year we have moved from the Hockey Canada Website Online Supervision system over to the Hockey Canada Registry. This process will now provide access for our Above Minor Coaches to look at the evaluations of any official and be able to scout for potential above minor officials. Our RCM’s will also be able to record online whether or not an official is to be recommended for their Level 3 or higher levels. This can be tracked and officials won’t be able to buck the system to now.

Development RCM’s have been hosting development camps to further teach the intricacies of officiating and the practical application of on ice aspects. These camps are usually held around a local tournament and the RCM’s work on bringing in the best young prospects to this event to provide supervision and seminars on officiating. The qualities needed to get to the next level are emphasized. These weekends are a huge success as the officials can measure themselves with their peers and learn from the RIC’s that usually are invited to come and assist. The supervision of the younger officials has really helped in the smaller communities. The development camps for the BCH OPOE programs are well attended and we anticipate having a very good crop of young officials to vie for spots to the BC Cup events.

As witnessed in our numbers, the Female Officiating program struggles to attract and develop female officials. We are currently examining options to try and increase the number of higher end, well qualified officials. One of our best development tools for female officials is at the High Performance U- 16 and U-18 events. With the difficulties we have experienced attracting the right officials to these events, we are looking at possibly creating different events and venues for female development to reach not only more officials but more coaches and supervisors.

NHL Officials Development Night The second annual Officials Night at Roger’s Arena took place on March 18, 2011. Officials aged 13- 17 were required to submit an essay on the topic; “What the BC Hockey Officiating Program could do to ensure officials stay involved in the game?”. There were some very surprising answers and thoughtful ideas. These suggestions and ideas will be brought to the Referee Committee for discussion on how we can improve in some these areas. One idea that a number of candidates mentioned was the creation of an educational DVD for parents to watch to help make them understand how foolish they look when yelling at our young officials. Another solid idea sought even more mentorship and involvement from senior officials in helping younger officials hone their craft. At the official’s night, our officials got to meet the NHL officials with home grown talent Kelly Sutherland being one of the officials working the game. The hot stove session lasted about a half an hour and the NHL officials didn’t leave until each official that wanted a picture with them had their turn. In conclusion, it was a highly successful and motivating evening!

Officiating Program of Excellence Our portion of BC Hockey’s High Performance Program was recently renamed “BC Hockey Officiating Program of Excellence”. It was the feeling of our referee committee that our program lacked a proper identity and by a simple name change it provides continuity to the Hockey Canada OPOE. By renaming our program it gives the program the identity it required to keep moving forward.

Kamloops hosted the Hockey Canada Officiating Program of Excellence for the western region for the second straight year, BC was fortunate to have 4 officials (2 referees and 2 linesmen) represent our Branch at this event.

Something somewhat new to our OPOE program is the usage of the various High Performance district development camps to identify potential officiating candidates for the BC Cups and our Officiating Program of Excellence Summer Camps. This is proving to be a success as we are identifying more and stronger candidates for our programs.

Level IV / V Upgrade Seminar The upgrade seminar was held in Richmond this year. We certified 6 new level five officials and 19 new level 4 officials. The seminar had several guest speakers starting with Paul Carson, assistant coach of John Bechanic, a sports Psychologist, Laura Ferras, and Fitness Instructor, JC Colvin. The above minor officiating coordinators served as the instructors for the weekend seminar which saw the officials also work hockey. Overall the weekend was a huge success.

Level VI Candidates Plans are underway to select and recommend one or possibly two candidates for the Level VI seminar to be held in November 2011 in Southern Ontario.

Above Minor The Above Minor Program is continuing to develop quality officials under the guidance of our Provincial Supervisor Tom Getzie and his team of officiating coordinators. There has been a very concerted effort to get into all the districts requiring Tom’s involvement. Tom has implemented a Bi- monthly rules question that members of the above minor officiating team can submit their responses into and the first 10 correct responses get entered into a draw for prizes. This has been a big success so far. We continue to have a solid group of officiating coaches who strive to make our officials better each and every game. The relationship with the BCJHL continues to grow healthier as we work more together to ensure the game gets to officials they require and our members develop in a timing manner.

2010/11 Officiating Honor Roll This year we saw an increase in the number of International and National assignments over last year. 2010/2011 has by far been our best year in terms of receiving assignments on the International and National settings. This is a testament to the solid programs and coaching that our officiating program offers. Here is the list of assignments and honorable mentions for the 2010/2011 season.

SAFETY & RISK MANAGEMENT COMMITTEE REPORT Neil McNabb, Officer at Large

The Safety and Risk Management Committee has continued the hard work done in previous years and is moving beyond just the delivery of Hockey Canada programs into looking at the prevention component of risk management. We hope to do this through:

1. Developing a comprehensive goal based plan of what we want the Safety and Risk Management Committee and all teams and association risk managers to focus on improving during the 2011 – 2012 season in addition to the regular risk management activities we normally work on.

2. By updating our web site with an optional new tool (Respect in Sport for Parents) and encouraging our members to use the website to pass along timely messages and updates relating to safety and risk management.

3. By working with Hockey Canada to help distribute a process/template Minor Hockey Associations can use to develop their own process to ensure that all of our volunteers are appropriately selected and screened.

Risk Management Resources In addition to the Policy manuals we currently have available: Zero Tolerance Policy and Safety Risk Management Manual, BC Hockey will also be working to have articles of interest linked to the Safety Risk Management section of our website. Associations are encouraged to use this portion of the site as a resource.

Hockey Canada Safety Program 1283 delegates attended 55 HCSP clinics offered during the 2010-2011 season, and the program remains very strong. Upon an extensive review of what is being done in other branches BC Hockey has moved to a six year certification period for HCSP Level I. The three year half day re-certification is no longer offered. BC Hockey will continue to monitor the program nationally and could potentially build on it in the years to come.

Respect in Sport / SpeakOut! The implementation of Respect in Sport (RIS) educational tool has gone over very well with quite a few positive comments made around how easy and convenient it was to be able to take this course on-line. Certification through Respect in Sport will continue to be the equivalent to certification received when taking the now discontinued SpeakOut! course.

For those of you not familiar with the course, RIS is an on-line training course for coaches and sport leaders. It is designed as a tool to assist coaches in identifying and dealing with abuse, neglect, harassment and bullying in sport. The on-line course curriculum is broken into six (6), 30 minute modules, and includes audio/visual presentations, quizzes and printable handouts. Another beneficial feature of the program is that it does not need to be done all at once; it can be completed at your leisure. In addition this year we will be having an optional much shorter course focused in assisting parents available as a resource for Minor Hockey Associations to use.

2947 delegates successfully completed the RIS certification program this season. With the overwhelming success of RIS BC Hockey will continue to endorse this educational tool as a replacement for Speak Out!.

MIDGET AAA LEAGUES

All Star Game Weekend: The sixth annual Major Midget League All Star Game was held at the Chase Memorial Arena in Chase, BC on Friday, January. Team White beat Team Blue 6-5 in a thrilling back and forth game. The game included in the annual Skills Competition which took place between the first period.

The rest of the weekend was a Major Midget League showcase as ten out of the eleven teams were present (one team was on their bye weekend) in Chase to play the regular season games.

League Champions / Pacific Regional’s: For the third consecutive year the Vancouver North West Giants captured the Major Midget League Championship. The Giants defeated the Cariboo Cougars 2-0 in the best-of-three series to win the Championship.

History was made in the Pacific Midget Regional Championship when the Giants swept the . This was the first time in the seven (7) year history of the Major Midget League that the BC team had won the Pacific Midget Regional Championship.

The Giants advanced to the TELUS Cup, but fell short in their quest for a National Championship finishing in fourth place.

Scholarships BC Hockey scholarships are awarded annually to deserving recipients who are in their graduating year of high school and are presently registered members with BC Hockey or former members playing in the . All BC Hockey members are eligible including officials, players, coaches and volunteers. A list of winners will be announced at the AGM.

Sport BC Athlete of the Year Awards The Sport BC Awards are an annual gala extravaganza highlighting achievements in coaching, officiating, competing, leadership and influence in sport. The following members were nominated for an award:
