West Texas Street West Texas Street is a major gateway to the City of Fairfi eld, linking Interstate 80 to Fairfi eld’s historic The Master Plan was presented at public hearings to the Fairfi eld Planning Commission on February 11, downtown. Goals The Implementation Plan seeks to advance the following goals for the West Texas Corridor:

Site Elements Overview Special Paving at Crosswalks and Intersections The site elements and site furnishings for the West Texas Corridor are intended to make the Corridor a memorable place. They were chosen for high visual impact and low maintenance. Gateway areas will receive special treatment, with elements such as kiosks and a proposed entry banner spanning West Texas Street, and shade trellises at Beck Avenue. Enhanced planting with large palm trees or oaks visible from the freeway will enhance the entry experience.

New planted medians will visually narrow the roadway, and plantings in medians and parkways will soften and enclose the paved areas. The new medians provide the opportunity for identity elements such as monumentation marking the entry to Allan Witt Community Park and decorative fencing. Pedestrian amenities such as seat walls and shade trellises will create inviting pausing places. Seating areas will be comfortable and attractive. Design elements will minimize maintenance issues such as graffi ti and skateboard damage.

On the ground plane, banded patterns of sandblast and broom fi nish concrete paving will defi ne the intersection corners as pedestrian zones. Decorative crosswalks will heighten visibility of pedestrian crossings, extending areas perceived as pedestrian zones and improving crossing safety. In most locations, new sidewalks are separated from the roadway by a four foot wide planting strip, buffering the pedestrian from vehicular traffi c.

Planting will emphasize use of low maintenance, drought tolerant plants. Signage will improve the wayfi nding to the regional bike trail at the linear park.

Upgrades may be considered, such as additional benches, trash receptacles, bus shelters, or in- pavement fl ashers at unsignalized crosswalks.

Cost Estimate Overview The following cost estimates represent items, amounts, quantities, and related information based on schematic level of design, and should be considered only as reference data in establishing funding targets. As design development occurs, construction quantities, costs, and related factors affecting costs may vary signifi cantly. The estimates include demolition and hardscape costs associated with the City’s proposed roadway widenings at West Texas and Pennsylvania, and on West Texas east of the re-aligned eastbound I-80 off-ramp in the Gateway Master Plan. Specifi c elements have been excluded from this estimate because at this level of design, signifi cant variables are unknown. These items include: • Right of way acquisition. In areas where roadway widening will occur, or where separated sidewalk is desired, improvements will extend beyond the City’s existing right of way. Land or easement acquisition to be negotiated by City of Fairfi eld. • infrastructure. Locations and distances to the irrigation points of connection are unknown. Signifi cant costs may be involved in bringing irrigation to the improvement areas, including boring or trenching under roadways. This would be determined as the irrigation system is designed. • Relocation of utilities. Costs depend on the City’s franchise agreements with the various entities. • Roadway widening/realignment infrastructure (e.g. storm drainage relocation). • Roadway improvements beyond the limits of pedestrian improvement areas shown in the drawings. • Traffi c signal modifi cations. Reconfi guration of intersections may necessitate traffi c signal modifi cations, replacement or relocation of pedestrian push buttons and detector loops. Optional upgrades or enhancements have not been included in the cost estimates, such as bus shelters, bus benches, or fl ashing crosswalks at non-signalized intersections. The Gateway (Area 1) option that uses palm trees rather than oaks would increase the cost by approximately $9,500 per tree.
